Agencies have a need to develop and evaluate therapeutic practices that show efficacy in treating specific client problems. University-agency collaborations combine the wisdom of practitioners with research skills that appraise evidence of efficacy, operationalize concepts and skills, and identify and implement evaluation methods. This article discusses the processes involved as practitioners and administrators collaborated with university researchers to transform a well-established mutual aid (MA) model of group work into an evidence-based model that showed efficacy in preventing substance use with adolescent populations. A case study will include the phases of the collaboration including relationship building, reviews of similar programs, identification of appropriate evaluation measures, development of a curricular-based manual and analysis and interpretation of the data for use in applying for funding. 从分析财务共享服务效果的视角出发,以市场结构、基础资源和新能力理论为依据,建立了评价企业竞争力的财务指标体系。研究结果显示:在市场地位方面,实施财务共享服务增强了企业资金管控效果,使营业收入质量提高,但是营业收入增长率却呈现负增长,说明财务共享服务对市场拓展能力的影响具有延迟效应;在资金资源方面,财务共享服务提高了企业的资金筹措能力和偿债能力,风险控制能力增强,使企业获得资金资源竞争优势;在企业能力方面,财务共享服务能够降低成本、增加绩效,更好地服务企业战略,提升企业的盈利能力和创新能力。总之,实施财务共享服务能够促使企业财务管理转型升级,为未来发展赢得先机,可增强企业竞争力。 相似文献

For decades renewable energy has remained a “blind spot” within the sphere of international energy governance. The existing institutional network is highly fragmented, resulting in a myriad of international organizations, which all claim to deal with energy issues, yet do not focus on renewables on a global scale. Since 2009, IRENA, the International Renewable Energy Agency, seeks to fill up this vacuum, thereby creating a new (and maybe more Southern-led) political arena for governing renewable energy issues. 国际组织和成员国的法律责任归属问题一直以来都是国际法争论的话题。政府间国际组织作为一类国际法主体,应独立承担法律责任。但在实践中,成员国在执行国际组织决议的过程中往往滥用国际组织法律人格,其行为不仅是国际组织法律人格的体现,还代表了自己的意志,造成法律责任归属不明。以此种争议情形为研究对象,结合1999年的使用武力合法性案,2007年欧洲人权法院的拜拉米案和萨拉马提(Behrami/Saramati)案、阿尔吉达(Al-Jedda)案以及2014年海牙法院关于斯雷布雷尼察(Srebrenica)诉荷兰案的相关判决,借鉴国外学者近几年的相关研究,认为应当坚持国际组织和成员国法律责任的多重归属。围绕责任多重归属原则的确立过程,通过对2011年《国际组织责任条款草案》相关条文的分析,明确了行为归属与责任归属的关系:只有确定行为归属之后,才能确定责任归属;为了最终确定责任的多重归属,提出以有效控制为标准认定行为归属,并明确这种有效控制是对具体行为的事实控制。 相似文献

ABSTRACTStress-related conditions such as burnout and post-traumatic stress disorder are a growing concern in the humanitarian sector. Aid workers themselves report not only that mental health problems are common, but that the support they receive from their employers is insufficient. Problematically, the experience of the international aid worker – particularly those who are white and from the global North – is often foregrounded in explaining what constitutes stress and related mental health problems. This indicates a wider problem of what is required of ‘the perfect humanitarian’ – a personality that is gendered and racialised – and how this influences the different experiences and treatment of national and international staff from aid agencies. This article explores the organisational culture and working conditions of humanitarian settings and their impact on the mental health and well-being of staff. It argues that there is a structural dimension to stress that is less to do with external security threats and more to do with the specific infrastructure, policies, and practices of humanitarian operations, with implications for aid workers which cut across dimensions of race, gender, and nationality. 相似文献

The use of an international currency is not just a natural market phenomenon; it relies heavily on international political foundations. The historical lessons of the four major international currencies—the pound, dollar, euro and yen—show that a strong partner network and a favorable international institutional environment are the two major political foundations for the formation of a stable international currency. The rise of the renminbi, as a late starter looking to become a major international currency, depends not only on the requisite economic conditions but on governmental diplomacy aimed at attracting more monetary cooperation partners and creating international institutions that support its worldwide use. This strategy reinforces the political foundations for the rise of the renminbi. Building a network of partners supporting the renminbi as an international currency and creating a system of international monetary institutions are the real tests of the issuing country’s political leadership. This political leadership capacity has three dimensions: public trust founded on reputation building; a centripetal force driven by provision of benefits; and coercive force applied through sanctions. Comparatively speaking, the renminbi is still in the early stage of its ascent, so the development of its political infrastructure should concentrate mainly on gaining public trust through reputation-building and employing centripetal force involving provision of benefits. 相似文献
