碳捕获与封存技术应用中的国际法问题初探

碳捕获与封存技术的应用一方面有利于人类减缓温室效应,另一方面也蕴含了巨大的技术风险和可能造成新的国际社会的不公平,因此它的应用不仅提出了国内法上新的课题,也成为国际法关注的焦点.与此相关的国际法问题主要集中在气候变化、海洋环境保护及废弃物跨境转移等领域.目前已有部分国际法文件对此作出了针对性的修改.研究现行国际法体系如何适用于CCS技术应用具有重要意义.     

Social workers: a new precariat? Precarity conditions of mental health social workers working in the non-profit sector in Greece

ABSTRACT

Traditionally, in western countries, the social work profession primarily has come into contact with issues of precarity through the lives of service users. This paper introduces precarity in the social work scholarly literature as a feature of social workers’ professional and personal lives. It draws from the findings of a qualitative small study of mental health social workers working in the non-profit sector in Greece. The findings reflect a picture of social workers experiencing precarious conditions as they have become part of the growing phenomenon of the working poor, surviving by loans, experiencing housing insecurity, reproductive insecurity, fuel poverty and unable to pay for their commuting expenses to and from work. Furthermore, the paper maintains that the expansion of the conditions of precarity to university-educated professionals, such as social workers, needs to be understood within an International Political Economy (IPE) perspective in order neoliberal capitalism which brings rising levels of inequalities to become a focus of intervention.

为深化全球教育视野下的中国教育改革，解决中国教育改革当中的重点、热点和难点问题，探索未来全球教育改革发展趋势，提升中国教育在世界的领导力，在新中国成立70周年之际，西南大学、"全球教育50人论坛"、清华大学民生经济研究院联合清华大学当代中国研究中心、清华大学社会与金融研究中心、西南财经大学资本市场研究院及小平故里书院在西南大学举办"第三届全球教育50人论坛"。大会以主题报告和分论坛讨论的形式进行。主题报告以国际视野中的中国教育和全球教育创新前沿为主题，深入探讨了全球教育创新背景下我国教育改革的路径与目标；分论坛以大学治理与全球教育创新、科技革命与全球教育创新为主题，对大学治理、科技革命对教育改革与发展的影响以及如何应对等进行了深入讨论。     

Effects of international student exchange on pre-service teachers: a quasi-experimental study

This contribution provides empirical answers to the question of how teaching-specific competencies develop during participation in an international student exchange programme. The quantitative analyses of this quasi-experimental study suggest that, generally speaking, no specific developments occur during an exchange experience. These findings contradict the majority of existing literature. Possible reasons for this divergence are discussed. The interpretation of the results suggests future research should focus on the key question of pre-conditions for productive exchange experiences.     

Putting promises into practice: The New Aid Architecture in Uganda

Via the Paris Declaration and the Accra Agenda for Action the international donor community has delivered a set of promises on ownership, harmonization and co‐ordination. Uganda is an interesting case for assessing progress on Paris Principles and seeing the New Aid Architecture in practice. This article provides a historical overview of the implementation of ‘Paris’ in Uganda from the late 1990s up to 2010, showing that implementation is laggardly and, in more recent years, that earlier progress has been reversed. This is due to donors’ perceptions of Uganda's political structure, and particularly its rampant corruption, and also to different views among donors and their internal adaptability in terms of truly measuring up to the Paris Principles.     

国际经济法学双语教学的若干思考

我国对国际化复合人才的迫切需求,国际经济法学课程本身的国际性特征,使其成为各院校首选的双语教学课程。阐述了国际经济法学双语教学的必要性,辨析其教学含义,探讨了善国际经济法学双语教学面临的困境,在此基础上,就完善国际经济法学双语教学的路径提出了思考。     

The study of commission rate problem in real-time bidding

This paper studies the commission rate in real-time bidding based on the generalized first-price auction mechanism. Firstly, the equilibrium bidding strategies are provided when there are fixed commission rate and the linear commission rate, which proves that if the there is no reserve price, the expected payment of DSP is not related to the rate of commission. The commission rate affects the equilibrium bidding strategies only. Secondly, this paper shows that if there are the reserve price and the commission, the payment of DSP is increasing on the commission rate. That is, if there is reserve price, the DSP cannot control the increasing of the expected payment by adjusting the equilibrium bidding strategy, when the commission rate increases. Finally, provided that the reserve price and commission rate are exogenous respectively, this paper draws to the conclusion that the conditions of optimal commission rate and the optimal reserve price must be satisfied.     

Information is power? Transparency and fetishism in international relations

International actors, state and non-state, have embraced transparency as a solution to all manner of political problems. Theoretical analyses of these processes present transparency in a fetishtic manner, in which the social relations that generate transparency are misrecognized as the product of information itself. This paper will outline the theoretical problems that arise when transparency promotion is fetishized in International Relations theory. Examining the fetishism of transparency, we will note the problematic conceptions of politics, the public sphere, and rationality they generate. Confusing the relationship between data, information and knowledge, fetishized treatments of transparency obscure the historical dynamics responsible for the emergence of transparency as a political practice. This alters our understanding of the relationship between global governance institutions, their constituents, and the nature of knowledge production itself. Realizing the normative promise of transparency requires a reorientation of theory towards sociologically and historically sensitive approaches to the politics of knowledge.     

基于场域理论的国际马拉松赛与城市形象传播策略研究

马拉松赛事不仅推动城市文化、经济、生态等方面发展，同时也成为传递城市形象、传播本土文化、提升城市文化软实力的重要途径。研究以西安国际马拉松赛作为个案，从传播仪式与场域理论出发，分析马拉松赛事作为传播场域在城市形象传播中产生的作用及效果。同时借鉴国内外著名马拉松赛事中的城市形象传播经验，以“赛事+城市”的互动视角，探索国际马拉松赛事中的城市形象传播的策略。     

Rethinking Samir Amin’s legacy and the case for a political organization of the global justice movement

ABSTRACT

A case is made here for the desirability and viability of the late Samir Amin’s call for a new International. However, the project to forge a political organization of the global justice movement must in the first instance draw lessons from the limitations of the recent network structure of new social movements, notably the World Social Forum, and rectify the failures of the old internationals of left-wing cadres. The actualization of such a radical idea also needs to observe the realpolitik of class formation and class struggle under conditions of the imperialistic globalization of capitalism today. Envisioned as a plural and participatory learning organization, the new International’s progression should be evolutionary and its strategic engagements have to balance the imperatives of political realism with the ideals of democratic values.
