为了推动西部大发展 ,我国政府开始实施西部大开发战略 ,各种体制改革不断深化 ,地区劳动力流动更为频繁。处在这一背景下的西部各民族特别是少数民族面临着严峻的就业挑战。本文分析了西部劳动力的结构、就业特点 ,希望能通过具体的教育措施提高少数民族劳动力的竞争能力 ,为保持西部地区繁荣、稳定做出贡献。  相似文献

Existing theoretical literature fails to explain satisfactorily the differences between the pay of workers who are covered by collective agreements and others who are not. This study aims at providing a model framework that is amenable to an analysis of this issue. Our general-equilibrium approach integrates a dual labor market and a two-sector product market. The results suggest that the so-called “union wage gap” is largely determined by the degree of centralization of the bargains and, to a somewhat lesser extent, by the expenditure share of the unionized sector's goods.

新冠疫情期间,企业为了缓解各方面压力,探索出"共享员工"新型用工形式,具体表现为企业间共享模式、用工单位直接与劳动者签订劳务合同以及在第三方介入下实现员工共享。中央及地方政府也纷纷推出鼓励"共享员工"发展的政策。但是"共享员工"制度是否能在常时条件下成为一种用工形式仍存在一系列问题。"共享员工"制度常态化的可能性应从其对劳务派遣制度"三性"的突破、对传统员工借调主体范围的扩大以及对共享经济用工模式的补充等方面分析。"共享员工"制度实现常态化需要以平台经济为依托,借助政府监督机构,对其他用工制度的不足进行修复式移用。  相似文献

劳务派遣作为一种灵活的用工形式,受到我国各类用人单位的青睐和广泛运用。2013年《劳动合同法》修订弥补了我国劳务派遣制度上的不足,但由于起步时间较晚,加上制度的复杂性,存在工伤赔偿制度的责任划分不清晰、工伤保险待遇先行支付具体操作存在困难、异地劳务派遣工伤保险制度执行不明确等方面的问题。我国需要从确立《劳动合同法》中派遣单位与用工单位的具体责任分担制度、完善劳务派遣工伤待遇先行支付规定、明确异地保险制度相关规定等方面入手,进一步完善工伤保险制度在劳务派遣用工中的适用,有效保护被派遣劳动者的合法权益。  相似文献

在我国,由于劳动法和公司法内容的冲突以及公司高级管理人员在现有劳动法语境下身份的特殊性,导致了不同法院对于劳动合同违法解除后劳动合同继续履行与否的判决并不一致。高级管理人员并不完全具有劳动法上劳动者人格和经济上的从属性,因而其不应该获得完全的与普通劳动者相同的倾斜保护。而且,高级管理人员被解聘后,因为岗位的重要性,公司往往会迅速找人代替;由于岗位数量稀缺性和要求的专业性,高级管理人员要求恢复原岗位的要求在实践中难以满足。因此,法院在适用《劳动合同法》第48条时,不应支持被解除职务的高管的复职请求,而应采用其他救济方式。  相似文献

Government officials like the idea of just a small number of households in their respective jurisdiction receiving social assistance. A large number is seen as costly to the public treasury, and declining caseloads are generally viewed as a mark of success for both the economy and the government of the day. But what factors account for the size of a Canadian province's social assistance caseload? This article aims to shed light on this question, with a focus on single adults without dependants (and without serious disabilities) during the 1989–2017 period. One important finding is that when the value of social assistance benefit levels for this group increases by 1% in a province, the social assistance caseload for this demographic rises by 0.457%. Put differently, there is indeed an important behavior response associated with higher benefit levels. In response, we propose that provincial officials budget for higher take up levels when they increase benefit levels for this household group.  相似文献

With an emphasis placed on supply‐side interventions such as skills training and incentives enhancement, active labor market polices (ALMPs) are strongly promoted by international organizations and widely adopted across different welfare regimes to boost employment rates. This article first presents the under‐examined relationship between ALMPs and employment precariousness, which has posed a challenge to the neoliberal notion of employability and activation. Youth‐focused employment policies tend to speed up employment entry whilst downplaying the risk of precariousness and the importance of job quality, and thus further reinforcing the belief that engaging in precarious employment is tolerable if not inevitable. The article then examines the case of Hong Kong, which illustrates that its relatively low rate of youth unemployment may conceal the unfavorable employment conditions confronted by youth. It is argued that the service‐led employment policies and short‐term vocational training define the employability of young workers in terms of labor flexibilities. The coined phase of “flexi‐employability” is characterized by promoting youth's readiness for, and adaptability to, the volatilities and changing demands of the labor market. Arguably, the disciplinary approach to youth activation would only strengthen the work‐first principle by enforcing young people to take up jobs available and leave welfare as soon as possible, but without thoroughly addressing the risks and insecurities generated by the labor market in undermining their well‐being.  相似文献

The use of height data to measure living standards is now a well-established method in economic history. By using a new source of nineteenth century Texas state prison records, the present study contrasts the heights of comparable blacks and whites between the Civil War and Reconstruction in the American South. White stature exceeded black stature. Between 1850 and 1870, black stature declined by more than 1 cm but recovered toward the end of the nineteenth century. Postbellum white stature declined by more than 1 1/2 cm over the same period yet never recovered.

We investigate the argument that men who are raised by working mothers develop a preference that is favorable toward working women and, consequently, are more likely to have working wives. We test this hypothesis using the Japanese General Social Surveys 2000–2003. We directly examine the responses to the opinion survey’s questions regarding appropriate gender roles. The estimation results indicate that men raised by full-time working mothers are less likely to support traditional gender roles. Those men are also less likely to believe in the negative impact of a mother’s working on her children’s development.   相似文献

现阶段,由美国次贷危机引发的金融危机席卷全球,在全球经济一体化背景下,我国自然无法置身事外。金融危机对我国的影响表现在方方面面,其中对劳动力就业的冲击是最重要的问题之一。在现阶段的就业问题中,大学生就业和农民工返乡成为最为重要的两个方面。要应对金融危机对我国劳动力就业的影响,缓解就业压力,需要中央、地方政府、企业和个人的密切配合,从多方面入手寻求解决问题的根本途径。  相似文献
