This is a personal account of the challenges I have faced during the first year and a half of my PhD, solely due to my identity as a disabled student. I address issues such as a lack of representation when researching PhD life, the impact of the services which are meant to be there to help and the complexities of juggling the additional time-consuming events which occur when you are disabled, with PhD time, a home life and work. This is especially relevant in the United Kingdom at this time as the Disabled Students Allowance has recently been cut back, meaning there is less support available for disabled students, and with the increased marketisation of higher education it could be argued that there is less impetus for universities to support those who have non-standard needs.  相似文献

Women at work have long accepted how societal norms and cultural expectations impacted their at‐work behaviour. Despite the fact that no one model has ever universally established a benchmark for women’s leadership, women attempted to become what they perceived others wanted them to be. Between aspiring to achieve ideal worker status and enacting a style somewhere between the stereotypical connotations of agentic and communal behaviours, women leaders expended a great deal of emotional labour to find the perfect balance. Today, the COVID‐19 pandemic has created a new, potentially untenable, challenge: to identify what working women are evaluated against to achieve excellence. This article shares a perspective of how women leaders have been evaluated during tumultuous times using historical research and examples. Based upon our findings, it appears that the communal leadership style most women are thought to naturally display may be an advantage.  相似文献

Using an international survey that directly assesses the cognitive skills of participants, the author studies the effect of skills on employment in 32 countries. On average, a 1 standard deviation increase in numeracy is associated with an 8.4 percentage point increase in the probability of being employed, reducing the probability of being out of the labour force and unemployed by 6.4 and 2.1 percentage points, respectively. After controlling for numeracy, the estimated employment effect of years in education falls by one third, from 2.7 to 1.8 percentage points. Notably, the employment effect of skills is more pronounced in countries with higher unemployment.  相似文献

The conventional view since the early 2000s has been that participation in higher education (HE) is a risky pathway for disadvantaged young people in England; the social risk of entering an alien environment combines with the financial risk of rising costs and questionable long-term returns. This riskiness has been constructed as a major barrier to participation. However, national administrative data cast doubt on whether this analysis still holds true. Despite significant rises in tuition fees, the proportion of disadvantaged young people entering HE has continued to rise, with advantaged groups seemingly being more price-sensitive. Data from recent qualitative studies has also suggested that young people are now less attuned to risks. This paper considers whether circumstances in wider society have shifted perceptions of risk. The volatility resulting from the global financial crisis appears to have repositioned HE as a less risky option than early entry to the labour market, especially with more jobs becoming ‘graduate’, while the social risk has declined as HE has diversified. The paper draws on theoretical perspectives from Beck, Boudon, Simon and Kahneman to argue that many disadvantaged young people now view HE as a form of ‘insurance’ against an uncertain future.  相似文献

The online platform economy raises a range of intricate legal questions connected to labour law and social security protection. In particular, the atypical forms of labour relationships used by many online platforms (e.g. multilateral, hyper‐temporary, off‐site, autonomous), often contractually defined as independent contracting, have challenged the application of labour and occupational health and safety law in many countries across the world, as the application of these norms tends to be dependent on the existence of an “employment relationship”. These developments are compounding the general increase in atypical employment, especially as a result of the 2007–08 financial and economic crisis. It has mostly fallen to courts to resolve the disputes between online platforms and their online platform workers, but some European Union (EU) Member States (such as France) have taken specific legal measures in response to these difficulties. Also, the EU‐level as such is becoming increasingly involved, with the Court of Justice’s ruling in the case of Uber providing some guidance on the “employment question”, and a pending legislative initiative on a Directive for Transparent and Predictable Working Conditions which may provide minimum labour protection for online platform workers in the EU. This article analyzes the problem of labour law in the online platform economy and surveys the various responses by courts and policy‐makers across the EU, which may furthermore set the tone for developments outside the EU in this area.  相似文献

Frontline workers play a crucial role in implementing activation policies. Nevertheless, research on what competencies are required for activation work is limited. We explored activation competency based on a survey of 1,735 frontline workers in the Norwegian labour and welfare administration. Factor analysis revealed two distinct underlying dimensions in activation competency: market competency and user‐oriented competency. We found that the social workers in the study viewed themselves as having significantly less market competency and slightly more user‐oriented competency than non‐social workers have, but the differences were small. The results also indicate that these effects are partially mediated by attitudes towards conditionality. The results give reason to treat activation competencies as twofold and raise the question of whether social work education improves frontline workers' competency in activation work compared with frontline workers with other educational backgrounds.  相似文献

This article re-examines the ILO's normative outlook on prison labour, arguing that it is out of touch with the realities on the ground, where public/private hybrid forms of prison labour are proliferating. The authors bring to light the controversy surrounding the position taken by the ILO, as member States repeatedly demand that it relax, and increasingly defy, its dichotomous stance. They illustrate the heavy price to be paid if the ILO stays on its current course, but also if it adopts the position favoured by some of these member States. Instead, they point to two alternatives that go beyond these conflicting positions.  相似文献

This special issue of the International Social Security Review considers the multidisciplinary topic of social security and the digital economy. The selected articles that comprise this issue offer a number of varying perspectives on the changing and increasingly complex environment in which social security institutions operate and critically assess not only how social security institutions are likely to be impacted but also how they may respond to the challenges foreseen. Social security institutions do not have control over external factors that can negatively impact the financing and coverage of social security programmes. Nonetheless, with the shift to the digital economy, the task at hand is to manage an unprecedented process of change. Though ensuring service continuity is the primary concern, also required are improvements in service delivery for all stakeholders and the development of responses to meet new operational challenges and emerging coverage risks. Particularly in more developed economies, the socio‐economic challenges that accompany the labour market changes associated with the transition to the digital economy are often characterized as presenting a risk of growing precarity. Regardless, the global policy goal remains one of ensuring sustainable and adequate social security protection for all.  相似文献

Despite the current controversial debates about discretion in public bureaucracies in general, and in welfare agencies in particular, the current literature on street‐level bureaucracy mainly assumes that discretion is a distinctive feature of the daily work of public servants. Nonetheless, a pertinent question has not specifically been asked in this literature, that is, given the context of privatisation and increased welfare conditionality in the welfare sector that are seriously challenging welfare frontline staff's commitment to social justice and human rights‐based practices, what are forms of street‐level discretion likely to contribute to improving the quality of welfare services? In this study, we attempt to address this question by exploring discretion displayed by welfare frontline staff in four Australian employment service providers. We argue that emotional labour, especially when being informed by critical empathy, is an important and effective form of street‐level discretion that welfare frontline workers can perform to better support welfare recipients and minimise the punitive aspects of welfare policy.  相似文献
