决策理论中的理性主义与渐进主义及其适用性

理性主义和渐进主义都是决策理论中的主要的根源性模式。对这两种模式的可行性和应用性的批评、争议和讨论 ,引发了多种决策模式的出现 ,同时也使前者得到不断改进 ,促进了决策理论的发展。考察这两种模式的主要特点和它们的相互关系 ,探讨它们在实践中的适用性 ,考量其利弊 ,有助于我们进一步加深对这两种决策模式的认识 ,并使之能在适当的应用中发挥积极的作用 ,从而改善我们的决策方式和决策质量     

Bayesian validation assessment of multivariate computational models

Multivariate model validation is a complex decision-making problem involving comparison of multiple correlated quantities, based upon the available information and prior knowledge. This paper presents a Bayesian risk-based decision method for validation assessment of multivariate predictive models under uncertainty. A generalized likelihood ratio is derived as a quantitative validation metric based on Bayes’ theorem and Gaussian distribution assumption of errors between validation data and model prediction. The multivariate model is then assessed based on the comparison of the likelihood ratio with a Bayesian decision threshold, a function of the decision costs and prior of each hypothesis. The probability density function of the likelihood ratio is constructed using the statistics of multiple response quantities and Monte Carlo simulation. The proposed methodology is implemented in the validation of a transient heat conduction model, using a multivariate data set from experiments. The Bayesian methodology provides a quantitative approach to facilitate rational decisions in multivariate model assessment under uncertainty.

外部性:政府采购立法研究的新视角

政府采购法的立法常常给他人带来非自愿的成本或收益,即政府采购法的外部性。政府采购法的外部性,导源于现代社会政府采购立法的决策过程、政府采购立法所拥有的“派生的外在性”以及政府采购立法过程的信息缺失。内在化政府采购法的外部性,须明确界定中央与地方之间、国务院各部门之间的政府采购的立法权,完善政府采购立法程序以及建立政府采购立法损害补偿制度等。

Couple Attitudes and Agreement Regarding Pregnancy Wantedness in the Philippines

We compare husbands' and wives' views of the wantedness of their most recent pregnancy in the Philippines, a country where relatively high levels of unintended fertility persist. This research is an extension of earlier work that looked separately at individual men's and women's responses. We analyze survey data for 369 couples and find that those most at risk of experiencing a pregnancy that neither spouse wanted tended to be higher parity couples, those who were more fatalistic, those who were practicing Catholics who attended religious services frequently, and those among whom the husband was the sole breadwinner. Higher parity women and older women were also more apt to experience a pregnancy that was wanted by only 1 spouse. Women who had difficulty discussing sexual matters with their husbands were more likely than other women to have a pregnancy that their husbands wanted but they did not.     

Professional Perspectives on Decision Making about the Long-term Care of Older People

With the increasing pressure on social and health care resources,professionals have to be more explicit in their decision makingregarding the long-term care of older people. This groundedtheory study used 19 focus groups and nine semi-structured interviews(99 staff in total) to explore professional perspectives onthis decision making. Focus group participants and intervieweescomprised care managers, social workers, consultant geriatricians,general medical practitioners, community nurses, home care managers,occupational therapists and hospital discharge support staff.The emerging themes spanned context, clients, families and services.Decisions were often prompted by a crisis, hindering professionalsseeking to make a measured assessment. Fear of burglary andassault, and the willingness and availability of family to helpwere major factors in decisions about living at home. Serviceavailability in terms of public funding for community care,the availability of home care workers and workload pressureson primary care services influenced decision ‘thresholds’regarding admission to institutional care. Assessment toolsdesigned to assist decision making about the long-term careof older people need to take into account the critical aspectsof individual fears and motivation, family support and the availabilityof publicly funded services as well as functional and medicalneeds.     

高技术园区技术效率与规模指数——基于DEA的实证研究

文章运用数据包络分析法评价了53个国家级开发区的投入产出效率、投入剩余和产出亏空状况,同时以超效率DEA模型为基础对这些开发区的生产效率进行综合排名,最后通过线性回归探讨影响投入产出的纯技术效率和规模指数的外部因素。结果发现:(1)在众多的开发区中真正处于有效率生产状态的地区并不多,占20.75%,处于纯技术有效的开发区占39.62%;(2)导致大部分开发区无法处于有效的生产前沿面上进行生产的最直接的原因是规模过小;(3)开发区的投入产出纯技术效率受地区的开放程度、集聚程度和气候环境的影响较大,而规模指数则受开放程度、地区经济实力和政府政策的影响较为明显。
