乡镇统计工作机制有效运转的思考

 乡镇统计是统计工作的重要基础,同时也是目前统计工作的薄弱环节。巩固和加强乡镇统计工作,推动乡镇统计基础工作规范化建设,促进乡镇统计工作机制有效运转,本文提出了具体的设想和思考。本文重点从乡镇统计站建设、人员建设、制度建设三个方面,对乡镇统计工作机制有效发挥作用进行研究,目的在于推进乡镇统计工作机制产生有效生产力。     

农民工参与城镇医疗保障的行为研究

文章利用农民工调查数据,研究了农民工参与城镇医疗保障的影响因素以及城镇医疗保障对农民工医疗支出决策和医疗费用的影响,考察城镇医疗保障制度是否解决了农民工的医疗保障问题。研究结果发现,自评健康状况很好和很不好的农民工都不愿意参与城镇医疗保障,城镇医疗保障既存在逆向选择,也没有有效分散农民工的医疗风险。农民工是否有医疗支出和医疗费用的多少主要取决于疾病严重程度,农民工参与城镇医疗保障对此没有显著性影响。因此,现行农民工城镇医疗保障制度还没有起到为农民工提供足够的医疗保障作用。     

Internet gambling in relation to Internet addiction,substance use,online sexual engagement and suicidality in a Greek sample

Research has found gambling to be related to a variety of other addictive behaviours. The study objective was to evaluate the association of Internet gambling with Internet addiction, online sexual engagement, suicidality and substance use, in a sample of Greek adults. The study sample consisted of 789 military personnel. During their annual medical examination the study participants anonymously completed a series of self-reported questionnaires in relation to socio-demographic data, Internet gambling practices, online sexual engagement, Internet addiction, suicidality and psychoactive substance use. We found that Internet addiction significantly predicted engagement with online gambling, followed by substance use in general, and, in particular, the use of cocaine or heroin. Finally, two other predictive indicators were self-reported suicide attempts and engagement with online sex. Online gambling is associated with various behaviours related to impulsivity such as Internet addiction, online sexual engagement, suicidality and substance use. Future research will increase our knowledge on the contribution of new technologies and the Internet in Internet gambling dimensions, as well as on the associations with other high-risk behaviours such as substance use, pornography and suicidality.     

The Association Between the New Rural Cooperative Medical System and Health Care Seeking Behavior Among Middle-Aged and Older Chinese

The new rural cooperative medical system (NCMS) is the primary form of social insurance in rural China. This study aims to explore how the NCMS influences the health care seeking behaviors of middle-aged and older Chinese, considering the family and community contexts. A series of multi-level (three-level) models using data from the first wave of the China Health and Retirement Longitudinal Study (CHARLS) are used. We find that the presence of NCMS coverage has a statistically significant association with seeking inpatient and outpatient care but not physical checkups among middle-aged and older rural Chinese: Rural residents insured by NCMS were more likely to seek inpatient and outpatient care than people who were not insured. Other factors at the individual level (such as self-perceived health and number of doctor-diagnosed chronic diseases), the family level (such as living arrangements and household expenditures), and the community level (such as the presence of township hospitals within the community) are also significant predictors of health care seeking behaviors.     

河北省新型农村合作医疗制度存在的问题及对策

新型农村合作医疗试行以来,在预防农民因病返贫、因病致贫方面取得了一定效果,但在实际工作中仍存在一些问题。究其原因,一是由于新农合宣传工作不到位,农民尚不能完全理解新农合的意义,并由此产生一定误解;二是由于医患关系日趋复杂,致使新农合面临巨大压力。本文通过对河北省部分市县新农合试行状况的调查分析,对其中的典型问题进行了总结,并提出了相应的改进措施。     

医疗保险的特性与管理——基于美国医改案例的分析

美国的医疗保险体系以商业医疗保险制度为主,研究奥巴马医疗改革方案的内容和变革走向,有助于认识医疗保险的特征和管理方法,并从中获取新的有益的启示。本文通过对美国医疗改革法案的分析认为,医疗保险是准公共产品,不能完全依靠市场机制来解决;医疗保险是重要的公共管理事务;医疗保险制度的建立重在公平性;医疗保险的管理必须强化政府责任,强化对保险机构和医疗服务机构的监管。     

医院成本核算管理探析

我国医院的成本核算管理上有着许多的问题,这些问题对医院的管理和发展有深远的影响。通过文献综述,从医院成本核算的含义、意义及目前存在的主要问题进行了探讨,在此基础上提出相应的对策建议。

医疗事故法律责任的案例分析

近年来,医疗事故成为导致医患矛盾的主要因素,此类案件如不认真处理对待,极可能会引起群体性恶性事件。因此,对医疗纠纷案例不能赔钱了事,息事宁人。要深层次的考虑问题产生的根源,找出妥善解决此类问题的办法,才能减少该事件的再次发生。本文选取一起基层乡镇卫生院剖宫产母女双亡,查责任全在医方的案例进行解读。对此案例从医生的自身素质方面,包括业务水平以及医德素养方面进行评析,二是从医院管理制度方面进行漏洞剖析,三是从农村基层医院医资配置缺乏进行分析。从这三个导致此医疗事故的原因,提出要想减少这类事故频发,应大力加强卫生法的宣传教育,提高医务人员的法制、道德和业务素质,加强医疗机构的管理建设,从根本上杜绝此类事故的发生。     

医务社会工作专业教学课程设置探讨

针对当前高校医务社会工作专业教学中培养目标、课程设置、教学方法、专业教材、师资力量、实习机制等存在的问题进行分析,并在此基础上提出医务社会工作专业教学课程设置首先应明确培养目标,并确立包含价值、理论、实务三结合的知识体系的新思路。
