农民工是改革开放后新形成的一个阶层,他们工作、生活在城市,但家和户口在农村,由此引发和衍生出工资常被克扣和拖欠、享受公共服务少、子女入托入学困难和缺乏基本社会保障等“农民工问题”。构建和谐社会,就是要使各方面利益关系得到有效协调,其中很重要的一个方面就是解决农民工问题,各级政府和全社会应把它作为一项重大的社会工程去完成。  相似文献

Recent migration studies have adopted the lens of mobility to examine the stratifying effects of border policies, but few investigate the differential mobility of migrant families and children. This paper aims to contribute to the migration literature by considering the interplay between border policies, family configurations, and differential mobility. We apply the lens of differential mobility to the experiences of Chinese cross-border pupils – young child migrants with Hong Kong permanent residency who reside in Shenzhen, China, and cross the border to attend school. We begin by describing shifts in Hong Kong’s border and immigration policies since 1997, which have created a typology of families differentiated by mixed status, citizenship rights, and mobility. We then turn to four case studies of students with unequal border-crossing experiences to elucidate how border control constrains or promotes family mobility and perpetuates inequalities.  相似文献

Integrating family and child data from the Early Childhood Longitudinal Study–Birth Cohort with contextual data from the census, this study examined associations among maternal employment, aspects of communities related to child‐care supply and demand, and the early care and education arrangements of 4 year olds in Mexican‐origin, Black, and White families. Children with employed mothers were more likely to be in informal care arrangements than in early childhood education, regardless of racial/ethnic background. For children in Mexican‐origin families, selection into informal care over early childhood education was more likely in zip codes with greater demand for care as measured by higher female employment. Utilization of parent care versus early childhood education was also more likely for children in Mexican‐origin and Black families in zip codes with higher female employment. Constraints associated with maternal employment thus hindered children from enrolling in early childhood education, and community contexts posed challenges for some groups.  相似文献

近年来,由于我国政府的重视,我国农民工的社会保障取得了长足的发展。但各地区农民工的社会保障程度还存在很大的差异。分别从我国南、北、中部地区选择三个有代表性的城市——深圳、苏州、长春,根据问卷调查数据对其农民工社会保障状况进行比较分析。无论是农民工的社会保障程度,还是各地农民工关切的具体问题,都存在明显的地域差异。从政府的角度制订农民工政策不能全国"一刀切",应该区别对待并分类指导。政府应有重点、分层次地建立农民工社会保障制度,北方省份应该充分借鉴南方省份关于农民工的法律保障、养老和子女入学等方面的经验和对策。  相似文献

This study uses ethnographic research to examine the phenomenon of transnational parenting by migrant mothers from the African Caribbean community and their family who care for the mothers’ children. Twenty women’s narratives demonstrate the complexity of relationships between migrant mothers living and working in New York City and their extended family or kinship caretakers who coparent their children in their countries of origin. The study reveals three main factors that contribute to the success of transnational parenting: (1) informal kinship care-child fostering, (2) remittances, and (3) social networks. Though sharing a common territory, the cultural spaces of Brussels are divided according to a complex structure where Francophone and Flemish Communities play a dominant role. These two language-based communities set separate cultural policies and programming for their residents in Brussels. Within this fragmented structure, local socio-cultural actors have mobilised promoting cross-Community collaboration towards a shared vision for the Brussels-Capital Region (ex. Cultural Plan for Brussels). Further, individual artists themselves have developed strategies to participate in Community-defined cultural programming and to gain recognition for their talent as local (Bruxellois) artists regardless of their ethnic, linguistic or migrant background. This article explores how socio-cultural actors and artists have mobilised to reframe ‘culture’ in Brussels, and to gain access to cultural venues particularly in the case of migrant and migrant-origin artists whose engagement and recognition in Brussels’ cultural scenes have been little studied.  相似文献

In the aftermath of the financial crisis that hit Iceland in October 2008, increased numbers of Icelanders migrated to Norway to seek employment due to difficult economic circumstances in Iceland. Using critical perspectives from postcolonial studies and critical whiteness studies, the paper explores how these Icelandic migrants in Norway make sense of their new position as economic migrants within a global economy characterised by a growing sense of precariousness, while past inequalities and racism continue to matter. We also examine how these migrants are perceived in Norwegian media, and how social discourses of Icelandic migrants reflect larger Norwegian debates on racism, desirability and cultural belonging. Media discourses in Norway and interviews with Icelandic migrants reveal a hierarchy of acceptability of migrants. Icelanders are positioned as highly desirable compared to other migrant groups due to the intersection of perceived racial belonging, nationality and class. Our discussion contributes, furthermore, towards a critical analysis of the category migrant, by exploring how the term immigrant (innvandrer/innflytjandi) is used in narratives of Icelandic migrants in Norway and in Norwegian media discussions, showing the negative and racialised connotations of the term immigrant and how its understanding is linked with vulnerable positions and discrimination.  相似文献

民事诉讼代理制度作为现代民事诉讼制度中的一项重要制度,是法律面前人人平等原则的重要体现和保障。但是在我国农村劳动力向城镇转移、劳动纠纷增多的时代背景下,我国民事诉讼代理制度日益暴露出一系列的问题。课题组通过大量的实证调研,拟从民事诉讼代理制度的基础理论出发,结合我国目前农民工维权的实际,在理论上初步构建“来自于农民工,服务于农民工”的“草根律师”制度,解决有关农民工劳动纠纷案件中的诉讼代理难的相关问题。  相似文献
