资源型城市与矿业城市的概念并不完全等同.科学发展观一是泛指科学的发展观,二是特指我国新世纪新阶段科学的发展观.矿业城市要实现科学的发展必须同时具备四个条件:一要依靠科学,二要依靠大多数人的共同认识,三要依靠各级领导的管理,四要依靠客观的条件和机遇.矿业城市的科学发展必须"两手抓",一是大力发展以资源为龙头的加工业;二是大力发展第二产业中的其他加工业、建筑业以及第一产业和第三产业.国家应大力支持矿业城市的科学发展,国家对资源枯竭型城市的扶持,实际上是对它们过去为国家所做贡献的一种合理补偿,符合社会主义市场经济的效率和公平原则. 相似文献

This article considers the cases for and against ‘open access’ regulation of rail and port logistics infrastructure used by ‘bulk’ mining operations, arguing that host governments should proactively impose and then enforce such regulation in almost all cases. The logistics infrastructure needed for this type of mining activity is of critical importance. The costs and potential inefficiencies involved in duplicating such infrastructure confer a significant competitive advantage on its owner in the absence of effective access regulation. In particular, where a first mover develops an ‘integrated’ project incorporating a mine and associated infrastructure, a failure to impose access regulation discourages third‐party investment in mineral exploration and development in the region serviced by the infrastructure, due to the risk of hold‐up by the first mover. An unregulated first mover can also use its infrastructure advantage to capture the state's share of resource rents from the mineral endowment of the region. Open access regulation further benefits host countries by enabling broad‐based economic development through the shared‐use of mining infrastructure with other sectors (e.g., agribusiness). The article highlights contrasting experience with access regulation in Australia: the Pilbara iron ore region has seen protracted disputes involving mining firms and policy‐makers and very few examples of third‐party access, while in the coal region of central Queensland an extensive multi‐user, multi‐purpose railway network operates independently of mining firms. The authors urge governments in sub‐Saharan Africa (in particular) not to underestimate the internal capacity and other challenges associated with developing and enforcing open access regulation of mining infrastructure in a manner that protects their national interests. 相似文献

Fundamental problems in data mining mainly involve discrete decisions based on numerical analyses of data (e.g., class assignment,
feature selection, data categorization, identifying outlier samples). These decision-making problems in data mining are combinatorial
in nature and can naturally be formulated as discrete optimization problems. One of the most widely studied problems in data
mining is clustering. In this paper, we propose a new optimization model for hierarchical clustering based on quadratic programming
and later show that this model is compact and scalable. Application of this clustering technique in epilepsy, the second most
common brain disorder, is a case point in this study. In our empirical study, we will apply the proposed clustering technique
to treatment problems in epilepsy through the brain dynamics analysis of electroencephalogram (EEG) recordings. This study
is a proof of concept of our hypothesis that epileptic brains tend to be more synchronized (clustered) during the period before
a seizure than a normal period. The results of this study suggest that data mining research might be able to revolutionize
current diagnosis and treatment of epilepsy as well as give a greater understanding of brain functions (and other complex
systems) from a system perspective.

It is widely known that significant in-sample evidence of predictability does not guarantee significant out-of-sample predictability. This is often interpreted as an indication that in-sample evidence is likely to be spurious and should be discounted. In this paper, we question this interpretation. Our analysis shows that neither data mining nor dynamic misspecification of the model under the null nor unmodelled structural change under the null are plausible explanations of the observed tendency of in-sample tests to reject the no-predictability null more often than out-of-sample tests. We provide an alternative explanation based on the higher power of in-sample tests of predictability in many situations. We conclude that results of in-sample tests of predictability will typically be more credible than results of out-of-sample tests. 相似文献

Given the recent increase in dust‐induced lung disease among U.S. coal miners and the respiratory hazards encountered across the U.S. mining industry, it is important to enhance an understanding of lung disease trends and the organizational contexts that precede these events. In addition to exploring overall trends reported to the Mine Safety and Health Administration (MSHA), the current study uses MSHA's enforcement database to examine whether or not compliance with health regulations resulted in fewer mine‐level counts of these diseases over time. The findings suggest that interstitial lung diseases were more prevalent in coal mines compared to other mining commodities, in Appalachian coal mines compared to the rest of the United States, and in underground compared to surface coal mines. Mines that followed a relevant subset of MSHA's health regulations were less likely to report a lung disease over time. The findings are discussed from a lung disease prevention strategy perspective. 相似文献

Internal labour migration from rural areas to urban centres has been and remains one of the dominant patterns of migration in South Africa. Based on data from ethnographic field research, this paper explores the mobility patterns and translocal relations of miners in the Northern Cape province of South Africa. By considering the tension between mobility and locality in a historical and political perspective, the concept of translocality helps to explain why miners try to expand their action space and, at the same time, why they are embedded in certain places. Thus, a translocal perspective enhances the interpretation of the spatio-temporal transformations in South Africa’s mining communities and beyond, as it sheds light on the agency of mine workers, superseding merely structuralist explanations. 相似文献

矿山企业依行政特许对矿产开发、生态恢复、矿山安全等方面作出书面的承诺,应属矿业行政合同.矿业行政合同,是当事人不同方向意思表示的一致,是公共利益最优化和私人利益最大化的最大公约数,是市场和政府双向失灵时政府利用市场的政策工具,是政府的强制又充分利用了市场激励和相对人的认同,是促进政府转变职能并有利于依法行政和民主行政的杠杆.矿业行政合同的订立实行特许权、参与保留、担保和公众参与等制度,其履行须引入强制制度;司法救济则实行双向模式的主动选择原则,行政相对人主动提起则适用行政诉讼,行政主体提起则适用民事诉讼,这种"双向模式"弥补了混合模式和单一模式的不足. 相似文献
