Generational conflict and provisions for the elderly in Hong Kong: The relevance of position‐based interest and values

Respect for the elderly and hence the associated rights support a generational contract. Nevertheless, the case of the recent debate on the universal retirement scheme in Hong Kong has raised concerns about its strength. We identify relevant items from the sixth wave of the World Values Survey to explore the orientations of different generations toward others. The analysis shows differences between younger and older generations. Regression analyses show that values are not significant in explaining the differences, but various positions, including sex, marital status, and education, and perceptions of the elderly are relevant. Such differences across generations might weaken the generational contract and potentially engender conflicts as shown in the recent debate about the retirement scheme. We suggest short‐ and long‐term interest calculations, informed by their positions, play a more significant role in policy discussions and decisions, rather than simply appealing to values.     

National Culture on the Cross-National Variation of Homicide: An Empirical Application of the Inglehart–Welzel Cultural Map

Although there has been a growing literature on the effects of culture on the cross-national variation of homicide, this literature remains limited in the operationalization of national culture as well as in the modeling of the cultural effects. Adopting a multidimensional measure of national culture developed in the World Values Survey, this study examines the effects of various aspects of national culture, as well as their interaction, on the cross-national variation of homicide. The findings of this study provide evidence for the effect of national culture on homicide variation across countries while painting a more complex picture about the potential mechanisms of these effects.     

‘Some have ideologies,we have values’: the relationship between organizational values and commitment in a political party

ABSTRACT

This paper seeks to advance the study of organizational values by analyzing the role of values in a Danish political party called The Alternative, a party claiming to be guided by values rather than ideology. Inspired by recent work in organizational psychology, I group The Alternative’s values into two categories: vision values and humanity values. Through an empirical investigation, I show how the vision values encourage members to take initiative in realizing their own political ideas, while the humanity values encourage them to remain morally inclusive towards people with different views. The combination of vision and humanity values allows The Alternative to maintain commitment from members who might otherwise feel marginalized by the emergence of dominant ideas within the party. The paper’s contribution consists in highlighting the importance of using qualitative methods to study how values influence commitment and to expose the political dimension of this relationship.     

Measuring and framing support for universal basic income

We execute an original survey experiment to examine the extent and determinants of support for a nascent policy issue, universal basic income (UBI), in the American public. We explore the effects of how UBI is framed (either in the context of values or the context of policy), finding three key results. First, UBI is primarily a Democratic and liberal policy. Second, negative arguments against UBI move support for UBI more than positive arguments. Third, and surprisingly, respondents are equally affected by both policy-driven and value-driven arguments about UBI. In conclusion, an increase in messaging about UBI is likely to widen existing partisan differences in UBI support. These differences are unlikely to be won over by policy or values arguments.     

The Mediated Amplification of a Crisis: Communicating the A/H1N1 Pandemic in Press Releases and Press Coverage in Europe

In the aftermath of the A/H1N1 pandemic, health authorities were criticized for failures in crisis communication efforts, and the media were accused of amplifying the pandemic. Considering these criticisms, A/H1N1 provides a suitable case for examining risk amplification processes that may occur in the transfer of information from press releases to print news media during a health crisis. We integrated the social amplification of risk framework with theories of news decisions (news values, framing) in an attempt to contribute to existing research both theoretically and empirically. We conducted a quantitative content analysis of press releases disseminated by health and governmental authorities, as well as the quality and tabloid press in 10 European countries between March 2009 and March 2011. Altogether 243 press releases, 1,243 quality press articles, and 834 tabloid press articles were coded. Consistent with research on news values and framing the results suggest that quality and tabloid papers alike amplified A/H1N1 risks by emphasizing conflict and damage, presenting information in a more dramatized way, and using risk‐amplifying frames to a greater extent and risk‐attenuating frames to a lesser extent than press releases. To some extent, the quality and tabloid press differed in how risk information was presented. While tabloid press articles seemed to follow the leading quality press with regards to content and framing of health crisis coverage, they exhibited a stronger emphasis on drama and emotion in the way they presented information.

航空直航是两岸经济文化交流的重要路径。两岸航空法律冲突的存在导致航空直航中当事人利益保护的不确定性。当事人在发生纠纷时无法确定准据法, 难以确定其权利义务分配的法律效力。两岸航空法律适用制度的冲突加剧了实体法冲突的消极影响。两岸航空直航运输合同法律适用制度、航空器权利法律适用制度、旅客权利能力与行为能力法律适用制度及侵权法律适用制度均存在一定程度的差异, 其准据法的连接点、法律选择方法与价值考量迥异。两岸航空私法冲突属于区际法律冲突, 与国际私法冲突存在一定差别。应当制定区际私法, 以解决两岸航空法律冲突问题。     

社会主义核心价值观视角下高校“精神扶贫”路径探析

通过论述社会主义核心价值观视角下高校“精神扶贫”的内涵，阐明了二者间的契合性及用社会主义核心价值观指导高校精神扶贫工作的必要性，探索了社会主义核心价值观对“精神扶贫”工作顶层设计的意义，并用社会主义核心价值观指引“文化扶贫”“心理调适”“技能培训”等路径，旨在进一步提升高校“精神扶贫”的实效性。     

论生态环境损害赔偿诉讼与环境公益诉讼之衔接

在现行司法实践中,我国对生态环境损害之救济采取的是生态环境损害赔偿诉讼与环境公益诉讼并行的"双轨制"模式.通过分析典型案件可以发现,现行立法未能为化解生态环境损害赔偿诉讼与环境公益诉讼之间的制度"碰撞"提供明确的规范指南,导致"两诉"之间时常会陷入管辖冲突与衔接困境.生态环境损害赔偿诉讼的模糊属性以及相关立法规定的缺失,是导致"两诉"衔接陷入困境之根由.为此,应当在准确识别生态环境损害赔偿诉讼性质之前提下,通过立法对"两诉"之间的顺位规则、索赔主体机制等核心规范予以明确.具体而言,未来我国应当明确生态环境损害赔偿诉讼优于环境公益诉讼的顺位规则,并建立"行政机关—环保组织—检察机关"三位一体且逐层递进的索赔主体结构,最大程度发挥"两诉"之制度合力.     

关于直销人员人性变异的若干思考

根据直销人员人性变异的现状，分别从宏观、微观环境及个人内在原因三方面进行分析，认为要想从根本上改变这种现象，政府不应该仅仅是简单的管控，更重要是的疏导，才可以有效防范直销人员人性变异的事情继续蔓延，最终引领中国直销业逐步走向健康发展之路。
