Critical Reflections on the March for Science

Using MacKendrick (2017) as a springboard, this essay explores the March for Science as an example of social mobilization. I lay out some concerns regarding the use of this tactic as a response to attacks on science and suggest some ways sociology could contribute to the development of more efficacious actions to address the denigration of scientific knowledge.     

Measuring long‐term trends in policy coherence for development

This article measures long term trends in policy coherence for development. Based on result chains, it develops a counterfactual methodology, and then applies it to assess changes in inputs, outputs and outcomes over time. While the literature does not indicate any significant change in policy coherence for development over the last decade, this research finds that, if the time scale is lengthened to 50 years, an overall increase in policy coherence for development of the Dutch government, vis‐à‐vis the DR Congo, in the domains of finance and security, can be detected. These changes in policy coherence for development inputs seem to have contributed, in conjunction with similar policies from other countries, in some instances, to positive outcomes in the DRC.     

Critical discourse analysis of perspectives on knowledge and the knowledge society within the Sustainable Development Goals

Critical discourse analysis (CDA) is employed to analyze discourses of knowledge and the knowledge society in the Sustainable Development Goals (SDGs). Discourse analysis is a collective name for a number of scientific methodologies for analyzing semiosis, namely how meaning is created and communicated though written, vocal or sign language. Employing a genealogical approach which locates discourses in the field of prior discourses, two prior discourses of the knowledge society are identified in the key document of the SDGs. The concepts knowledge and knowledge society are found to have a marginal position within the main policy document “Transforming our world,” adopted by the United Nations in September 2015. The techno‐scientific‐economic discourse is found to be dominant at the level of implementation and of goals, while there is some evidence of the pluralist‐participatory discourse at the level of vision and strategy. Analysis of some of the policy advice provided by international organizations and civil society indicates that more pluralist‐participatory discourses on knowledge were represented when the SDGs were being formulated. Developed countries and the corporate sector were very influential in determining the final text and were probably instrumental in excluding more transformational discourses and maintaining the status quo.

Nonparametric control charts based on runs and Wilcoxon-type rank-sum statistics

In this article, we introduce three new distribution-free Shewhart-type control charts that exploit run and Wilcoxon-type rank-sum statistics to detect possible shifts of a monitored process. Exact formulae for the alarm rate, the run length distribution, and the average run length (ARL) are all derived. A key advantage of these charts is that, due to their nonparametric nature, the false alarm rate (FAR) and in-control run length distribution is the same for all continuous process distributions. Tables are provided for the implementation of the charts for some typical FAR values. Furthermore, a numerical study carried out reveals that the new charts are quite flexible and efficient in detecting shifts to Lehmann-type out-of-control situations.     

宋代与中国古代取保候审制度的形成

取保候审古称责保知在,是刑事司法中普遍采用的限制人身自由的强制方法,是借助于保证人的信誉约束诉讼参加人,以配合司法活动的诉讼保障措施.在中国古代史籍中,取保候审于北齐初见使用,<唐律疏议>亦有条文记栽,两宋时期形成制度.与前代相比,宋代取保候审的规定更加具体,其适用条件的详备程度已达到当今立法水平,甚至有些规定今世未能企及.宋代取保候审制度的完善,可为宋代司法制度发达的又一力证.     

简论“农地转非”后的土地利益分配关系

现行征地制度使“农地转非”后形成的土地利益分配关系存在着非公平性,其本质特征是失地农民权益的大量流失。为此,应在创新征地制度的基础上,通过建立合理的征地补偿和利益分享机制,对不公平的土地利益关系进行调整,最大限度地保护失地农民权益。

本文就“原生态”唱法的划分、中国当代学院派声乐教育的发展、“原生态”唱法的评定标准以及“原生态”唱法的传承和发展等四个方面提出自己的思考。     

从马克思主义的国家学说看达赖集团分裂祖国的反动本质

西藏自古以来就是中国的一部分,这无论是过去还是现在都是全世界各国所公认的事实.以达赖为首的民族分裂集团,自1959年叛逃后,在国外长期从事民族分裂活动,利用国际上提供的各种场合,到处宣称"西藏自古以来是一个独立国家"的反动谬论,利用混淆古代国家与现代国家的概念,不仅搞乱了人民群众的思想,模糊了人民群众的视线,同时也造成了极大的危害,为其推行"民族独立"的分裂活动张目.我们必须以马克思主义国家学说为指导,牢固掌握西藏自古以来就是中国的一部分的科学内涵,牢固树立正确的马克思主义祖国观,以实际行动抵制达赖的民族分裂活动,积极维护祖国统一和民族团结,为建设团结、富裕、文明、和谐的社会主义新西藏而努力奋斗.     

三峡工程农村移民安置的途径与政策建议

三峡库区 4 0多万农村移民的安置是整个三峡工程移民的重点和难点。三峡工程移民安置规划由于过分乐观地估计了三峡库区土地安置容量和二、三产业吸纳农村移民的能力 ,致使库区移民安置密度过大 ,移民问题逐渐显露和严重 ,成为库区社会稳定的重要隐患。三峡库区经济落后 ,交通不便 ,二、三产业欠发达以及移民素质偏低的现实迫使农村移民转向大农业安置。然而 ,三峡库区人多地少、生态环境脆弱 ,开发土地资源必然会加剧水土流失和生态环境的恶化。基于上述因素 ,本文提出了三峡工程农村移民实行以土为本和外迁安置相结合的原则及相应的政策建议
