贸易技术壁垒及其对中国的挑战

随着国际贸易的发展和全球市场竞争的日趋激烈,发达国家越来越多地利用贸易技术壁垒充当保护主义的新工具。这加大了我国商品出口的难度,极大地阻碍了国际贸易的正常发展。面对这一挑战,我国在应对时存在着诸如出口产品质量较低等一系列缺陷,故而常在国际贸易中处于不利地位。为此,我们应采取包括建立完整通畅的信息体系在内的一系列措施,来跨越国际贸易技术壁垒,从而促进国际贸易的发展。     

Inequality and negative income

Summary This note deals with some problems in the measurement of inequality when negative incomes are allowed. A new axiom is defined, called the Greatest Gets More axiom. Using this axiom it can be shown that the properties of some inequality measures depend on whether there are negative incomes or not. In this paper, for the intermediate measures of Eichhorn and the centrist inequality measures of Kolm a threshold value is given above which the Greatest Gets More axiom holds. 论宗教对我国西北边疆安全的双重影响

宗教对国家安全和社会政治稳定所产生的影响主要表现在其所特有的功能上。一方面,当宗教与社会政治体系相一致时,它就能促使其社会成员共同意志、共同信念的形成,对国家安全和社会政治稳定起到明显的促进作用;另一方面,宗教作为一种文化现象,还是科学与非科学、理性与非理性、道德与非道德相对而言的复杂统一体,因此具有滞后性、敏感性、触发性,当它成为引发社会不稳定的"互动源"和"感染源"时,会对国家安全和社会政治稳定产生负面影响。     

Analysis of overdispersed paired count data

This article is about the statistical analysis of overdispersed paired count data for comparing two treatments. The data consist of the number of events obtained in a stratum during the fixed observation period. Three types of model are discussed: the Poisson, a mixed, and a semiparametric model. Overdispersion is represented in the last two models but not in the Poisson model. Of particular interests are to examine whether there is any loss of efficiency in using the estimate of the treatment effect obtained under other two models if the mixed model is true, and also whether overdispersion leads to a larger variance of the estimate than that expected from the Poisson model. It is shown that all three models provide the same estimate of the treatment effect (i.e., there is no loss of efficiency) and that the variance of the estimate of the treatment effect obtained under the Poisson model is the same as that based on the mixed model. However, the semiparametric model provides the variance of the estimate larger than those obtained under the other two models.     

Impartial Nominations for a Prize

A group of peers must choose one of them to receive a prize; everyone cares only about winning, not about who gets the prize if someone else. An award rule is impartial if one's message never influences whether or not one wins the prize. We explore the consequences of impartiality when each agent nominates a single (other) agent for the prize. On the positive side, we construct impartial nomination rules where both the influence of individual messages and the requirements to win the prize are not very different across agents. Partition the agents in two or more districts, each of size at least 3, and call an agent a local winner if he is nominated by a majority of members of his own district; the rule selects a local winner with the largest support from nonlocal winners, or a fixed default agent in case there is no local winner. On the negative side, impartiality implies that ballots cannot be processed anonymously as in plurality voting. Moreover, we cannot simultaneously guarantee that the winner always gets at least one nomination, and that an agent nominated by everyone else always wins.

健全商业银行信息披露制度对于我国完善市场经济体制,强化对银行的市场约束,提高金融透明度具有重要意义。目前我国商业银行信息披露中存在不全面、不及时、不可靠以及不统一等问题所致的负外部性。经济法可以运用它的信息传递功能,构建有效标准体系、健全时限规则和完善监管制度来解决信息披露的负外部性,对于信息披露中外部性的救济,可以通过经济法中特有的公益经济诉讼予以解决。
