当居民成为业主--试论城市社区居委会与业委会的整合

从城市住宅私有化的基本事实出发,探讨了城市基层群众性自治的前提、基础,分析了居民委员会行政化现象及其产生背景,着重论述了业主组织的地位作用.对业主维权现象的普遍性、业主与居民身份的局限性、物业使用人参与社区自治的权利限制、房产所有权与居住使用权关系、群众性自治的内涵等作了剖析.力求发现蕴藏其中的城市基层社会自治的原动力和自治组织构建的深层逻辑;并以此论证了居民大会居委会与业主大会业委会两者的共同性,指出了两者合二为一的必要性、可能性及所包含的城市社会治理制度创新的价值.     

抗日战争全局视野下的“英美派”探析

“英美派”是国民党政权内的一个重要政治派别,它缘起于清末民初国人的留学潮流．形成于中日民族矛盾激化的外部环境。“英美派”政治上崇尚英美民主模式,经济上提倡国货、抵制日货．外交上主张联合欧美、抵御日本。全面抗战爆发后,随着国民政府的外交重心转向美国,“英关派”在争取美国援助中国抗日的外交活动中大显身手,成为国民政府美援外交的积极推行者,为中国的抗战作出了重要贡献。

Israel's military public diplomacy evolution: Historical and conceptual dimensions

This study provides an historical overview of the IDF Spokesperson’s Unit (ISU) from the early years of the State of Israel until 2009. Analyzing five periods during which the ISU played a key role in Israel's public diplomacy, this research sheds light on the challenges the ISU faced in different periods and circumstances and examines how the ISU tried to modify its methods and actions in response to geopolitical changes and media development, albeit not always successfully. The study suggests better understanding the adaptation process by applying a three-layer framework for analysis: the tactical layer, the strategic layer and the perceptional layer. The findings of this work demonstrate that in adapting to new circumstances, the ISU focused mainly on the tactical response level, with the result that it did not undertake any review or debate over the need for deeper perceptional changes in ISU policies.     

Apps4Africa: A new State Department public diplomacy initiative

In 2010 the U.S. State Department funded an “Apps4Africa” contest to encourage development of socially conscious mobile applications for Africa. The initiative marked a significant departure from traditional public diplomacy efforts to expand diplomatic outreach beyond traditional government-to-government relationships. This case study analyses Apps4Africa to reveal its appropriateness as a model for future efforts and concludes Apps4Africa succeeded primarily because it responded to the changing dynamics of the 21st Century.     

Residential Instability,Family Support,and Parent–Child Relationships Among Ethnically Diverse Urban Families

From a social disorganization standpoint, neighborhood residential instability potentially brings negative consequences to parent–child relationship qualities, but family social support and racial/ethnic identity may modify this association. Using data (n = 3,116) from the Project on Human Development in Chicago Neighborhoods, this study examines associations between neighborhood residential instability and parent–child warmth and conflict, whether family social support moderates associations between residential instability and parent–child relationships, and variation by race/ethnicity. Multilevel models reveal that residential instability undermines parent–child relationship qualities, particularly for non‐White individuals. Family support is a protective factor for families in less stable neighborhoods and specifically buffers the association between neighborhood residential instability and reduced parent–child warmth. Among Hispanics, family support mitigates the association between residential instability and heightened parent–child conflict. Findings highlight residential instability as a detriment to parent–child relationships; families in unstable neighborhoods may benefit from family social support.     

印度对中国崛起的认知

在中印共同崛起的大背景下,探究印度对中国崛起的认知尤为必要。通过皮尤＂全球态度调查＂项目的数据可见印度对中国崛起的认知呈现＂负面＂态势。究其原因,在个人层面,印度公众对中国的无知与冷漠以及某些媒体记者对中国的歪曲报道直接造成这一结果;在国家层面,中印之间在边界争端、西藏问题、中印巴和中美印这四个关键议题上存在分歧,而这些敏感的议题又通过媒体的肆意渲染而影响印度公众对中国崛起的认知;印度公众对中国崛起的认知源于中印之间存在的＂安全困境＂。     

新外交的大国意识初探

自上个世纪80年代初实行改革开放以来,我国在经济上取得了举世瞩目的成绩,综合国力和国际影响力日益上升。与此同时,我国对外交战略进行了建设性的调整,逐步融入到国际社会发展的趋势和潮流中。尤其21世纪以来,新一届政府采用了更加务实、自信、灵活与成熟的对外政策,更加凸显出大国意识的外交理念与风范,积极塑造“负责任”的大国形象,从而有利于我国在地区和国际范围内争取到更大、更多的国家利益,进而对国际社会的和平与稳定、对世界经济的发展与繁荣,发挥越来越重要的作用。

日本对外来文化有选择地吸收借鉴,使其文化呈现出多元化的特点。日本对外来文化的吸收和利用在不同历史阶段有不同的价值取向,其社会文化的变迁一直深刻地影响着日本外交。     

人权观念的工具理性与我国人权外交的合理选择

人权是一种自然属性和社会属性、普遍性和特殊性相结合的权利。人权外交也是人类在国际社会追求普遍道德原则的结果。但是,在人权外交领域,由于各国历史背景、经济文化、社会制度不同产生了诸多人权问题。中国在选择人权外交时应遵循国际法准则和国际社会公认的人权公约并以此为标准,在国际社会提倡以和平的方式解决人权冲突、化解人权危机,反对以人权为工具的“新干涉主义”行为。
