Actor-Relational Planning in Deprived Areas: Challenges and Opportunities in Luchtbal Antwerpen,Belgium

In this article, we report and discuss our experience with actor-relational approaches (ARA) in the regeneration of a postwar housing estate in Luchtbal, Antwerp, Belgium. ARA are informed by post-structuralist ideas of space, complexity theory, and actor network theory. Although ARA itself is not new, the application of ARA to deprived area's such as Luchtbal is novel. We report how the approach has been elaborated, its process and outcome. We conclude with our evaluation from an insider's perspective.

美国建国伊始便把海洋自由视为外交活动的主要原则之一,主要体现在捍卫中立国权力和航行自由权益方面。在欧洲,美国同英法等传统强国就航行自由与中立国权益开展积极的外交乃至军事行动;在地中海,美国先同巴巴里海盗国家虚与委蛇,待国力强盛后通过武力彻底解决了这些国家对美国在地中海贸易的骚扰。这些外交和军事行动虽起因不尽相同,但最后签订的条约多有维护美国外贸、航运的条款,也表达了美国早期朴素的海洋自由思想。     

居委会状况的实证研究——对上海市杨浦区的调查分析

居委会作为城市社区的基层群众性自治组织,在城市居民日常生活中发挥了重要的作用。对上海市杨浦区居委会工作状况的调查表明,居委会建设尽管近年来有所改善,但仍然存在很多问题,具体表现为居委会人员结构不尽合理,专业化水平不高;工作时间长,工作量大,并且工作大多是政府下派的工作;居委会人员津贴比较低,工作经费少并且使用受街道严格限制。在调研的基础上,针对居委会存在问题提出的建议和措施。     

美国“不承认主义”外交政策在中国的表现

“不承认主义”是美国数次对外使用的一项外交政策。它使用在两个方面 :一是对国际争端的态度 ;二是对他国政府的承认问题。通过考察美国“不承认主义”外交政策的在华表现 ,笔者认为 :一、美国“不承认主义”外交政策在华的首次使用是在第一次世界大战期间 ;二、“史汀生主义”不等同于“不承认主义” ,而只是随着国际社会的发展 ,增援了国际法新的内容的一次使用 ;三、美国不承认中华人民共和国是出于自己利益 ,而不是以美国学者标榜的标准 :即考察一政府是否是通过宪法途径夺取政权为出发点。     

Public-private partnerships: How institutional linkages help to build organizational legitimacy in an international environment

Gaining legitimacy in their host country environment is a key priority for multinational corporations’ public relations efforts since it secures their local social license to operate. By applying neo-institutional public relations to corporate diplomacy, this paper argued that institutional linkages between corporations and local government could enhance the building of legitimacy. The study sought to determine whether institutional relations affect the perception of organizational legitimacy, focusing on the United Arab Emirates. In non-democratic countries, public relations tends to be perceived as less sophisticated, and legitimacy becomes even more critical for foreign corporations. Therefore, a one-factorial (corporate diplomacy with/ without governmental involvement) between-subjects experimental design study surveying a representative sample of residents in the United Arab Emirates (N = 199) was conducted. The results imply that corporate diplomacy with governmental linkages leads to a higher perception of moral, pragmatic, and regulative organizational legitimacy, partially mediated by media credibility, governmental legitimacy, and issue legitimacy.

城市社区基层社会管理组织的变革及其主要原因——建造新的城市社会管理和控制的模式

本文主要是根据有关文献资料和最近对北京市社区建设进行的调查 ,首先对城市街道办事处和居民委员会的历史和变迁进行考察和描述 ,在此基础上探讨城市基层社会管理组织变迁的特点 ,最后分析当前社区建设的主要社会原因 ,提出城市社区建设可以被认为是改革开放后 ,我国城市基层社会管理组织变革的第二个阶段 ,其意义无论是从深度还是广度上都要远远超过单纯的社区服务 ,其首要任务是为了建立和发展能够填补“单位制”解体后的真空 ,以及与城市社会其他重要转型特征相适应的新型城市基层社会的管理和控制机制     

伊斯兰革命前后美国对伊政策述评

1979年的伊朗伊斯兰革命的爆发是美国在中东外交的一大挫败。美国在这一革命前后所采取的政策充分表明了美国试图控制伊朗局势的努力与伊朗社会现实的不合拍,表明美国行政当局对伊朗社会演变的不了解。而美国外交政策在伊期兰革命前后的摇摆,更表明了美国外交中某些外强中干的本质。
