亚太空间法国际合作机构的构建

外空领域的国际合作开展得如火如荼，此类合作可以在不同的层次、不同的领域展开。亚太地区一直以来注重外空活动的合作，但迄今为止，还没有一个区域性的机构涉足空间法的合作。建立亚太空间法中心的提议正是对此需求做出的一个回应，希望该中心的建立能够促进亚太地区空间法的教学和研究。此中心应该是独立、中立的学术机构；至于建立的模式，认为在没有一个其他更好的平台的情况下，亚太空间合作组织下设空间法中心不失为次好方案。并以此为契机，进一步推动区域空间法的发展。     

Using Task Clarification and Feedback Training to Improve Staff Performance in an East African Nongovernmental Organization

The present study used a multiple-baseline design to illustrate the effectiveness of an intervention package consisting of a multipurpose job aid and feedback training in improving the performance of supervisors and animal trainers in a nongovernmental organization headquartered in East Africa. Prior to the intervention, the performance of three supervisors and three animal trainers was suboptimal. Performance improved when supervisors were taught to use the job aid and provide feedback, and reached a high and consistent level during a subsequent phase, in which supervisors used the job aid independently. Limited maintenance and generalization data suggest that the intervention package produced lasting and generalized effects, and social validity data suggest that supervisors viewed the intervention as acceptable. These findings appear to be the first experimentally controlled demonstration of the potential value of organizational behavior management in improving performance in nongovernmental organizations working in resource-poor areas.

西部城市近郊提高农民进入市场组织化程度的实践与思考

组织农民进入市场是解决城市化进程中促进农民增收、发展农村经济的核心所在。文章通过对西部城市近郊农民进入市场的组织化情况的调查,发现农民进入市场不仅需要保障民办、民管、民受益,而且还需要提高政府的组织和引导水平,同时也需要在土地使用性质、征地安置、金融支持等方面有一定突破,提高农民经济组织抗风险能力和持续经营的水平。     

NATO's strategic communication as international public relations: The PR practitioner and the challenge of culture in the case of Kosovo

The role of supranational organizations is changing as they are becoming more involved in, responding to, and finding solutions for, many different events occurring in our world. This article discusses one such organization, the North Atlantic Treaty Organization (NATO) and its public relations strategies during its military campaign in Kosovo in 1999. The circuit of culture model provides the basis for a discussion of the public relations practitioner as cultural intermediary, and aligns the model with the method of critical discourse analysis to examine the public relations strategies used by NATO during this campaign. The article contends that the charismatic skill of the NATO spokesperson played an important role in establishing the organization as a humanitarian military powerhouse through discursive positioning of the organization acting in the interests of the international community. By doing so and, at the same time, NATO legitimized its own continuation as a viable supranational organization for the 21st century.     

“行业组织”抑或“服役名册”?——宋代“团行”和明代“铺行”的性质与功能

学术界以欧洲的"行会"为参照物,围绕中国古代"行"的性质和功能,发表了多种见解,或认为两者颇为相似,或认为全然不同,但无论如何,多数学者都将"行"视为一种实体性的组织,哪怕只是单一功能的赋役组织。欧洲不同城市的行会,其起源、形态和作用颇有差异,但它们也有共同的特征,就是对外享有行业垄断特权以避免外来竞争,对内实行管理和监督以避免内部竞争。从资料略微详细的宋代"团行"和明代"铺行"的情况看,它们只不过是官府设置的一种徭役制度,不但与欧洲的"行会"没有相同之处,而且可能只是一种"役籍"即服役名册,而非实体性的组织,在册成员除了按照官府确定的次序轮流服役之外,相互之间并无组织性的活动和联系。     

90年来党的组织建设的发展历程

90年来,党的组织建设经历了不平凡的发展历程。党创立初期即从多方面积极进行自身的组织建设,经历了右倾和"左"倾错误的危害,逐渐形成了正确的组织路线。在抗日战争和解放战争时期,党的组织建设取得了重大进展。新中国成立后,党的组织建设工作紧密围绕过渡时期的中心任务广泛展开,初步实现了向执政党组织建设的转变。从1957年到1978年间,党的组织建设在曲折中发展。十一届三中全会开启了党的组织建设的历史新时期,此后,党的组织建设在实现拨乱反正、深化改革开放和推动科学发展中不断开创新局面。     

农民专业合作社:发展现代都市农业的重要产业组织基础——以中部地区的中心城市武汉市为例

农民专业合作社是由农民群众为适应当前农村、农业发展新形势需要,而自发组成的农村新型经济组织。以中部地区的中心城市武汉市为例,考察了农民专业合作社产生的社会基础、性质、及其组织形式,提出了农民专业合作社是新形势下的新型农村经济组织,是承接现代农业规模经营的有效载体。旨在大力发展农民专业合作社,让合作社成为现代都市农业和农村地区重要的产业组织基础。     

公益基金管理立法刍议

2011年,对于公益基金这个新兴组织的发展是有巨大意义的,公益界瞩目的李连杰壹基金转型成功,壹基金在深圳市的注册不但使其取得了法人地位,可以独立进行法律活动,而且意义更大的是,壹基金通过了公募基金的登记注册,将可以在一定范围内公开向社会募集善款。这对于公益基金管理法的制定,或者说对现行《基金和管理条例》的修改拉响了警报,公益化社会的发展趋势要求法律法规要维护公益事业的秩序和公益组织的权利,同时,绝不能限制甚至阻碍公益事业的职能的发挥和发展进程。
