中国人口老龄化的“二高三大”特征及对策探讨   总被引:25,自引:0,他引:25  
本文分析讨论了我国 2 1世纪上半叶人口老龄化的“二高三大”特征。 (一 )高速 :65岁及以上老年人口占总人口比例高速增长———从目前的 7%增加到 2 0 5 0年的 2 3%左右。 (二 )高龄 :80岁及以上高龄老人比例以大约等于 65岁及以上老人增长速度的两倍超高速增长。 (三 )老人数量大 :本世纪中叶我国 65岁及以上老人将超过 3 3亿 ,80岁及以上老人将超过 1亿。 (四 )老年抚养比大 :本世纪中叶我国老年人口与劳动年龄人口之比将等于目前的 3~ 4倍。 (五 )地区差异大 :由于人口迁移的影响 ,我国农村老人比例将高于城镇 ,相当一部分欠发达省区的老人比例将高于全国平均水平。本文还就农村社会养老保障、充分发扬家庭养老优良传统、老年照料政策应适当向女性老人倾斜等方面阐述了对策性思考与建议。  相似文献

Despite the fact that the study of African politics is dominated by ethical postures, as can be seen with the self-proclaimed qualifications of African states and leaders, the debate on ethics per se is not common. The first challenge of this article is to address ethics as an entry point for African political studies. The second challenge is epistemological. It is related to my efforts to examine values and ideals as facts that should be considered seriously in political science. Therefore, positivism is not incompatible with values and ideals. They are part of the political universe. In this regard, African politics shows the symbolic triumph of democratic ethics. Current facts militate for the upholding of those values.  相似文献

The contention and politicization of knowledge is nothing new but an inherent part of the scientific endeavour. What is new today is that this practice has been institutionalized and transformed into generally accepted practices for monitoring or regulating the production and/or dissemination of novel knowledge. These practices, which include Bioethics Councils or Committees, citizen dialogues or juries, ethical checklists, ex ante risk assessments or ELSA-type accompanying research, have grown exponentially over the last years and have slowly replaced traditional bottom-up forms of mobilization, even within social movements or civil society organizations. Converging technologies presents both old and new challenges for knowledge politics – in view of its uncertain development and inherent risks but also in view of its philosophical agenda and ethical implications. 参保行为与养老观念存在双向因果关系,倾向于子女养老的居民参加养老保险的概率较低,而参加养老保险也改变着居民的养老观念。通过联立方程模型以及工具变量控制内生性后,得出了养老保险淡化“子女养老”观念的净效应,进而指出养老保险制度不仅挤出了子女对老人的经济支持,同时也弱化了人们的家庭养老观念。国家大力推行的养老保障体系在行为与观念两个层面上挤出了家庭养老,以国家制度化养老保障体系为主体的社会养老模式对家庭养老模式具有替代性。在养老模式的变迁中要综合考虑各主体的功能与责任,联合各界力量共同承担社会养老责任。  相似文献

BackgroundCaesarean delivery before 39 weeks of gestation increases the risk of morbidity among infants. Taiwan has one of the highest caesarean rates in the world, but little attention has been paid to this issue. This study aimed to describe the rate of caesarean delivery before 39 weeks gestation among women who did not have labour signs and had a non-emergency caesarean delivery in Taiwan and to examine whether the phenomenon was associated with the Chinese cultural practice of selecting an auspicious time for birth.MethodsWe recruited women at 15–28 weeks of pregnancy at 5 hospitals in northern Taiwan and followed them at 4 or 5 weeks after delivery using structured questionnaires. This analysis included 150 primiparous mothers with a singleton pregnancy who had a non-emergency caesarean delivery without the presence of labour signs.ResultsNinety-three of these women (62.0%) had caesarean deliveries before 39 weeks of gestation. Logistic regression analysis showed that women who had selected an auspicious time for delivery (OR = 2.82, 95% CI: 1.15–6.95) and delivered in medical centres (OR = 5.26, 95% CI: 2.25–12.26) were more likely to deliver before 39 weeks of gestation.ConclusionNon-emergency caesarean delivery before 39 weeks of gestation was common among the study women, and was related to the Chinese cultural practice of selecting an auspicious time for birth. Further studies are needed to examine the risks and benefits associated with timing of caesarean delivery in Taiwan in order to generate a consensus among obstetricians and give pregnant women appropriate information.  相似文献

The term “biodiversity” is often used to describe phenomena of nature, which can be studied without a reference to the socially constructed, evaluative, or indeed normative contexts. In our paper, we challenge this conception by focusing particularly on methodological aspects of biodiversity research. We thereby engage with the idea of interdisciplinary biodiversity research as a scientific approach directed at the recognition and management of contemporary society in its ecological embedding. By doing this, we explore how research on and assessments of biodiversity can be enhanced if meaning, aspiration, desires, and related aspects of agency are methodically taken into account. In six sections, we substantiate our claim that the discourse on biodiversity (including the IPBES (Intergovernmental science-policy Platform on Biodiversity and Ecosystem Services) debate) is incomplete without contributions from the social sciences and humanities. In the introduction, a brief overview of biodiversity’s conceptual history is provided showing that “biodiversity” is a lexical invention intended to create a strong political momentum. However, that does not impede its usability as a research concept. Section 2 examines the origins of the Convention on Biological Diversity (CBD) by way of sociological discourse analysis. Subsequently, it proposes a matrix as a means to structure the ambiguities and tensions inherent in the CBD. The matrix reemphasizes our main thesis regarding the need to bring social and ethical expertise to the biodiversity discourse. In Section 3, we offer a brief sketch of the different methods of the natural and social sciences as well as ethics. This lays the groundwork for our Section 4, which explains and illustrates what social sciences and ethics can contribute to biodiversity research. Section 5 turns from research to politics and argues that biodiversity governance necessitates deliberative discourses in which participation of lay people plays an important role. Edith Richman Stolzenberg (1913–2004) was the first woman to be hired as a social worker in Hartford Public High School in Hartford, Connecticut. In a career that spanned 60 years and much of 20th-century social welfare history, she was motivated by the social justice tradition of her Jewish upbringing and the religious value of hospitality to advocate for children and families. Misunderstanding and disputes about authorship are commonplace among members of multi/interdisciplinary health research teams. If left unmanaged and unresolved, these conflicts can undermine knowledge sharing and collaboration, obscure accountability for research, and contribute to the incorrect attribution of credit. To mitigate these issues, certain researchers suggest quantitative authorship distributions schemes (e.g., point systems), while others wish to replace or minimize the importance of authorship by using “contributorship”—a system based on authors’ self-reporting contributions. While both methods have advantages, we argue that authorship and contributorship will most likely continue to coexist for multiple ethical and practical reasons. In this article, we develop a five-step “best practice” that incorporates the distribution of both contributorship and authorship for multi/interdisciplinary research. This procedure involves continuous dialogue and the use of a detailed contributorship taxonomy ending with a declaration explaining contributorship, which is used to justify authorship order. Institutions can introduce this approach in responsible conduct of research training as it promotes greater fairness, trust, and collegiality among team members and ultimately reduces confusion and facilitates resolution of time-consuming disagreements.  相似文献

Despite more than thirty years of debate, disagreement persists among research ethicists about the most appropriate way to interpret the U.S. regulations on pediatric research, specifically the categories of “minimal risk” and a “minor increase over minimal risk.” Focusing primarily on the definition of “minimal risk,” we argue in this article that the continued debate about the pediatric risk categories is at least partly because their conceptual status is seldom considered directly. Once this is done, it becomes clear that the most popular strategy for interpreting “minimal risk”—defining it as a specific set of risks—is indefensible and, from a pragmatic perspective, unlikely to resolve disagreement. Primarily this is because judgments about minimal risk are both normative and heavily intuitive in nature and thus cannot easily be captured by reductions to a given set of risks. We suggest instead that a more defensible approach to evaluating risk should incorporate room for reflection and deliberation. This dispositional, deliberative framework can nonetheless accommodate a number of intellectual resources for reducing reliance on sheer intuition and improving the quality of risk evaluations.  相似文献

This paper reports on the findings from a qualitative study into the experiences of parents who were involved in the English child protection system in 2013. Seventeen in‐depth interviews were conducted involving 19 parents and/or partners, and a framework approach was used to analyse the data. There were positive experiences of individual social workers and some positive experiences of the child protection system. However, the overwhelming theme of the parents' experiences was that the system was uncaring, inflexible and for some harmful to both themselves and their children. Despite being included in the child protection process, parents felt they were not afforded the same rights as a participant, as a decision‐maker or as a partner in seeking to improve the situation. The threat of consequences silenced parents who felt unable to speak out or challenge the things they disagreed with or coerced others into signing agreements they did not agree to. Such experiences related to a sense that they were being treated as ‘less than human’. These findings are considered within the context of recent reforms within the English child protection system.  相似文献
