Job quality,industrial relations and the crisis in Europe

This paper reports results from recent Eurofound research on the impact of the crisis on industrial relations and working conditions in Europe, based on the output of Eurofound's European Working Conditions Observatory and European Industrial Relations Observatory and data from the European Working Conditions Survey. Overall, the crisis – even if it is sometimes difficult to separate the effect of the crisis from megatrends in working conditions and industrial relations – seems to have had an impact on both domains. With reference to industrial relations, the impact of the crisis has influenced actors, processes, and outcomes. Regarding working conditions, the results appear to be in line with the literature on the topic, which relates the crisis to an increase in job insecurity, a decrease in work intensity, in working hours, and in anti-social working time arrangements, and a general improvement in terms of health risks and related outcomes.     

The aligned rank transform and discrete variables: A warning

For two-way layouts in a between subjects ANOVA design the aligned rank transform (ART) is compared with the parametric F-test as well as six other nonparametric methods: rank transform (RT), inverse normal transform (INT), a combination of ART and INT, Puri & Sen's L statistic, van der Waerden and Akritas & Brunners ATS. The type I error rates are computed for the uniform and the exponential distributions, both as continuous and in several variations as discrete distribution. The computations had been performed for balanced and unbalanced designs as well as for several effect models. The aim of this study is to analyze the impact of discrete distributions on the error rate. And it is shown that this scaling impact is restricted to the ART- as well as the combination of ART- and INT-method. There are two effects: first with increasing cell counts their error rates rise beyond any acceptable limit up to 20 percent and more. And secondly their rates rise when the number of distinct values of the dependent variable decreases. This behavior is more severe for underlying exponential distributions than for uniform distributions. Therefore there is a recommendation not to apply the ART if the mean cell frequencies exceed 10.

转变发展方式必须率先转变调整结构的方式

面对新的发展形势和经济任务，应该明确提出产业结构调整的新思路，即政府创造条件，靠市场来调结构。“十二五”期间，最优先考虑的问题应该是如何改革、如何转变结构调整的方式。倘若“调结构”的方式、特别是实体经济中制造业“调结构”的方式不能率先改革，转变发展方式的诸多目标就有可能落空。“十二五”期间的政策落脚点在于继续加快培育“统一开放、竞争有序”的现代市场体系的进程，切实贯彻中央一再强调的“资源配置要建立在市场调节的基础上”的施政原则，把产业结构的市场化调节落到实处。对于以制造业为基础的结构存量调整的方式，要基本实现从行政化到市场化的转变，强化金融、商贸等服务业的疏导、中介功能，创建有利于推进服务业深度参与存量结构调整和产业升级的体制政策环境。     

职校内生产性实训基地建设的实践与思考

结合江苏省连云港中等专业学校机电专业校内生产性实训基地建设的具体案例,从中职学校校内实训基地建设现状入手,理论融合实践进行分析,对以教育功能为主体、校办企业为基础的主导式校内生产性实训基地的建设开展实践性研究,并从管理体系、运行体系、评价体系三个方面进行了阐述。     

低碳经济视角下乡镇工业园区发展的困境与对策

发展低碳经济已成为全球共识,产业的低碳发展更是成为关注的焦点。目前关于产业低碳发展的问题大多集中在循环经济、低碳产业或高能耗行业,实际上不同类型的工业园区在产业的低碳化水平上存在很大的差异性。此文认为乡镇工业园区的低碳发展问题应该值得重点关注,并从制度层面对乡镇工业园区的低碳发展问题进行了探讨,同时提出了一些政策建议。

边远民族地区应本着科学发展观,努力发展本地区的民族特色工业。边远民族地区发展工业经济应遵循以资源市场为导向、延长产业链,发展特色产业等,正确处理好工业经济与社会发展、三次产业之间以及经济发展与环境保护之间的关系。

薛文波先生是上世纪著名的回族学者,学识渊博,多才多艺.一生汲汲追求真理,为弘扬回回民族爱国爱教的传统精神而努力.中年遭遇冤案,蒙受巨大苦难;晚年幸逢改革开放,以有限的精力投入到回族历史文化和中国伊斯兰教问题的研究,取得重要成绩,对回族学学科的建设作出了重要贡献.他的遗稿已被汇编成<雪岭重泽>1、2两卷出版,今逢薛先生逝世20周年之际,<雪岭重泽>的第3卷即将出版,作者特撰序言以志纪念.     

长江上游地区农村产业融合发展水平测度及影响因素

以长江上游地区为例,从农业内部整合型融合、农业产业链延伸型融合、农业功能拓展型融合、先进技术对农业渗透型融合等四个层面,构建了农村产业融合发展评价指标体系,然后借助耦合协调度模型、熵值法综合评价了农村产业融合发展水平,并基于2004—2016年的面板数据,进一步对长江上游地区农村产业融合发展的影响因素进行了实证研究。研究发现:长江上游地区农村产业融合总体水平从0.2088提升为0.6116,提升了0.4028,在四种细分模式中,先进技术对农业的渗透型融合发展态势最为突出;四个省份中,四川省、重庆市农村产业融合水平较高,云南省、贵州省则相对较低;消费需求、土地流转、技术进步、基础设施、环境质量、人力资本、金融发展等因素都从不同程度作用于农村产业融合发展,各因素因为模式不同而呈现出不同的作用。
