Designing for “touch”, “reach” and “movement” in postwar (1946–1972) English primary and infant school environments

ABSTRACT

This article examines the use and interpretation of the terms “touch”, “reach” and “movement” in Ministry of Education (later, Department of Education) official publications known as Building Bulletins between the years 1949–1972. A close critical reading of Building Bulletins concerned primarily with school design for young children (infant and primary schools) in the English context has been carried out and the results of this exercise are discussed in the wider context of close relationships established between architects designing schools and leading progressive educationalists in Britain. The wider international context, particularly progressive educational design in the USA, is used to further understand the use and interpretation of these terms. The article contributes to a current interest among historians of education in exploring material and sensory histories of schooling.     

Assumptions,conjectures, and other miracles: The application of evaluative thinking to theory of change models in community development

Unexamined and unjustified assumptions are the Achilles’ heel of development programs. In this paper, we describe an evaluation capacity building (ECB) approach designed to help community development practitioners work more effectively with assumptions through the intentional infusion of evaluative thinking (ET) into the program planning, monitoring, and evaluation process. We focus specifically on one component of our ET promotion approach involving the creation and analysis of theory of change (ToC) models. We describe our recent efforts to pilot this ET ECB approach with Catholic Relief Services (CRS) in Ethiopia and Zambia. The use of ToC models, plus the addition of ET, is a way to encourage individual and organizational learning and adaptive management that supports more reflective and responsive programming.     

Ethiopia's developmental state: A building stability framework assessment

Ethiopia has been lauded for its economic growth and progress in human development indicators. For some, that success is rooted in the developmental state approach advocated by the government. For others, the theory of the developmental state and the practice in Ethiopia were often at odds. Up until 2018, ideas that challenged the state and its approaches were not welcome, and politicians, academics and journalists were jailed for expressing alternative views. However, this appears to have changed, and in June 2018 the Deputy Prime Minister called for debate on the developmental state model. This article explores Ethiopia's developmental state model using the building stability framework, analysing its ability to establish fair power structures, foster inclusive economic growth, develop conflict‐resolution mechanisms, create effective and legitimate institutions, and enable a supportive regional environment. We find the developmental state was effective in a number of ways, but that this modality of governance appears to have passed its peak of securing advantage in Ethiopia. A shift from the developmental state to developmental democracy appears to be underway. Decision‐making and economic policies need to align with this change.     

An evaluation capacity building toolkit for principal investigators of undergraduate research experiences: A demonstration of transforming theory into practice

This paper describes the approach and process undertaken to develop evaluation capacity among the leaders of a federally funded undergraduate research program. An evaluation toolkit was developed for Computer and Information Sciences and Engineering¹ Research Experiences for Undergraduates² (CISE REU) programs to address the ongoing need for evaluation capacity among principal investigators who manage program evaluation. The toolkit was the result of collaboration within the CISE REU community with the purpose being to provide targeted instructional resources and tools for quality program evaluation. Challenges were to balance the desire for standardized assessment with the responsibility to account for individual program contexts. Toolkit contents included instructional materials about evaluation practice, a standardized applicant management tool, and a modulated outcomes measure. Resulting benefits from toolkit deployment were having cost effective, sustainable evaluation tools, a community evaluation forum, and aggregate measurement of key program outcomes for the national program. Lessons learned included the imperative of understanding the evaluation context, engaging stakeholders, and building stakeholder trust. Results from project measures are presented along with a discussion of guidelines for facilitating evaluation capacity building that will serve a variety of contexts.

三次党内集中学习教育活动的回顾与思考(英文)

21世纪以来,中国共产党相继开展了农村三个代表重要思想学习教育活动,以实践三个代表重要思想为主要内容的保持党员先进性教育活动和深入学习实践科学发展观活动。通过这三次活动,广大党员、干部受到深刻的马克思主义教育,进一步增强了对三个代表重要思想的认识。这三次活动对于在新的历史起点上推进党的建设的伟大工程,具有十分重要的启示意义。     

Building Community Leaders in Underserved Communities: An Exploration of the Role of Seed-Funding for Community Projects by Program Graduates

Investing in community leadership development (CLD) remains a strategy with promise in creating vibrant communities. Although many low-income CLD programs teach effective leadership skills, these often lay fallow due to lacking opportunities for graduates to apply the skills. This study explores how providing competitive minigrants fuels the creation of value-adding community projects. In-depth interviews were conducted with 55 graduates of a low-income CLD program, 19 facilitators, and 12 community members knowledgeable about the program. The study observed that by providing seed money for graduate projects, CLD programs can help translate skills into practice thereby increasing community engagement and socio-economic wellbeing.     

Exploring the role of the Senate Majority Leader's political public relations efforts

Grounded in first- and second-level agenda building, this study explored the role of the U.S. Senate Majority Leader in shaping the salience of issues and issue attributes in news media coverage and policymaking in 2011. A total of 358 public relations messages, 164 newspaper articles, and 83 policymaking documents were analyzed. Significant correlations were found supporting agenda-building linkages at both levels. Different types of information subsidies were explored, including press releases, blog posts, Facebook posts, and Twitter messages.     

侵权人不明的高楼落物侵权的法律规制

《侵权责任法》第87条对侵权人不明的高楼落物侵权责任的承担进行了规定,具有保障受害人得到补偿、统一司法实践、降低致害概率的积极意义。但是,该规定也存在许多不足之处,主要表现为不利于社会和谐、容易引发道德风险、预防功能不充分、适用前提不明确等,没有很好地解决高楼落物侵权所面临的困境。采取社会救济、高楼落物赔偿基金、保险赔偿等多种途径相结合的救济方式,行政法、刑法与《侵权责任法》相配合的惩罚制度,不仅可以使受害人得到及时的、充分的补偿,而且可以有效预防此类侵权损害的发生。     

Building community: a conceptual framework for child protection

This paper proposes a community-building framework as an innovative strategy to begin to re-claim children and families at risk. It is a strategy that identifies a purpose, a value base, knowledge and theoretical dimensions, and methods of practice that present as an approach for child welfare systems to consider shifts in thinking in order to meet what is considered the most important challenge of the next century: that of rediscovering community.
