蜕变中的都市——从《北京风俗问答》看20世纪初期北京城市的现代化

加藤鎌三郎的《北京风俗问答》(1924年),从当下的具体事件出发,用对话体的形式记录了民国初年北京城市建设、城市管理、城市人口、城市结构、居民生活等诸多方面的基本状态和种种变化,是北京历史记忆的有机组成部分,对于理解20世纪初年的北京现代化过程具有一定的参考价值。《北京风俗问答》显示求新向善是当时的主旋律。20世纪的前20余年,是北京在复杂艰难的环境中在这一主旋律下走向现代化的重要阶段。     

Outcomes of permanent family placement for children of minority ethnic origin

The paper explores the outcomes of permanent family placement for children of minority ethnic origin, using a sample of 254 placements drawn, in the main, from a cohort of 1165 British children placed between 1980 and 1985. Statistical techniques are used to explore the relationship between 'success' (defined, for the purposes of this paper, as the placement not known to have broken down) and a range of variables, including the characteristics of the child, the birth parents and the adoptive parents, and the type of placement. In most respects, the findings are consistent with those of similar studies. Age at placement is found to have an important effect, with success least likely for children placed in the middle age range. Lack of problem behaviours in the children at the time of placement is also found to be associated with success. Variables which are found to have no effect on the probability of success include ethnic origin of the child, whether it is an adoptive or permanent foster placement, and whether contact with birth parents continued after placement. There was an interesting gender effect in that boys did better in 'transracial' than in 'matched' placements, but the opposite was the case for girls.

江南地区水浅土薄的自然地理环境,给人们的营葬提出挑战。为了避免水泉之湿、虫蚁之患,人们从选择葬地、浅土葬埋、灰隔葬法以及葬后培土等方面着手应对,实践证明,综合运用这些葬法,可以在一定程度上避免自然环境带来的不利因素,达到固护棺骸的目的。反映了区域丧葬习俗与自然地理环境之间的重要关系。     

永久随机数在多层次调查中的应用

采用永久随机数法抽样技术抽到的样本具有很好地样本兼容的性质。本文讨论了采用序贯srswor抽样技术和Poisson抽样技术这两种永久随机数法抽样技术时,多层次调查的实现问题,希望能为多层次调查的实现提供一点启示。     

中国近代海关贸易报告的传播及影响

中国近代海关贸易报告的主要传播渠道为:一是免费赠送,二是公开销售发行。其传播的范围和对象十分广泛,带有较强的国际性特征;传播对象不只局限于政府机构,更多的涉及到文化教育等部门。海关贸易报告的传播,树立了中国近代海关的国际形象,提高了报告的知名度和权威性,增加了报告的利用率,增强了其史料价值和学术价值。这说明海关贸易报告不是以往学界所认定的间谍性质,而是东西文化交流的重要载体和组成部分。     

海湾区域经济合作的进展与挑战

海湾合作委员会积极应对全球化挑战,区域经济合作成效显著,关税同盟的建立带来诸多好处,拟议中的单一货币制度前景看好。但地区经济结构单一等内在矛盾制约了海湾区域合作进一步深入发展。各国只有通过全面改革,才能从根本上推动区域合作健康发展,成功应对全球化的严峻挑战。     

协商机制与党内民主的实践——对浙江省椒江区党代会常任制的一种思考

中国民主化进程按照中国政治的现实规定性和政治发展的内在逻辑,在两大民主程式党内民主和基层民主的基础上还表现出实质性的趋向,这与近来西方兴起的协商民主理论存在很多耦合之处。椒江党代会常任制的实践,就是基于三种民主相结合推动党内协商的一种尝试。运用协商机制深化党内民主实践有赖于借鉴国外协商民主理论的探索,进一步发掘中国共产党自身的协商规律和协商资源。     

Applying the Housing First approach to single-site permanent supportive housing

This study explored how the U.S. Departments of Housing and Urban Development-Veterans Affairs Supportive Housing (HUD-VASH) program applies Housing First principles in the context of ten single-site programs. Focus group discussions with 64 HUD-VASH staff and community partners explored how the programs were influenced by Housing First principles and specific strategies to implement these principles in a single-site setting. Focus group respondents described resourceful ways that the principles of Housing First were implemented in their programs specifically related to (1) housing choice and structure, (2) separation of housing and services, (3) service philosophy, and (4) service array. Several of the Housing First domains cite the importance of integrated housing and the provision of services off-site; it was of particular interest to learn how single-site programs address these issues logistically. Lessons learned from this study include the importance of leveraging the independent yet overlapping tasks of case management and property management to ensure functional – if not geographic – separation of housing and services; maintaining staff on-site to address Veterans’ needs; working with community service organizations to complement the array of service available to residents; and housing single-site programs in mixed-use buildings.     

从治标到治本:房地产业政策调控与房产税制度创新

面对近期我国一线、二线城市相继出现的房地产市场“过热”迹象,各地政府不得不纷纷再次启动限购、限贷等行政调控措施.然而多年以来的经验总结表明,此类手段往往“治标不治本”,造成楼市的冷热迅速变换“打摆子”状况.文章以标本兼治、治本为上的原则为指导,从制度供给这一龙头因素视角探讨了在住房保有环节开征房地产税的五大方面积极作用,并就关于房地产税的五种主要反对观点和意见从学理和实践两个层面分析了推进我国房地产税改革的可行性.基于此,文章提出了当前及未来一段时期,推动房地产税立法工作与相关改革的思路和要领,对开征房地产税的方案构想和可借鉴的国际经验作了讨论.
