把握城乡统筹的科学发展观

按照十六大报告和十六届三中全会《决定》精神,研究和实践城乡统筹的科学发展观,必须把握城乡统筹的本质内涵和实践要求,即必须坚持城乡全面、协调发展、平等发展、非均衡协调发展、可持续发展,同时政府要坚持"两手"结合的调控原则,这是推进城乡统筹发展的根本保证.     

Optimal sequential estimation for semi-markov and markov renewal processes

We consider the problem of obtaining efficient estimators and sampling plans for semi-Markov and Markov-renewal processes. A lower bound for the variance of an unbiased estimator of a function of the parameters is obtained under a sequential scheme and we characterize the parametric functions and sampling plans which admit minimum variance unbiased estimators.     

Some essentially complete classes for bayesian multistage sampling inspection

Bayesian multistage inspection plans are often used in inadequate cost models. By means of essentially complete classes this point is made, as well as that of fixed and truncated plans.     

Two-stage group-screening designs with equal prior probabilities and no errors in decisions

A discrete approach to group-screening designs in the sense of discontinuous variation in the sizes of group-factors is studied. The results obtained using the finite differences method are compared with Watson!s results obtained by assuming continuous variation. Conditions for two-stage designs to be more economic than the corresponding single-stage designs are also given.     

Minimum Variance and VOQL Chain Sampling Plans–ChSP-4(c 1, c 2)

In this article the outgoing quality and the total inspection for the chain sampling plan ChSP-4(c ₁, c ₂) are introduced as well-defined random variables. The probability distributions of outgoing quality and total inspection are stated based on total rectification of non conforming units. The variances of these random variables are studied. The aim of this article is to develop procedures for minimum variance ChSP-4(c ₁, c ₂) sampling plans and their determination. In addition to minimum variance sampling plans, a procedure is developed for designing plans with a designated maximum variance, a VOQL (Variance of Outgoing Quality Limit) plan. The VOQL concept is analogous to the AOQL (Average Outgoing Quality Limit) except in the VOQL plan, it is the maximum variance which is established instead of the usual maximum AOQ.     

Optimal Design of Acceptance Sampling Plans by Variables for Nonconforming Proportions When the Standard Deviation Is Unknown

This article presents an optimization-based approach for the design of acceptance sampling plans by variables for controlling nonconforming proportions when the standard deviation is unknown. The variables are described by rigorous noncentral Student’s t-distributions. Single and double acceptance sampling (AS) plans are addressed. The optimal design results from minimizing the average sampling number (ASN), subject to conditions holding at producer’s and consumer’s required quality levels. The problem is then solved employing a nonlinear programming solver. The results obtained are in close agreement with previous sampling plans found in the literature, outperforming them regarding the feasibility.     

规划大学生健康成长的初步探索——东北师范大学化学学院《大学足迹》的设计与实施

如何帮助大学生确立新的奋斗目标,科学地规划自己的大学生活,既是学生工作应该思考的重点,也是指导学生未来发展的必要环节.东北师范大学化学学院实施的<大学足迹>工程为此提供了一个范例.本文旨在对<大学足迹>设计的范式与实施过程及其效果作以总结,以期使学生工作在帮助大学生确立可行性的目标,并根据目标进行合理规划与动态调整,结合学生的实际特点,展开个性化教育,促进大学生健康成长上有所作为.     

谈课改背景下中国民族音乐课程建设的问题

回顾我国高等学校音乐教师教育本科专业十年课改中的课程建设发现,部分课程尚有问题。就中国民族音乐课程而言,在课程建设上主要有三个问题:一是课时计划问题,目前部分高校实际执行的课时计划过少,无法完成课程任务;二是补充教学材料问题,指定教材的相关乐谱及音像现状影响到教学效果;三是师资培养问题,目前课程教师的进修活动,尚属与课程建设关联不大的个人行为。     

浙江景宁畲族饮食文化旅游开发构想

在处理民族文化的保护与旅游开发这对矛盾时,往往重开发,轻保护,使民族文化资源遭到了破坏。为了保护全国唯一的景宁畲族饮食文化这座宝库,避免无序开发,文章对浙江景宁畲族饮食文化在旅游开发中的开发原则、开发定位、开发思路三个方面进行研究,提出了“在保护中开发,在开发中保护”的具体措施。
