论述科技创新及其在当代经济社会的发展趋势，探讨改革开放以来中国经济社会发展中存在的诸多问题，分析统筹经济社会发展与科技创新的关系，并指出在解决中国经济社会发展问题中，科技创新起着特殊重要的作用。

“摆脱贫困,实现共同富裕”是社会主义的本质要求,中国共产党对于农村贫困人口的关注作为一种初心贯穿着中国革命和社会建设的整个过程。 1949 年之后中国的扶贫治理可以分为“救济式扶贫阶段”“发展式扶贫阶段”“开发式扶贫阶段” “综合式扶贫阶段”以及“脱贫攻坚阶段”五个时期。而且随着阶段不同,国家所采取的扶贫治理措施与手段有着很大的差异。 扶贫治理 70 年,逐渐形成了国家主导下的扶贫治理体制,治理手段也越来越专业化与精细化。 中国扶贫领域的治理实践典型地呈现出共产党革命成功经验、中国传统治理资源和西方国家先进治理方法的“三江汇流”之势,同时中国的扶贫经验也为世界其他国家与地区的反贫困事业提供了中国智慧与中国方案。     

A new proof of hsu's theorem in regression analysis– a coordinate-free approach

This paper provides a new proof of results by HSU (Statist. Res. Mem. 1938) and Drygas (Math. Operationsforsch. Statist. 1972) on estimating the variance σ²in HsU's regression model:By using a dispersion. mean-Correspondence the given problem in the theory of estimating the mean vector.     

A Non-Typical Least-Squares Solution to an Engineering Problem

In preposterior analysis, Bayesians use an Expected-Net-Gain chart to identify the optimal sample size. This kind of chart, it turns out, is also an excellent educational vehicle for illustrating many of the reasons given for preferring sampling from a population over taking a census, preferring one type of sampling over another (e.g., stratified sampling rather than simple random sampling), or allocating part of a fixed budget to reduce systematic error rather than using it all to reduce sampling errors. The use of such a chart in a basic statistics course is described.     

A cost model for deferred state life test plans with replacement

This paper presents a cost model for the deferred state life test plan, which is one of the lot-by-lot acceptance sampling plans by attributes. In most sampling plans, the decision to accept or reject a submitted lot depends only on the sampling test results of the lot concerned; other information will not be considered. Deferred state life test plan is a sampling plan which uses information about subsequent lots for making decisions to accept or reject the current lot. The objective of this paper is to evaluate the total test cost of using the deferred state life test plan to see whether the use of this life test plan can reduce the total cost of the sampling test. In order to calculate the expected total test cost of the deferred state life test plan, a cost model is developed for the deferred state life test plan with replacement. Also, a cost comparison is made between a deferred state life test plan and a comparable military standard sampling plan which offers the same level of producer's and consumer's protection. The results show that the deferred state life test plan consistently reduces the overall cost of sampling tests over a variety of test conditions.     

Optimal component test plans for a parallel system based on Type-II censoring

Consider a parallel system with n independent components. Assume that the lifetime of the jth component follows an exponential distribution with a constant but unknown parameter λ_j, 1≤j≤n. We test r_j components of type-j for failure and compute the total time T_j of r_j failures for the jth component. Based on T=(T₁,T₂,…,T_n) and r=(r₁,r₂,…,r_n), we derive optimal reliability test plans which ensure the usual probability requirements on system reliability. Further, we solve the associated nonlinear integer programming problem by a simple enumeration of integers over the feasible range. An algorithm is developed to obtain integer solutions with minimum cost. Finally, some examples have been discussed for various levels of producer’s and consumer’s risk to illustrate the approach. Our optimal plans lead to considerable savings in costs over the available plans in the literature.     

Parenting Plans for Infants,Toddlers, and Preschoolers: Research and Issues

In the debate over parenting plans for infants and toddlers, a central question is whether these very young children should spend overnight time away from their mothers in their fathers’ care. This article summarizes and critiques the 11 empirical studies that have addressed this question. Overall, overnighting was not associated with negative outcomes for infants and toddlers and was associated with positive outcomes for preschoolers.
