公共政策评估制度化建设刍议

当代社会的复杂性、多元性与动态性发展,使得公共政策评估越来越受到重视。我国的公共政策评估还停留在起步阶段,要取得进一步的发展,就必须对公共政策评估进行制度化建设。我们不仅要明确公共政策制度化建设的重要意义,弄清公共政策评估制度化建设的主要内容,更重要的是要把握好公共政策评估制度化建设的原则和要求,只有这样,我国的公共政策评估工作才会做得更好。     

基于战略视角的教学研究型大学绩效评估体系研究

本文分析了非营利组织绩效评估的概念与方法,总结了国内外学校绩效评估的理论与实践.在此基础上,从大学的使命和战略出发,提出了教学研究型大学的绩效评估模型,指出绩效评估应从学校的政府与社会满意度、师生满意度、内部流程绩效和战略绩效四个方面展开,且四个方面之间存在着内在的联系,最后提出了具有可操作性的绩效评估指标和内容.这将为中国高等教育管理与教学改革提供一种全新的思路和方法.     

青藏高原特色农业国际竞争力评价指标体系的构建

基于农业国际竞争力评价指标体系相关文献回顾的基础上,从国内比较优势指标、显示性指标、解释性指标和实体性指标四个方面提出了青藏高原特色农业国际竞争力的评价标准,建立了包括4个一级指标、12个二级指标和24个三级指标的特色农业国际竞争力的评价指标体系,以期为进一步研究青藏高原特色农业发展提供参考.     

A formative evaluation of the recovery public works programme in Blantyre City,Malawi

Public works programmes (PWPs) are popular social protection instruments in the context of chronic poverty but very little has been published in the way of implementation and outcomes of these programmes. This paper presents a formative process and outcome evaluation of the recovery PWP in Blantyre City, Malawi. The evaluation used longitudinal household survey data of PWP beneficiaries, programme records and interview responses from programme staff and community leaders. Largely, the process evaluation findings showed an agreement between actual and planned activities. The outcome evaluation found indications that the PWP community assets offered some potential benefits to the communities, and that PWP wages allowed the beneficiaries to purchase some food. This however, did not translate into more meals per day, nor did the earnings prevent the decline in household assets as expected. Given a plausible PWP theory and high implementation fidelity, the PWP wage rate or number of days was either just enough to smooth participant income, or insufficient altogether, to enable achievement of more distal outcomes.     

Celebrating the 21st anniversary of empowerment evaluation with our critical friends

This special topic edition of E&PP presents the insights of luminaries in the field who have helped shape empowerment evaluation with their critiques, concerns, and congratulations. We celebrate their contributions to empowerment evaluation. This special topic edition of E&PP presents their comments about an evaluation approach that, according to president Stewart Donaldson, has “gone viral” across the globe (Donaldson, 2015).To set the stage for these critical friends’ comments, additional context for their discussion is provided. In addition, this special topic edition concludes with a brief comment on their thoughts.     

Evaluating social exclusion interventions in university-community partnerships

Most university-community partnerships (UCPs) involve elements of community-level social exclusion interventions. As such, they face substantial challenges in management and evaluation. This paper highlights the central challenges associated with evaluation of UCP and other social exclusion interventions at the community level, and suggests methods to overcome them. The main body of the paper presents a case study based on a four-year action research involving evaluation of a social exclusion intervention initiated and implemented by a UCP in Israel. The case study highlights the challenges faced by the evaluation team, the solutions provided, and the contribution of the evaluation to improvement and accountability.     

Evaluation of the impact of intervention programmes on education organisations: Application to a Quality Management System

This paper analyses the importance of evaluating the various components of the programmes or actions carried out by education organisations. It highlights the need to assess the impact of the intervention on the organisation and consider how changes are consolidated over time in interaction with the context. We propose an impact evaluation model and as an example have chosen the implementation of Quality Management Systems in schools. The paper analyses the results obtained in 40 schools in three regions (Spanish Autonomous Communities) with varying levels of implementation. The results show overall impact on these education centres as the teachers and management teams of the centres perceive it. This impact is more evident in some of the dimensions considered in the study than in others. The results also confirm the differences between regional contexts.     

Effects of Africentric Socialization on Psychosocial Outcomes in Black Girls: The Critical Role of Gender

African American social work scholars recommend rigorous research and evaluation of Africentric interventions as one approach to building culturally appropriate, evidence-based treatments for the Black community. Following this approach, this pilot study evaluates the Imani Rites of Passage program, a 15-week Africentric curriculum with 10 Black adolescent females (mean age = 12.40), comparing their pre- and post-intervention data to that of a no-intervention group of 13 Black males (mean age = 12.08). The program evaluation is based on the degree of correspondence between theory and the measurement model spelled out by the cognitive-cultural view of African-American identity. The findings for Black females were consistent with the cognitive-cultural model in some ways but not in others, and they were more complex than the predictions. Future Africentric interventions guided by the cognitive-cultural model must consider gender differences in the outcomes. Implications for social work research and practice are discussed.     

Forensic Evaluation of Deaf Individuals: Challenges and Strategies

ABSTRACT

Forensic evaluation of deaf individuals presents unique challenges due to many examinees’ fund of information deficits, potential for language deprivation, and examiners’ frequent lack of creativity regarding communication methods. This article describes challenges most frequently encountered in competency to stand trial and criminal responsibility evaluations and offers strategies for overcoming them. The value of employing multiple communication methods, especially the use of illustrations, is emphasized. Suggestions also are offered regarding preparing evaluation reports and effectively communicating “key deaf fundamentals” to legal personnel. Encouragement is offered for qualified, sign-fluent professionals to engage in forensic work.     

Evaluation from a Gender+ Perspective as a Key Element for (Re)gendering the Policymaking Process

ABSTRACT

Feminist scholars have challenged the neutrality of policymaking processes and the outputs resulting from these processes. However, some elements of policymaking have not been studied as well as others. In this article I explore the concept of evaluation from a gender+ perspective as an essential step for a complete gender mainstreaming strategy, which can help to identify gender issues that should be integrated into the content of evaluated policies and to ensure gender does not get lost in the policymaking process. This exploration is carried out by relying on feminist policy and evaluation studies.
