中国政府教育援外短期培训项目有效性分析——基于南京、天津四所高校援外培训的实证研究

短期援外培训项目是我国援外政策的一个重要组成部分，但是缺乏对影响这类项目的有效性因素的实证研究。本文建立了一个短期援外培训项目有效性的分析框架，对南京、天津四所高校承担的部分援外培训项目进行了调研，使用偏最小二乘法对模型进行了验证。结果表明，我国短期援外培训项目的有效性与课程质量、培训机构及管理人员的执行力之间存在显著的正相关关系。文章最后对如何提高教育援外短期培训项目的有效性提出了相关政策建议。

随钻电阻率测井介电效应校正图版分析及方法

以斯伦贝谢公司随钻电阻率测井仪ARC675系列为例，重点分析了介电效应对相位移和幅度衰减电阻率的影响规律。给出了ARC675随钻电阻率测井仪在2MHz和400kHz工作频率下的校正图版和校正方法，编制了自动介电效应校正计算机程序并对油田实际随钻电阻率测井数据进行了介电效应校正，校正的结果验证了对介电效应影响规律的分析，得到了更为正确的地层电阻率值。实例证明拟合公式是正确的。     

抗战时期“近卫声明”的来龙去脉

1938年的三次“近卫声明”，都是日本政府为找到一个代表中国的谈判对手达到其侵略的目标而发布的。第一次近卫声明打开了诱降的大门，第二次、第三次近卫声明则是在日本大规模侵华军事进攻告一段落和汪精卫暗通日本的情况下发布的，完全体现了政治谋略为主、军事进攻为辅的方针，目的在于从政治上瓦解国民政府。三次近卫声明之中，以第二次近卫声明影响最为巨大而深远。     

对现阶段我国网络舆论影响公共政策制定的思考

随着社会经济的发展,网络舆论在社会管理中的作用日渐凸显。公众通过网络媒体实现公众政治参与,推进民主法制进程,并通过影响我国公共政策的制定,实现民众的公共利益,促进了社会和谐发展。但是,网络舆论还存在着法制建设不健全,容易被利益集团操控,主流媒体信息失真等缺陷。提高我国网络舆论监督作用,不仅有赖于政策与法规的进一步完善,更有赖于政府、网络舆论、公众三者的整体发力。     

On the use of partial confounding for the construction of alternative regular two-level blocked fractional factorial designs

In this paper, we consider experimental situations in which a regular fractional factorial design is to be used to study the effects of m two-level factors using n=2^m−k experimental units arranged in 2^p blocks of size 2^m−k−p. In such situations, two-factor interactions are often confounded with blocks and complete information is lost on these two-factor interactions. Here we consider the use of the foldover technique in conjunction with combining designs having different blocking schemes to produce alternative partially confounded blocked fractional factorial designs that have more estimable two-factor interactions or a higher estimation capacity or both than their traditional counterparts.

学生应用写作水平不高的主要原因在于授课教师的专业知识不足，缺乏实践经验，教学积极性不高。因此，学校应合理配置师资，鼓励教师将理论知识与实践结合起来，提高教学效果。     

The Method to Identify a Biomarker and to Evaluate Its Efficiency for Survival by Using the Joint Model of the Accelerate Failure Time and Longitudinal Data

In this article, we discuss how to identify longitudinal biomarkers in survival analysis under the accelerated failure time model and also discuss the effectiveness of biomarkers under the accelerated failure time model. Two methods proposed by Shcemper et al. are deployed to measure the efficacy of biomarkers. We use simulations to explore how the factors can influence the power of a score test to detect the association of a longitudinal biomarker and the survival time. These factors include the functional form of the random effects from the longitudinal biomarkers, in the different number of individuals, and time points per individual. The simulations are used to explore how the number of individuals, the number of time points per individual influence the effectiveness of the biomarker to predict survival at the given endpoint under the accelerated failure time model. We illustrate our methods using a prothrombin index as a predictor of survival in liver cirrhosis patients.

This article develops a new identification procedure to estimate the contemporaneous relation between monetary policy and the stock market within a vector autoregression (VAR) framework. The approach combines high-frequency data from the futures market with the VAR methodology to circumvent exclusion restrictions and achieve identification. Our analysis casts doubt on VAR models imposing a recursive structure between innovations in policy rates and stock returns. We find that a tightening in policy rates has a negative impact on stock prices and that the Federal Reserve (Fed) has responded significantly to movements in the stock market. Estimates are robust to various model specifications.     

Spillover Effects of Carbon Footprint Labelling on Less Developed Countries: The Example of the East Asia Summit Region

The spillover effects of carbon footprint (CFP) labelling are particularly significant in the East Asia Summit (EAS) region which has closely integrated production networks, wide development gaps and predominantly small and medium‐sized enterprises. Poor management of the effects would undermine not only the effectiveness of CFP labelling, but also EAS efforts towards economic integration and the narrowing of development gaps. Well‐designed labelling schemes, accessible and affordable data and transparent certification processes are essential, as well as capacity‐building and engagement of non‐labelling countries, in particular LDCs.
