Research, funded by the British Gas Help the Aged Partnership and carried out by the Institute of Gerontology, King's College London, explored the multidimensional issues of fuel poverty. A sample of older homeowners and private renters living in England, Scotland and Wales were interviewed in the Spring of 2003 to explore their experiences of keeping their homes warm in the preceding winter. It was found that almost half of the sample for whom full information was available were in fuel poverty. Government schemes failed to address some important issues. Grants were only available to those with “passport benefits”, excluding those who had minimal occupational pensions. Although most respondents had central heating, it was often old and ineffective, yet grants were not available to modernize them. Government schemes did not extend to paying for external and internal insulation for solid wall properties yet many older people live in such property. Several older people lived in rural areas not connected to mains gas. As mains gas currently provides the cheapest fuel, they faced high bills, yet government policies do not address the differential fuel costs in these areas. The culture of many older people in the study contributed to their living in cold homes. They lived frugally and usually turned heating off in daylight hours during winter. It was also a common practice to sleep in an unheated bedroom during winter and to keep the window open at night. Such practices are acknowledged to be unhealthy. 相似文献

This article looks at social protection in the Arab world. Giving the example of Egypt, it asks why poverty is so widespread and why – despite the country's numerous social protection systems – social risks are a major contributing factor to it. It concludes that reforms are due. The existing systems are well funded but inefficient and more to the benefit of the better‐off than the poor. A reform approach is proposed which builds on both conventional and more innovative strategies: campaigns should be launched to raise public awareness of social risks; social assistance spending should be increased; and the operating public pension schemes should be reformed. At the same time, new avenues have to be opened to meet the specific needs of informal sector workers who have extreme difficulty in being covered by social insurance or social assistance. To this purpose, micro‐insurance is a promising approach for the Arab‐world region. 相似文献

This article highlights the key themes that animate the critical discourse on private education initiatives targeting poor children in the Global South. Scholars in the field remain skeptical that public-private partnerships, low-fee private schools, and various subsidy and voucher programs are best suited to addressing the underlying issues of equity and quality that plague public education systems in low- and middle-income countries. Most, however, tend to adopt one of two different, though complementary, lines of analysis in drawing attention to the issue. Some scholars, for instance, use empirical evidence to show how low-fee private schools fall short of delivering on promises to address the needs of all children and enhancing basic literacy and numeracy scores in comparison to public schools. Other scholars, however, map networks of people and money to reveal how private education in the Global South is guided by power and profit. The paper outlines the moral and analytic interests that guide these two approaches to the challenge private education presents, while also making the case for an additional mode of analysis that would test the democratic and social justice claims that feature in mission statements of larger foundations and institutions set in vulnerable societies. 相似文献

The article presents the results of a case study based on participant observation of a policy venue which was established in Poland as part of the implementation of the European Semester (ES) in 2012. The long period (2012–2022) and the rich material collected by the insider in the studied venue (as a representative of over 30 civil society organisations affiliated to EAPN Poland) provide a unique opportunity to gain insight into the participation of social actors in the coordination of economic and social policy in the European Union after 2010. The main research question addressed in the article is: why did social actors gain influence on the agenda of the policy venue, but not on national social policy? Social actors participating in the European Semester in Poland, despite strong and competent representation in the policy venue under consideration, and despite their collaboration with other stakeholders, did not directly influence national poverty reduction policies. However, they strongly influenced the agenda of the policy venue, establishing poverty as a permanent item in the agenda of the subsequent ES cycles 2014–2019. The explanation of this course of action is the institutional framework of the policy venue studied in this article, the policy advocacy strategy adopted by the social actors within it in 2013–2015 and the institutional events triggered by the pandemic in 2020–2022. 相似文献

In 2020, Australia's successful COVID-19 public health restrictions comprised a national “initial lockdown” (March–May) and “ongoing lockdown” (July–November) for metropolitan Victorian residents only. We evaluated associations between ongoing lockdown and family finances and mental health. In the June and September 2020 Royal Children's Hospital National Child Health Polls, caregivers of children in Victoria and New South Wales (NSW) reported the following: job/income loss; material deprivation (inability to pay for essential items); income poverty; mental health (Kessler-6); perceived impact on caregiver/child mental health; and caregiver/child coping. Data from caregivers (N = 1207/902) in June/September were analysed using difference-in-difference modelling (NSW provided the comparator). During Victoria's ongoing lockdown, job/income loss increased by 11% (95%CI: 3%–18%); Kessler-6 poor mental health by 6% (95%CI: −0.3%–12%) and perceived negative mental health impacts by 14% for caregivers (95%CI: 6%–23%) and 12% for children (95%CI: 4%–20%). Female (vs. male) caregivers, metropolitan (vs. regional/rural) families, and families with elementary school-aged children (vs. pre-/high-school) were the most affected. The ongoing lockdown was associated with negative experiences of mental health, employment and income, but not deprivation or poverty, likely because of government income supplements introduced early in the pandemic. Future lockdowns require planned responses to outbreaks and evidence-informed financial and mental health supports. 相似文献

This study investigated causal mechanisms of poverty reproduction in EU countries by placing emphasis on the parental background effect on sons’ poverty risk after having controlled for endogeneity among observable and non‐observable effects of the involved mechanisms. The countries under investigation were old EU member states representing the four welfare regimes in the EU. Having employed path models and utilised EU‐SILC 2005 data, the analysis yielded no statistically significant direct effect of parental background on sons’ poverty risk in Denmark. Greece, however, exhibited a statistically significant and quite strong direct effect. Germany and the United Kingdom stood in‐between. Moreover, the analysis found indirect channels through which the parental background affects sons’ poverty risk. These findings are expected to enrich the academic discourse and inform the policy‐making process on poverty reproduction and social protection in the EU. 相似文献

While public expenditure on health care and long‐term care (LTC) has been monitored for many years in European countries, far less attention has been paid to the financial consequences for older people of private out‐of‐pocket (OOP) expenditure necessary to access such care. Employing representative cross‐sectional data on the elderly populations of 11 European countries in 2004 from the Survey of Health, Ageing and Retirement in Europe (SHARE), we find that OOP payments for health care and LTC are very common among the elderly across European countries and such expenditures impact significantly on disposable income: up to 95 per cent of the elderly make OOP payments for health care and 5 per cent for LTC, resulting in income reductions of between 5 and 10 per cent, respectively. Failure to prevent financial ruin, as a consequence of excessive OOP payments, is evident in 0.7 per cent of elderly households utilizing health care and 0.5 per cent of elderly households utilizing LTC. The impact of religion on social policies and its role in the development, structuring and functioning of welfare states has only recently attracted significant attention. Studies of the relationship between religion and the welfare state have given little consideration to whether the religious precepts and values of the major religions, and the ways of life which they have shaped, are consistent with the idea of the welfare state. This paper shows that the elements of the definition of the modern welfare state were reflected in Jewish communal life as either prescribed by Jewish law (halakha) or lived during both ancient and medieval times, and that communal life was ‘welfare‐state‐like‘. In doing so this paper demonstrates that the idea of the welfare state is consistent with Judaism. 相似文献

Building a partnership for social service delivery in Indonesia: state and faith‐based organisations

Contrary to the secularisation processes in modernisation theory, religions and faith‐based organisations (FBOs) are thriving in contemporary Indonesia. Strongly supported by community members, religious organisations have begun to extend their services beyond the traditional areas of education and health to operate in disaster relief and poverty alleviation programmes. These FBOs have been offering assistance to the disadvantaged whose needs have not been adequately met by the state. Social programmes run by the FBOs are an important safety net at the grass‐roots level in Indonesia; how to effectively coordinate and offer such services are important social policy issues. This paper will show that the Indonesian Government is keen to remain the key provider of social services and often perceives the services of FBOs as a threat. Some recent state policies to regulate the funding sources of Islamic organisations have posed a significant logistical challenge for their future operation. In addition, theological differences across various religious groups have made it difficult to form inclusive and extensive partnerships among the FBOs, who tend to compete with each another resulting in rivalry. These socio‐political contexts have limited the formation of effective partnerships for offering coordinated social services. 相似文献

Non‐governmental organizations (NGOs) and the government of Nepal have made some effort to reduce poverty in Nepal by creating women's affiliation groups, some of which are micro‐credit organizations. Using capabilities as defined by Amartya Sen (Development as freedom, Oxford University Press, New Delhi, 2000), which includes employment opportunities, women's ownership in productive resources such as land and/or homes, educational opportunities, and women's participation in decision‐making in the family, this study evaluated the extent to which women's ethnic group or caste affiliation affected a woman's likelihood of being empowered by participation in these groups. We analyzed a sample of 8,973 women which was taken from the 2011 Nepal Demographic and Health Survey. Previous research has demonstrated that participation in gender‐based groups is correlated with higher economic status. This study adds to the literature on women's affiliation groups by investigating the impact of structural factors, such as caste and ethnicity, on women's self‐help group participation (women's groups and credit groups). 相似文献
