ABSTRACTThe ‘policy entrepreneur’ concept arises from the Multiple Streams’ theory of agenda setting in Policy Studies. Through conceptual stretching’, the concept is extended to global policy dynamics. Unlike ‘advocacy networks’ and ‘norm entrepreneurs’, the discussion addresses the strategies of ‘insider’ or ‘near-governmental’ non-state actors. The analysis advances the policy entrepreneur concept in three directions. First, the discussion develops the transnational dimensions of this activity through a case study of International Crisis Group. Second, rather than focusing on charismatic individuals, the discussion emphasizes the importance of organizational resources and reputations for policy entrepreneurship and access into international policy communities. Organizations maintain momentum behind policy solutions and pressures for change over the long term when individuals retire or depart for other positions. Third, the discussion outlines four distinct entrepreneur strategies and techniques that both individuals and organizations cultivate and deploy to enhance their power and persuasion in global policy processes and politics. 相似文献

Using 1994 National Long Term Care Survey data, we estimated logistic regressions of formal and informal home health care use and hours. Home health care use and intensity were differentially impacted by chronic conditions, are higher for Medicaid enrollees and rural or small town residents, but lower for HMO enrollees. Decreases in the probability of home health care use increased informal instrumental activities of daily living (IADL) support four hours and decreased informal activities of daily living (ADL) support eight hours weekly. IADL caregiving substituted for formal care, but ADL caregiving declined with reductions in formal care. Public policy reducing formal home health care access may reduce informal ADL caregiving and increase informal IADL caregiving, producing net declines in support. 相似文献

As a result of the growth in out‐of‐wedlock childbearing and union instability, adults contemplating forming a new union are often already parents. This article examines the role of children in stepfamily formation, both coresident and not, using the 2,594 respondents in the National Survey of Families and Households who were not living with a partner in 1987/1988. We consider children of the respondent and of the partner, which allows us to examine the determinants of entering a stepfamily. We found that being a coresident father dramatically increases forming a union with a woman with children. The extent of carcinogen regulation under existing U.S. environmental statutes is assessed by developing measures of the scope and stringency of regulation. While concern about cancer risk has played an important political role in obtaining support for pollution control programs, it has not provided the predominant rationale for most regulatory actions taken to date. Less than 20% of all standards established to limit concentrations of chemicals in various media address carcinogens. Restrictions on chemical use are more frequently based on concerns about noncancer human health or ecological effects. Of the chemicals in commercial use which have been identified as potential human carcinogens on the basis of rodent bioassays, only a small proportion are regulated. There is an inverse relationship between the scope of regulatory coverage and the stringency of regulatory requirements: the largest percentages of identified carcinogens are affected by the least stringent requirements, such as information disclosure. Standards based on de minimis cancer risk levels have been established for only 10% of identified carcinogens and are restricted to one medium: water. Complete bans on use have affected very few chemicals. The general role that carcinogenicity now plays in the regulatory process is not dramatically different from that of other adverse human health effects: if a substance is identified as a hazard, it may eventually be subject to economically achievable and technically feasible restrictions. 相似文献

In this paper, with the use of linear regressions to investigate how relationship dissolution affects sexual attitudes and behaviors, the authors address the stereotype that newly single people seek multiple sexual partners. Although the newly single people surveyed did obtain new sexual partners, the rate at which they acquired new partners did not support the stereotype. Specifically, men with custody of their children seemed oriented toward finding a steady partner. Additionally, men and women with low incomes reported relatively high rates of partner acquisition after relationship dissolution. The high rates reported by disadvantaged groups may be more directly related to familial instability accompanying poverty than to cultural characteristics associated with income or race. We argue that a life stage model with categorical stages in a rigid, anachronistic progression provides insufficient means to gain an understanding of newly single people. 相似文献

One of the key features of Vietnamese family organization is patrilocality—the preference of married couples to coreside with the husband's parents. With data drawn from a retrospective survey of persons in 1,855 households in the largest province in the Red River Delta in northern Vietnam, we found that more than 75% of married respondents reported having lived with the grooms' family after marriage. The proportion of newly married couples that follow the patrilocal custom appears to have increased in recent decades, although the average duration of coresidence has declined. Some aspects of modernization, especially nonagricultural occupations and later age at marriage, contribute to a lower incidence of intergenerational coresidence, but the underlying cultural preference to live with the grooms' parents immediately after marriage appears to have become stronger in Vietnam. In contrast to some features of traditional family life that conflict with modernity, intergenerational coresidence can be quite functional in modernizing societies. 相似文献

This paper examines the role of nonprofit organizations (NPOs) in the process of family policy formulation in eight member states and three applicant states of the European Union. Drawing upon interviews with representatives from the nonprofit sector, the author argues that the experiences of NPOs in family policy-making vary considerably between countries because of the way state–nonprofit relations operate. Social origins theory illustrates why these variations exist by pointing to broad societal influences on the nonprofit sector, but new empirical evidence presented here suggests that, in a particular policy field, other factors, such as the significance of the field on policy agendas, the strength of one particular organization in a specific cultural context, party ideology, and financial viability of the NPO, shape the role of organizations in the formulation of policies 相似文献
