Online strategic communication: A cross-cultural analysis of U.S. and Chinese corporate websites

This study applied a cultural divergence approach to examine online marketing interactivity and corporate public image on corporate websites. It analyzed different online strategic communication of corporate websites from two different nations—the United States and China. Results indicated that U.S. corporations were more likely to highlight online marketing interactivity and social responsibility, which integrated marketing and public relations as their online communication strategy. Chinese corporations provided more online spaces for the consumer–consumer interactions and emphasized corporation-oriented information.

地方政府文化管理职能与机构改革模式比较

我国以职能和机构整合为核心的地方政府文化管理体制改革已经由试点改革进入到全面推行阶段。本文主要通过结合典型调查法与比较研究法，对典型地方政府改革方案进行分析研究，探求在文化领域进行政府管理职能定位与组织设置改革的相关影响因素。调研结果表明，这些地方政府的改革实施方案存在较大差异，大致可以归纳为六种模式。根据各自职能与机构整合方式的不同，这些改革方案共同构成改革模式类型连续体，不同地方政府改革方案在这一连续体所占的具体位置由许多重要因素所决定。     

语言哲学视阈中的中西哲学之比较——以道家哲学与海德格尔哲学为例

中西哲学不同的文化背景、各自复杂的体系和丰富的内涵决定了对其进行全面的比较是非常困难的．20世纪的语言哲学突破了传统哲学的语言工具论，把语言当做存在的建构性力量，因此，通过对西方语言哲学的代表之一海德格尔的语言本体论和在某种程度上与其具有相似性的道家哲学思想进行深刻分析，可以为中西哲学的比较研究提供一个新的认识维度。     

中国经济发展中的深层次问题

中国经济正面临何去何从的方向性问题:是进一步深化改革,抓大放小,无为而治,让市场发挥越来越多的作用;还是国进民退,让政府主导经济,发挥更多的作用?答案无疑是前者。基于以上判断,中国经济的长期深层次根本问题在于:深层次制度障碍未破除,深层次市场化改革滞后,政府、社会与市场的治理边界界定不清晰、不合理。这就导致了三重三轻的不科学发展观:重政府轻市场、重国富轻民富、重发展轻服务。要解决这些深层次问题,下一步改革的关键在于深入推进政府职能的两个根本性转变:第一,从发展型政府向服务型政府转变;第二,从全能型政府向有限型政府转变。

This study examines the connection between organisational factors and local social assistance expenditures in Swedish municipalities. The organisation of social assistance units, particularly those for the intake of social assistance inquirers, and the possible implications for local social assistance costs are highlighted. The study is based on interview data from medium‐sized Swedish municipalities combined with register data covering the years from 1997 to 2001. The results show that socioeconomic factors have an overall dominant effect, but also that organisational factors co‐vary with local social assistance expenditures. The results show a cost‐reducing effect for special intake units: firstly, when these units are analysed together with other forms of specialisation and secondly, when staff resources are taken into account. Thus, specialised intake organisation by itself does not play a cost‐reducing role, but does so in combination with certain other factors that characterise the internal organisation of the social welfare office.     

The Guidance Function of Cases of Misappropriation of Public Funds in Transitional China—With the Reference to Criminal Trial of the Supreme People’s Court of China as a Sample of Analysis

相对于贪污、受贿等传统型腐败犯罪, 挪用公款罪不是常态性罪名, 而是针对社 会转型刑法应对的成果。该罪的立法、司法过程中存在着诸多纠结, 这使得判例参考 的价值凸显。最高人民法院十分重视对该罪判例的公布, 这为现实裁决提供了指导和 参考作用。最近10年所公布挪用公款罪判例折射出司法的重心是: 注重主体身份的实 质公务性、从形式合理性理解“归个人使用”、慎重解释“公款”的内涵。判例公布 在有利于同案同判的同时, 也成为促进理论与实践的助推器。

Compared with the traditional offenses of embezzlement, bribe-taking and so on, the misappropriation of public funds is not a routine charge but a result of the response of criminal law to social transition. The fact that a number of difficulties have arisen in legislative and judicial procedures relating to this offense makes the value of case reference material significant. The Supreme People’s Court of China attaches great importance to the publication of cases of misappropriation of public funds, which offer guidance and reference for real-life adjudication. Cases publicized in the last decade reflect a judicial emphasis—they focus on the official nature of the duties performed by the subject, on understanding “for individual use” from the viewpoint of formal rationality and on a cautious interpretation of the connotations of “public funds.” Publicizing such cases facilitates reaching the same verdict in similar cases and at the same time acts as a catalyst for the advancement of theory and practice.
