我国土地生态安全问题管窥

土地生态安全作为我国国家安全的重要组成部分,当前暴露出的问题十分突出。本文从界定土地生态安全的概念入手,揭示了现阶段我国土地在数量、质量和结构方面面临的主要生态安全问题,最后提出了保障我国土地生态安全的对策建议。     

试论规范行政权力的必要性——以和谐行政的构建为视角

行政权力是国家权力中最具能动性、最有活力的权力,是实现国家职能不可或缺的一种权力形式,是凌驾于社会之上最具权威的公共权力。从当今世界各国行政实践的发展来看,行政权力的逐步扩张已成为一个全球性的发展趋势。在这种趋势下,不可避免地出现了行政自由裁量权的滥用现象。因此,为了实现行政主体与行政相对人之间的和谐,即实现和谐行政,进而构建社会主义和谐社会,就必须对行政权力加以规范。     

扩展公务员聘任的制度空间探究

与永业制相比较,公务员聘任制具有效率与成本优势。我国公务员聘任制度虽于法有据,但在在实践层面遭遇诸多困境,主要是临时、编外聘员于法无据,高薪聘员增加成本,分途管理难以操作,“鲶鱼效应”期望值过高等。扩展公务员聘任的制度空间,关键在于完善公务员聘任制立法,压缩永业制公务员的编制与经费,综合考核聘任制公务员,建立两类公务员之间的流动机制。     

农村合作金融改革与发展的制度分析——基于存量与增量的二维视角

2007年8月海南农信社省联社的成立,标志着农信社新管理体制框架基本成型。为更好地促进下一阶段农信社改革及整个农村合作金融发展,该文在分别对农村合作金融存量与增量作出制度经济学分析的基础上,揭示农村合作金融"存量改革难"与"增量发展受阻"的深层原因,并对发展农村合作金融提出相应的政策建议。     

知识产权国际保护制度的扩张对发展中国家利益的影响

TR IPS协议的诞生将知识产权保护引向高标准、高水平、高效率的国际化保护阶段。特别是发达国家进入知识经济社会后,知识产权国际保护制度出现了扩张趋势,具体表现为:知识产权保护客体扩大、权利内容增多、权利期限延长、世界专利一体化协调进程加快等。充分认识知识产权国际保护扩张趋势对发展中国家利益的影响,能够为发展中国家在高水平的知识产权保护中寻求自身发展的路径。     

Estimation using penalized quasilikelihood and quasi-pseudo-likelihood in Poisson mixed models

We consider two estimation schemes based on penalized quasilikelihood and quasi-pseudo-likelihood in Poisson mixed models. The asymptotic bias in regression coefficients and variance components estimated by penalized quasilikelihood (PQL) is studied for small values of the variance components. We show the PQL estimators of both regression coefficients and variance components in Poisson mixed models have a smaller order of bias compared to those for binomial data. Unbiased estimating equations based on quasi-pseudo-likelihood are proposed and are shown to yield consistent estimators under some regularity conditions. The finite sample performance of these two methods is compared through a simulation study.     

关于扩招后高校思想政治工作的思考

英汉标点符号象似性探微

语言象似性是认知语言学研究的主要内容之一。象似性理论认为语言的结构和符号与人的经验结构或概念结构之间有着自然联系。标点符号作为语言的有机组成部分和人们认知世界的经验表征形式在某种程度上是有理可据的。在英汉标点符号的使用中,存在着距离象似性、数量象似性和标记象似性。     

Bootstrap Unit Root Tests

We consider the bootstrap unit root tests based on finite order autoregressive integrated models driven by iid innovations, with or without deterministic time trends. A general methodology is developed to approximate asymptotic distributions for the models driven by integrated time series, and used to obtain asymptotic expansions for the Dickey–Fuller unit root tests. The second‐order terms in their expansions are of stochastic orders O_p(n^−1/4) and O_p(n^−1/2), and involve functionals of Brownian motions and normal random variates. The asymptotic expansions for the bootstrap tests are also derived and compared with those of the Dickey–Fuller tests. We show in particular that the bootstrap offers asymptotic refinements for the Dickey–Fuller tests, i.e., it corrects their second‐order errors. More precisely, it is shown that the critical values obtained by the bootstrap resampling are correct up to the second‐order terms, and the errors in rejection probabilities are of order o(n^−1/2) if the tests are based upon the bootstrap critical values. Through simulations, we investigate how effective is the bootstrap correction in small samples.
