The integration of refugees is a serious social policy problem in many advanced countries, and current trends suggest that this issue is unlikely to disappear soon. At the same time, these countries are also experiencing skill shortages in expanding sectors. These twin pressures create an opportunity to use education as a tool to pursue refugee integration. We investigate how refugees are trained in a country, Switzerland, where employers play an important role in vocational training. We discuss the national strategy for refugee integration and then focus on the implementation in one French speaking Canton (Vaud) on the basis of a qualitative vignette survey among case workers in charge of supporting refugee integration. At implementation, we do not find much evidence of a generalised upskilling strategy being applied in Switzerland. On the contrary, the main emphasis is on quick access to employment, supported by vocational training mostly in the low-skill segment. We conclude that the lack of an upskilling strategy is due to lack of coordination among policy areas and limited interest by employers.  相似文献

This paper explores ‘second generation’ refugee experiences of racism in London, drawing on 45 qualitative interviews. The article analyses specific histories of racialisation for three different refugee groups from Vietnam, Sri Lanka and Turkey and the generational shifts in reproducing race. The asylum system is foregrounded as an essential framework in which to analyse experiences of racism. This was most evident for the first generation refugee, however for their children less is known on how these forms of racism shaped experiences. Within our study, ‘everyday’ mundane forms of racism were recounted by the ‘second generation’ which were often contrasted with that of their parents in severity. This paper analyses this inter-generational relationship further in relation to racism, through the lens of the asylum system. The paper therefore contributes to a greater empirical understanding on earlier modalities of racism and how they survive into the present.  相似文献

The article examines the recent developments of Rohingya refugee crisis, especially in the aftermath of August 2017 violence which led to the exodus of hundreds of thousands of people across the border to Bangladesh. It analyzes the three-stage-plan proposed by China and the repatriation agreement between Myanmar and Bangladesh and argues that ethnic identity and citizenship issues are fundamental to the Rohingya conundrum. Without addressing these core issues, which thus far have been paid little or no serious consideration, there is a danger of recurrence of violence. While the Myanmar authorities are ready to address some of the immediate concerns, such as providing accommodation and food, evidences suggest that the government does not have the political will, at least at the moment, to address the core issues of ethnic identity and citizenship, as well as the related security concerns.  相似文献

This paper draws on qualitative research that examines the language practices and learning experiences of ten adolescent multilingual immigrant and refugee English Learners (ELs) from the Democratic Republic of the Congo (DRC). Specific questions addressed include: How do these students capitalize on home languages as they engage in linguistic practices in English? How do these students take up their identities within the context of a US high school? The project emphasizes a shift away from learning discrete language skills in one language toward a focus on supporting complex language and content learning fluidly across languages and content areas in ways that affirm students’ identities and new learning. Based on a large‐scale survey of Swedish firms, the authors identify significant heterogeneity in their attitudes towards refugee hiring, job performance, wage setting and discrimination, though experience of employing refugees reduces negative attitudes. Firms’ reasons for discontinuing their employment of refugees are not related to discrimination by staff or customers, but rather to refugees’ suboptimal job performance. While the majority of firms do not regard the collectively agreed minimum wages as an important obstacle to the hiring of refugees, firms with a large share of refugees on the payroll report that reducing those wage rates would enhance employment substantially.  相似文献

This study explores patterns of collaboration between Swedish professionals involved in the repatriation of unaccompanied asylum-seeking refugee children. A qualitative case study methodology was used. Semi-structured interviews were conducted with a total of 20 statutory social workers, social workers at care homes, police officers, Swedish Migration Board officers, and legal guardians. A thematic approach was used to analyse the data. The results showed low levels of collaboration among the professionals and the use of different strategies by the professionals to manage their work tasks. Patterns were found among the professionals: some tended to isolate themselves from interaction and acted on the basis of personal preference, and others tended to behave sensitively, withdraw, and become passive observers rather than active partners in the repatriation process. These behaviours made it difficult for the relevant professionals to employ dignity and efficiency in the repatriation of unaccompanied asylum-seeking refugee children.  相似文献

In recent decades, the meaning and value of formal state citizenship has shifted dramatically. In the same period, scholarship on citizenship has drawn attention to the proliferation of alternative forms of sub-, supra- and transnational citizenship, at times obscuring the ongoing importance of formal state citizenship. For refugees, however, formal state citizenship remains a critical and widely shared goal. Drawing on interviews with 51 young people from refugee backgrounds in Melbourne, Australia, this article explores the intersecting themes of mobility and security that were identified by participants as the most important benefits of acquiring formal state citizenship in the country of resettlement. In contrast to the insecurity of forced migration, formal state citizenship provides a privileged mobility that enables refugee-background youth to maintain and create transnational identities and attachments and to be protected while doing so, while also granting a secure status within the nation state and insurance against further displacement in an uncertain future. In offering these forms of mobility and security, formal state citizenship contributes to a sense of ontological security among refugee-background youth, providing an important foundation for building national and transnational futures.  相似文献

The medical/disabled category for quota refugees selected for resettlement in New Zealand allows entry to those who have either a medical condition that can be treated or helped in New Zealand or a disability that requires support. Children from refugee and other culturally and linguistically diverse backgrounds with impairments comprise an increasing proportion of the caseloads of Auckland region child health and disability services. For people from refugee backgrounds, the New Zealand disability system can be complex, difficult to understand and hard to navigate. Disability therapeutic, rehabilitative and support services are often non-existent in countries of origin. The interventions offered in western countries such as physiotherapy, occupational therapy and speech language therapy may be unknown and therefore poorly understood by refugee clients and families. This article presents the findings of an evaluation of the establishment of cultural caseworker positions in the Waitemata District Health Board Child Development Service.  相似文献

文章研究了改革开放以来我国创业活动的发展历程及其演变规律,揭示了历次创业浪潮形成的经过、产生的经济背景及其发展状况.在统计分析历年新增私营企业增长变化的基础上,认为迄今为止我国一共出现了四次创业浪潮.基于引发创业活动的"难民效应"与"企业家效应"理论,研究发现,前三次创业浪潮形成过程中,"难民效应"发挥着主导作用,主要表现为创业者是以劳动力市场的困难者、失败者为主,普遍素质较低,创业行为大多属于被动型创业和生存型创业.第四次创业浪潮则呈现出由"难民效应"向"企业家效应"转变的趋势,创业者群体更加多样化,素质明显提高,机会型创业逐渐成为创业行为的主流.为了将第四次创业浪潮推向深入,必须正确处理好政府与市场的关系,不断提高创业扶持政策的实施效果和精准性,将提高创业质量作为推动"双创"活动的重要环节,继续强化创业创新的有效对接,加强培训提高创业层次,努力改善创业环境,以推动创业浪潮持续发展.  相似文献
