独立后,哈萨克斯坦国的宗教状况和政教关系发生了诸多变化,宗教地位在民众社会生活中不断上升,传统宗教(伊斯兰教和东正教)与非传统宗教之间的竞争加大,伊斯兰极端主义对国家安全的破坏日益明显。《宗教活动与宗教团体法》(2011)的出台为规范宗教活动、遏制某些宗教的极端化奠定了基础。宗教政策经历了从宽松到趋紧的过程,族际和睦与宗教和谐政策的政教关系已初步形成,宗教状况的发展趋势将会受到多种因素的影响。     

高职班主任队伍建设现状与对策

在广泛调研的基础上,对高职班主任队伍建设现状进行了分析,认为目前高职班主任队伍结构整体趋向合理、制度基本健全,但班主任工作职责不够明确,理论素养尚显不足,激励机制亟待完善。针对这些制约班主任工作开展的瓶颈因素,必须采取相应对策。     

How to Evaluate Government Performance while Building a Rule of Law Government in China*

Building a law-based government is a central element of the comprehensive framework for promoting the rule of law in China, while using evaluation to catalyze growth is in line with the incentive principle of management studies. Since China started to implement reform and opening up over thirty years ago, rule of law development and organizational evaluation have gone through several stages, each with different characteristics. Efforts to build a law-based government have met with success, but what the country now has is essentially still goal-oriented assessment. At present, this suffers from the lack of a clear goal orientation or definition of functions, an imperfect technical system and unsound motivation mechanisms, not to mention the practical problems of each government department going its own way, duplicating evaluations or being left rudderless. Drawing on a combination of value rationality and instrumental rationality and using government performance evaluation to promote the building of a law-based government not only conforms to the spirit of the rule of law and value rationality in government performance, but also strengthens the role of evaluation as an instrument for organizational management. Therefore, we need to create new evaluation theories, expand public participation, introducing diversified evaluating entities, improve technical systems, strengthen institutional buildup, and foster a performance-based culture. In addition, replacing goal-oriented assessment with performance evaluation will help the emergence of a new discipline—the performance evaluation of rule of law government, thus promoting multidisciplinary efforts to integrate and create new public administration theories in China.     

园林专业实验课程的项目式模块化构建及教学实践

在对国内外课程模式进行研究的基础上,按照项目式模块化课程构建的基本思路,对园林专业课程中实验内容进行了调整和重新构建,并对部分课程内容进行了教学实践。教学实践充分证明:该课程教学激发了学生主动学习的积极性,满足了相似专业不同培养目标及培养方向的学生对实验课程的不同需要,对学生的考查评价更为科学合理;同时在课程构建的过程也推动了学校的教学改革和实验室建设。     

城市高密度人口分布下的社区建设——以广州荔湾区为例

以广州荔湾区“六普”资料为根据，就人口高密度分布与社区建设的关系进行梳理与探讨。荔湾区“六普”数据显示，城区人口密度过高，成为影响社区生活的主要因素，给居民生命安全、公共生活质量与日常生活便利性带来负面效应。科学化与人性化人口密度干预是治理高密度人口问题的理性策略，如“跳出”社区视野，在城市“一盘棋”中均衡人口布局，在社区建设中，通过社区更新改造，增强人口承载能力，通过建构便利舒适人居环境，提升社区生活质量。     

提炼嘉兴主题文化彰显禾城特色魅力——嘉兴城市主题文化建设构想

为了彰显嘉兴城市的特色魅力,必须提炼嘉兴主题文化。基于嘉兴城市文化的基本特点和嘉兴城市的独特元素,根据城市主题文化提炼的5个原则,嘉兴城市主题文化可以提炼为"棹歌会府,粽子都会",并可从三个方面来构建:一是"以‘棹歌升处,粽香天下’进行城市宣传,推介嘉兴历史文化名城的新形象";二是"以‘棹歌’、‘粽子’进行文化创意,打造嘉兴文化创意产业的新起点";三是"以‘棹歌’、‘粽子’进行视觉形象塑造,构筑嘉兴城市生活的新环境"。     

宗教、邪教与文化的挤占效应分析

从历史经验看,中国古代传统主流文化存在"信仰缺乏症",带有宗教特征的巫文化与主流文化结合,部分地满足了人们的宗教信仰需求,表现出对传统主流文化的占位效应。在当下中国,由于大量具有宗教情结人口的存在,宗教信仰作为一项次好的选择,能够发挥对邪教的文化挤出效应。

总结了关于创业教育课程开发和就业创业学习资源库项目建设的意义、目标和主要任务、实施过程、取得的主要成果、重要贡献及项目进一步建设和推广的几点建议。     

Designing for “touch”, “reach” and “movement” in postwar (1946–1972) English primary and infant school environments

ABSTRACT

This article examines the use and interpretation of the terms “touch”, “reach” and “movement” in Ministry of Education (later, Department of Education) official publications known as Building Bulletins between the years 1949–1972. A close critical reading of Building Bulletins concerned primarily with school design for young children (infant and primary schools) in the English context has been carried out and the results of this exercise are discussed in the wider context of close relationships established between architects designing schools and leading progressive educationalists in Britain. The wider international context, particularly progressive educational design in the USA, is used to further understand the use and interpretation of these terms. The article contributes to a current interest among historians of education in exploring material and sensory histories of schooling.     

Assumptions,conjectures, and other miracles: The application of evaluative thinking to theory of change models in community development

Unexamined and unjustified assumptions are the Achilles’ heel of development programs. In this paper, we describe an evaluation capacity building (ECB) approach designed to help community development practitioners work more effectively with assumptions through the intentional infusion of evaluative thinking (ET) into the program planning, monitoring, and evaluation process. We focus specifically on one component of our ET promotion approach involving the creation and analysis of theory of change (ToC) models. We describe our recent efforts to pilot this ET ECB approach with Catholic Relief Services (CRS) in Ethiopia and Zambia. The use of ToC models, plus the addition of ET, is a way to encourage individual and organizational learning and adaptive management that supports more reflective and responsive programming.
