The 'best interests of the child' thesis: some thoughts from Australia

In the 36 years since the 1973 publication of ' Beyond the Best Interests of the Child ' by Goldstein, Freud and Solnit, the phase 'the best interests of the child' has achieved biblical standing and is now embedded in childcare and protection legislation worldwide. It also resonates through clinical reports and other materials that form the basis for proceedings in Children's Courts and in Family Law Courts. Such is the power of the phrase that it is to be found in Article 18 of the Convention on the Rights of Children that was adopted by the United Nations in September 1989. In 1996, Goldstein, Solnit and Goldstein, with Freud, indicated a preference for the phrase 'least detrimental alternative' rather than 'the best interests of the child'. For this reason, and because the world in 2009 is a far different place from that which existed 36 years ago, we think it is time to re-examine this classic phrase both in terms of its underlying thesis and how it is used in present-day childcare and protection proceedings and practice.     

双径模型在PCM/FM再入遥测系统分析中的应用

针对存在多径衰落的PCM/FM再入遥测系统,分析了双径模型的幅频、相频、群延迟等特性及幅度失真、延迟失真、信道衰减因子、码速率等对接收机带来的影响。通过分析得到:幅度失真通常对数据的解调不会产生影响;单独的延迟失真使接收信号的幅度发生较大变化,而延迟失真与信道衰减因子的共同作用将改变接收机的性能边界;单一地提高码速率将导致更低的系统性能参数。该文为工程应用中合理设计再入遥测系统提供了参考。

自从18世纪近代地质学创立以来，地质学取得了许多重大成就。回顾这些成就，分析其中发现规律的规律，探索科学的认识论和思想方法，提高地质科研水平，推动地质学的发展，具有深刻的理论和实践意义。文章在分析地质学发展史一些成就的基础上，讨论了地质科研创造性思维的8个重要问题，并简要论述了遵循这些思维原则，结合现代信息技术的进展提出的后遥感应用技术，及其在铀资源勘查中的实践。

基于RS和GIS的徐州市建成区扩展研究

利用ERDAS及ARCGIS软件,以徐州1979年、1994年及2000年的遥感图像为数据源,结合1∶50 000地形图研究徐州市建成区的扩展情况。首先对遥感图像进行分类,根据分类结果计算出不同年份建成区的面积、扩展速度和扩展变化的主要方向。结果表明:徐州市建成区扩展为外向型扩展,根据现有的遥感图像,将其在扩展时间上分为两个时段,以1994年为分界点,1979至1994年以向西南和东北方向扩展为主,1994年至2000年以后为向西南及东南方向扩展为主。建成区在1994年到2000年的扩展速度明显快于1979年到1994年的扩展速度。     

试析如何构建具有中国特色的体育现代远程教育体系

研究目的:为建立高效、实用具有中国特色的体育现代远程教育体系提供参考依据。研究方法:文献资料法和逻辑分析法。研究结果与结论:本研究认为,只有在技术方案上采取同步远程教育与异步远程教育模式并重发展的格局,在软件和网络资源开发制作上走联合之路,在教育资源的使用上实行高度共享,才能建成高质量、高水平,且能满足不同层次、不同地区人们需要的、具有中国特色的体育现代远程教育体系。同时提出了加快构建这一教育体系的具体措施、方法与步骤。     

Utility of Hospital Emergency Department Data for Studying Intimate Partner Violence

The authors examine 12 months of emergency department visit data (N= 2,521) from the National Electronic Injury Surveillance System All Injury Program and explore its utility for measuring and studying intimate partner violence. Given the dearth of national data on intimate partner violence–related injury and its potential value for public health surveillance and prevention, the data set appears promising for estimating national rates of emergency department visits. Missing perpetrator‐patient relationship data limit estimation of intimate partner–related hospital visits for injury and pain, which precludes national rate estimation at this time, but the data are still useful for describing documented intimate partner violence cases and may be helpful in designing prevention strategies.

用以太网物理层芯片实现的雷达远程通信

针对特定环境下雷达数据的远程传输问题,设计一种利用以太网物理层芯片,采用光纤实现的新方法,给出了系统实现的结构框图;讨论了通信协议的制定,并比较了该协议与以太网MAC层协议的异同;给出了系统中关键模块的快速可编程门阵列设计实现和仿真及试验结果。其结果是系统具有实现简单、可靠性高的优点,在雷达数据远程传输中应用前景广泛。
