文化自信视域下中医药现代价值与发展定位探析

新冠肺炎疫情暴发以来,中医药广泛介入且疗效显著,引发学术界、媒体、民众对中医药现代价值和发展状况的思考与讨论。结合文化自信的战略视角,可从以下三个维度分析其价值与定位:从文化传承角度看,弘扬中医药文化是打开中华文明宝库的重要门户,中医药文化的承续与推广,是中华文明复兴的开路先锋;从文化创新角度讲,推动中医药与现代科技、文化的对接、融合,强化其作为连接传统文化与现实生活的纽带作用,有助于建立以健康实践为旨归的中国文化新体系;从文化传播布局言,宣传中医药文化是为世界卫生发展贡献中国智慧、提供中国方案,以中医药文化作为传播中华文化的先行军必将大有可为。     

乡村韧性治理共同体的建构逻辑与运行机制

传统危机治理模式在应对新时期复合型风险中存在诸多积弊。创新基层治理的体制机制,转变传统“工程能力”的应急治理理念是推进乡村振兴战略有效实施的基本面向。韧性概念的提出在丰富公共治理理论内涵的同时也为建构“中国之治”乡村危机治理体系提供学理支持。依据“解构建构”的逻辑理路尝试提出“乡村韧性治理共同体”这一学术命题。基于“协同”和“信任”双重维度系统阐释乡村韧性治理共同体的建构逻辑,认为“多中心自组织协同”的网络结构形态强调党建引领下的“一核多元”;而“契约信任”是现代乡村公共秩序维系的前提,能够激发韧性治理共同体的内生动力。基于系统内部各要素联动融合的作用机理与实践应用,从多元主体的协同组织机制、政社互动的秩序维稳机制、长效常态资源冗余机制、社区数字技术赋能机制和动态调适持续学习机制等方面探究乡村韧性治理共同体的运行机制,旨在重塑全方位多层次的网络拓扑型治理共同体结构,接续推进乡村韧性建构与风险治理体系的融合。     

The Seveso Directive: An Italian Pilot Study in Enabling Communication

In 1982 the Council of the European Communities issued a Directive on the Major Accident Hazards of Certain Industrial Activities, commonly known as the Seveso Directive. Besides other requirements, the Directive specifies that members of the public liable to be affected by a major accident from certain industrial activities must be informed of safety measures and how they should behave in the event of an accident. The Directive was subsequently amended in an extensive way. Upon the transposition of the Seveso Directive and its amendments into national legislations, the 12 European Member States are faced with the task of "appropriately and effectively" informing the public about major accident hazards. Delays are observed throughout the community, both in transposing the Directives and implementing public information. A pilot study on "Risk Information Needs" was commissioned and carried out at two Seveso sites in Italy in order to begin to resolve some of the problems involved in the provision of public information and to suggest appropriate guidelines. One hundred subjects answered an experimental protocol designed to assess their "information needs." This article presents the theoretical background, the pragmatic aims, and the design of the study. It also summarizes its most relevant findings and suggests some recommendations for the provision of information to the public.     

改革目标和企业风险度测定─—现代企业制度建设的关键

在建立现代企业制度的探索中,原有的“承包制”在实践中已暴露它的不足,与改革的深入不相适应。企业的生机在于竞争和风险。在商品经济条件下,企业经营实际上就是经营者运用创新手段,将受损风险转化为超额收获。而企业生产经营所存在的诸多不确定因素,可以通过概率论中的中心极限定理和经验,借鉴计划评审法（ＰＥＲＴ）中概率估算法对企业的经验风险度作出有价值的测定。     

Coherent decision analysis with inseparable probabilities and utilities

This article explores the extent to which a decision maker's probabilities can be measured separately from his/her utilities by observing his/her acceptance of small monetary gambles. Only a partial separation is achieved: the acceptable gambles are partitioned into a set of belief gambles, which reveals probabilities distorted by marginal utilities for money, and a set of preference gambles, which reveals utilities reciprocally distorted by marginal utilities for money. However, the information in these gambles still enables us to solve the decision maker's problem: his/her utility-maximizing decision is the one that avoids arbitrage (i.e., incoherence or Dutch books).     

卫星光通信中平台抖动补偿技术研究

以卫星光通信系统为例,对空间光通信系统中光学平台的抖动进行了分析。研究了一种自调节前馈补偿技术,通过自适应信号处理或对前馈控制器进行直接优化,可对光学平台的抖动进行有效抑制。     

宽带卫星通信和星际链路间激光通信的应用前景

提出了由于信息化社会、Ｉｎｔｅｒｎｅｔ、Ｉｎｔｒａｎｅｔ和多媒体技术的出现,从而要求卫星通信向多体制、多功能发展。文中着重分析了具有独特优点的激光通信在宽带卫星通信和星际链路中的现实商用前景。     

空间光通信ATP技术及其进展

对自由空间激光通信光束自动捕获、跟踪、瞄准（ＡＴＰ）系统的结构与系统主要技术指标进行了分析和讨论。通过对其中典型系统的介绍,进一步描述了ＡＴＰ技术的最新进展,论证了空间激光通信的可行性。     

空间光通信ATP系统设计分析

空间光束捕获、跟踪、瞄准（ＡＴＰ）技术在空间光通信中具有重要地位。文中讨论了空间光通信系统中的ＡＴＰ伺服系统的结构,并对系统稳态设计和系统动态综合等关键问题进行了详细的分析和研究。     

自由空间光通信ATP地面模拟系统研制

自由空间激光通信技术研究关键的步骤之一是通过其地面实验演示系统研究各项关键技术和整体优化技术,并验证它们的性能。文中描述了该地面实验演示系统的一个关键分系统—捕获、跟踪、瞄准（ＡＴＰ）系统的设计、预期达到的性能和未来升级的设想。
