近年来,垃圾短信已成为社会公害,并引起了社会各界的广泛关注.造成垃圾短信泛滥成灾的主要原因是立法不完善、对垃圾短信监控和打击不力、部分民众法制意识淡薄.因此,要有效遏制垃圾短信,就必须完善有关短信业务的立法,强化电信运营商、信息服务业务经营者对手机短信的监控责任,全面推行手机号码实名制,加大对垃圾短信行为的监管和打击力度,发挥行业协会的自律作用,加强法制宣传教育.     

Algorithm for determining whether various two-level fractional factorial split-plot row–column designs are non-isomorphic

The confounding and aliasing scheme for fractional factorial split-plot designs with the units within each wholeplot arranged in rows and columns is described and illustrated. Isomorphism for this design type is described, together with a procedure which considers extensions of the concepts of wordlength patterns and letter patterns that can be used to test isomorphism between designs. Using in part this isomorphism testing procedure, a construction algorithm that may be used to obtain a complete set of such non-isomorphic two-level designs is described. Software based on this construction algorithm was used to obtain a complete set of non-isomorphic designs for up to five wholeplot factors, five subplot factors and up to 64 runs, which is presented as a table of designs. To aid the experimenter in distinguishing between competing designs, the estimation capacity sequence for each design is presented.

Using the integrative model of behavioral prediction to understand college students’ STI testing beliefs,intentions, and behaviors

ABSTRACT

Objectives: To identify salient behavioral determinants related to STI testing among college students by testing a model based on the integrative model of behavioral (IMBP) prediction. Participants: 265 undergraduate students from a large university in the Southeastern US. Methods:Formative and survey research to test an IMBP-based model that explores the relationships between determinants and STI testing intention and behavior. Results: of path analyses supported a model in which attitudinal beliefs predicted intention and intention predicted behavior. Normative beliefs and behavioral control beliefs were not significant in the model; however, select individual normative and control beliefs were significantly correlated with intention and behavior. Conclusions: Attitudinal beliefs are the strongest predictor of STI testing intention and behavior. Future efforts to increase STI testing rates should identify and target salient attitudinal beliefs.     

Hate Crimes Motivated by Sexual Orientation

Abstract

The enactment of hate crimes legislation raised awareness of the severity of crimes motivated by animus toward individuals and communities. This national telephone survey found that states which mandate local law enforcement agencies to report hate crimes generally have high compliance rates; states without mandatory reporting requirements have few law enforcement agencies that report these crimes. Law enforcement training on hate crime varies from state to state, with few states including information specifically addressing hate crimes motivated by sexual orientation.
