城市更新中日益增长的社会压力使基层政府产生制度硬化的需求,但持续的高压体制又使其延续制度弹性的逻辑,两者间张力凸显,构成当前的治理困境。本文通过对一个试点项目中制度硬化实践的观察提出核心问题:权力运作空间如何在日益增强的规范性约束下得以再生产。本案例中,制度硬化被拆分为“结果硬化”和“过程硬化”两部分,前者标识着鲜明的刚性边界,后者则暗中预留出弹性空间。通过外部条件硬化、让步规则硬化、加压底线硬化这三重机制,基层政府在与社会的互动中由表及里地拓展了硬化原则背后的边界,使权力运作空间以一种更为正式化、制度化、组织化的形式不断生产出来,展现出更深层、隐秘的治理技术及国家与社会的相互形塑过程。  相似文献

This article addresses the connections between corporate collective action and economic development in the pre-industrial Low Countries. It focuses on a micro-historic case study: the textile industry of the village of Nieuwkerke in the county of Flanders. This rural cloth centre witnessed an exceptional industrial expansion between the fourteenth and sixteenth centuries. Following the recent proposition by Bas van Bavel that market economies follow a fixed pattern of development, the chronology of the evolution of Nieuwkerke’s cloth industry can be discussed in terms of three phases. This article argues that the first phase of development (1358–c.1500) was characterized by limited success because of pressure from the city of Ypres. The second phase (c.1500–c.1550) was marked by an industrial boom, predicated upon successful corporate collective action intertwined with the perception of social equality among the village’s cloth entrepreneurs. The third and final phase (from c.1550) was one of stagnation and decline, caused by the breaking down of the collective and concomitant social polarization. The case study thereby closely conforms to van Bavel’s theory about market cycles. Yet, the correlation between economic decline and social polarization should in this case be understood in terms of changing perceptions of inequality, rather than increasingly unequal opportunities.  相似文献

Social governance innovation is a basic requirement of China's socialist construction, and an important guarantee that people can live and work in peace and enjoy long-term stability and order. Strengthening and innovating social governance has great significance for the modernization of the national governance system and governance capacity, and this is where judicial justice plays a unique role at the level of government, society, and the individual. That is, judicial justice is the key to transforming governmental functions; the guarantee of a new-type social construction; and the guide to upgrading autonomy at the grass-roots level. The objective phenomenon of reliance on confessions is the source of many problems in the practice of criminal justice in China. Although successive amendments to the law have endeavored to improve the handling of confessions, they have been unable to resolve the dilemma of a rigid management mode, incompatible management strategies, and conflicting attitudes towards management. This paper has made a multi-dimensional reinterpretation of it from the judges’ perspective, including functional analysis, cultural interpretation and immediate considerations. It reveals that behind its functions of offering moral comfort or allowing evasion of responsibility, confession, as a medium of physical and intellectual management, has the more important function of supplementing and improving the legitimacy of criminal verdicts. The remolding of the legitimacy of criminal verdicts with the coordinated improvement of the management of confessions will change the mode of association between those who currently govern confession and those they govern and will clash with the current closed mode of criminal justice management, thereby promoting a transformation in the governance of criminal justice.  相似文献

Governance is a kind of holistic governance and the notion of governing holistically should be established. The holisticity of governance is reflected in the unity and coordination between value rationality and instrumental rationality, normative appeal and practical appeal as well as global governance and state governance. Global and state governances are two strategic considerations in contemporary China. Actively participating in global governance and rationally promoting state governance is the rational choice of contemporary China, which plays a unique and significant role in realizing the social transformation and national rejuvenation and modernization of contemporary China. Deepening state governance with the help of global governance and promoting global governance with the support of state governance is the basic idea and dimension of understanding and grasping the interaction, coordination and overall planning between the two. The restrictions and effects of global governance on state governance are mainly reflected in such considerations as objects, mechanisms, concepts and interests of governance, and modernization of state governance system and improvement of governance capacity can promote and deepen global governance in a more effective way.  相似文献

ABSTRACT

It is widely recognized by social workers and human service administrators that interorganizational networks are an important aspect of the everyday reality of human service organizations. A well-integrated network is defined as a network in which all organizations are connected and the resource exchange among all network actors is guaranteed. To analyze the integration of service networks, this study conducts a social network analysis of four networks among service organizations governed by a shared-participant type of governance. The results indicate that in networks in which the governance is more developed and mature, the structure shows a high level of integration. The analysis and results show that governance leads to an integration of the efforts of diverse service organizations, ultimately increasing the responsiveness of the entire network toward the complex problems of the target group. Future recommendations include discussing further qualitative and quantitative research efforts and the role of shared-participant governance.  相似文献

For decades renewable energy has remained a “blind spot” within the sphere of international energy governance. The existing institutional network is highly fragmented, resulting in a myriad of international organizations, which all claim to deal with energy issues, yet do not focus on renewables on a global scale. Since 2009, IRENA, the International Renewable Energy Agency, seeks to fill up this vacuum, thereby creating a new (and maybe more Southern-led) political arena for governing renewable energy issues. This article focuses on IRENA’s role as a changemaker in the sphere of global energy governance by investigating IRENA’s governance practices and contributions to knowledge production.  相似文献
