我国煤矿安全生产与员工素质匹配的问题及对策

目前,战略人力资源管理虽日益重要,我国煤矿企业的现状却不容乐观。本文从战略人力资源的角度对我国煤矿企业的安全生产与员工素质的匹配问题作了具体的分析。首先阐明我国煤矿企业的战略人力资源管理总体现状,然后对煤炭企业的安全生产和员工素质匹配进行分析,阐述其存在的问题,并在此基础上提出相应的对策。     

Managing sexually abused and/or abusing children in substitute care

This paper reports on research on the characteristics, management and therapeutic treatment of sexually abused and/or abusing children in substitute care. Of the 40 sexually abused and/or abusing young people aged 10 or over in the interview sample, two‐thirds showed sexual behaviours in the placement studied but one‐third did not. The range of sexual behaviours shown by the young people is described. Analysis of the findings shows that four key components of effective management are supervision, adequate sex education, modification of inappropriate sexual behaviour and therapeutic attention to the needs that underlie such behaviour. Supervision includes planning for safe care before placement, preparing other children in the setting, teaching young people how to keep themselves safe when out on their own, and careful monitoring of contact with birth family members. The need for a proactive approach to sex education is stressed. Effective management approaches to masturbation, sexualized behaviour and sexually abusing behaviour are discussed but the processes of denial and minimization of sexual abuse and the development of high thresholds for action when looked after children are abused or at risk are shown to present obstacles to effective care. Finally, the importance of addressing children's deeper needs is emphasized, including the importance of regular review of their need for counselling. At the end of the article two case examples from the study are given.     

消费者对安全农产品购买意愿的实证研究——依据江西省猪肉消费者问卷调查

通过对江西省275位消费者进行问卷调查,运用二元Logistic回归方法,以猪肉为例,研究消费者对安全农产品的购买意愿.结果表明：消费者对安全猪肉的认知只停留在“听说过”的感性认识层面,对安全猪肉的安全性程度、严格的认证检测程序认知较少;消费者的月收入水平、安全猪肉的认知度、产品品牌和价格、家人的健康状况、安全猪肉的信任度、产品品质、安全认证标志、对猪肉安全的评价、性别、婚姻、受教育程度、购买场所对消费者购买意愿有影响;消费者年龄和家里是否有18岁以下未成年、是否有60岁以上老人,以及消费者安全信息关注度对购买意愿没有显著影响.

随着郑州航空港经济综合实验区的规划实施,发展现代物流业必将成为引领中原经济区建设的战略选择.主要的实现路径是：开展物流业与制造业的联动发展、多式联运,构建物流信息平台,实施提高附加值的流通加工等方式助推港区经济发展,打造中国郑州现代物流中心,最后借助本土物流企业、第三方物流以及政府的政策等措施保障郑州航空港经济综合实验区现代物流业快速发展.本文对郑州航空港经济综合实验区建设的必要性从三方面分别进行了分析,认为郑州航空港经济综合实验区建设是重要的、科学的、合理的.     

Encouraging Safer Sex: Mediating and Moderating Effects on Condom Use Among Italian Girls

ABSTRACT

Objectives: The present study investigated the effects of condom availability, peer norms, and negotiation self-efficacy on girls’ perception of male condom use. Methods: Participants were presented with a vignette in which condom availability, peer norms, and negotiation self-efficacy were manipulated. Results: Condom availability and peer norms interacted in determining condom use, such that protected sex was more likely when a condom was available and when peer norms approved, rather than disapproved, of condom use. The effect of peer norms on condom use was mediated by intentions to use a condom and communication between partners about condom use. Condom communication, identified as a direct antecedent of condom use, was influenced by negotiation self-efficacy. Conclusions: These results suggest that interventions aimed at reducing risky sexual behavior should not only make condoms available but also address key psychosocial variables, such as peer norms. Condom communication should be taken into account as well, considering that it can be affected directly by negotiation self-efficacy and can be affected indirectly by peer norms.     

网络视频侵权研究

自2006年步入发展元年始,中国网络视频行业已经走过了3个多年头。在短暂的3年多中,网络视频取得了长足进步,用户覆盖和影响力不断提升,但网络视频的侵权问题始终阻碍着网络视频行业的蓬勃发展。本文试图通过对各种侵权案件类型的梳理来对侵权的归责原则进行分析,从而提出针对不同类型侵权所应适用的法律原则和规则,以寻求版权保护与视频网络视频发展之间平衡的途径。     

宝鸡"边缘化"风险的研究

随着西（安）-康（安）铁路的运营,西（安）-平（凉）高速公路,成（都）-兰（州）铁路、宝（鸡）-成（都）铁路复线和川-藏铁路的修建,宝鸡的交通枢纽地位会大大动摇,存在着被“边缘化”的风险。这将对宝鸡物流港的建设产生重大冲击。宝鸡应通过挂网连线、强化辐射功能、组建区域高峰论坛、壮大装备制造业来预防被“边缘化”。     

“安全模式”不安全：大班语言教学的反思

地方院校大班多媒体语言教学普遍流行,然而在这种流行中出现得愈来愈多的是师生对该模式的乏味、漠视和无奈。引入＂安全模式＂这一概念,将有助于重新审视目前大班语言教学模式的不足,找出解决问题的有效方法。     

避风港规则:法律移植的败笔

《信息网络传播权保护条例》模仿美国以免责条款的形式规定了避风港规则,唯一的作用是反面解释其中的主观要件,得出网络服务提供者帮助侵权责任的过错形态包括"应知"。但作为"免责条款"整体,却没有提供新的抗辩理由,"避风港"形同虚设。《侵权责任法》第36条、《北京高院网络意见》将避风港规则的各种免责条件都纳入侵权认定的过程,避风港规则已经名存实亡,是法律移植的败笔。     

中国安全社区建设模式与综合减灾规划研究

联合国所倡导的“社区发展”,是指社区居民积极参与社区生活并与政府组织合作,以促进社区的经济、社会和文化的发展,进一步协调和整合各社区,使它们与整个国家的生活合为一体。安全社区首先是一个地方社区,其至少应具备两个条件：一是制定针对所有居民、环境和条件的积极的安全预防方案,二是拥有包托政府、卫生服务机构、志愿者组织、企业和个人共同参与的工作网络。实施安全社区建设目标应编制防灾规划,要制定应急反应计划,建设应急反应队伍,同时还要加强公众安全防灾文化教育。我们要推进安全社区建设,要注意安全社区预案与防灾规划的结合,同时要尽快选择我国的“防灾减灾日”,以唤起民众的防灾减灾意识。
