朝鲜核问题是由冷战后东北亚战略失衡导致朝鲜的空前的不安全感而引发的,因此,朝核问题的解决也是各利益相关方博弈的过程。两次朝核危机中,中国依据自身实力和有所侧重的外交理念,采取了不用的政策和姿态。从中国政府对朝核问题的逐步介入和目前的态势来看,在参与同中国利益密切相关的重大全球性问题过程中,如何把握量与度已然成为中国外交在全球舞台中的重要课题,而对六方会谈积极参与的成功经验可以为中国在其他全球性问题的解决上提供宝贵的经验。

Abstract

Neo-liberal social and economic schools of thought and changing demographics appear to be leading to a worldwide retreat in the provision of universal social benefits. However, Botswana seems to be taking the opposite route. The article examines the country's major safety net schemes and suggests why her sociocultural and political milieus mitigate against a more selective approach to providing social benefits.     

No Accident: Traffic and Pedestrians in the Modern City

Abstract

This paper considers the rise of traffic accidents in the creation of the modern city. The notion of accidents is deconstructed. There is a brief review of current literature on mobilities and then evidence is presented of the shifting configuration of vehicle–pedestrian accidents. The epidemic of traffic accidents of cities in developing world is noted and explained. The incidence of pedestrian traffic accidents is shown to reflect socio‐economic characteristics such as age, class and status. A review of the literature provides evidence of the ways to ameliorate pedestrian injuries. Walksheds are suggested as a focus of concern. The creation of a more pedestrian‐friendly city is proposed.     

地票价格探析:基于耕地价格的思考

地票的价格是地票制度的核心问题之一,但目前由于地票定价理论的不成熟,实践中的地票定价除了力求农民不受损失外,缺乏真正让人信服的理论依据,且随意性比较大,难以说服公众。从地票的形成及交易过程可以看出,地票的价值是客观存在的,并最终通过征收转用过程实现。比较征收转用前后的土地价格,可以看出地票的实质是对征收转用耕地的国家粮食安全保障价值和生态价值的补偿,地票价格是农用地转为建设用地并产生土地增值收益的权益价格,该权益价格不是土地增值收益,而是耕地的国家粮食安全保障价格与生态价格之和。地票价格与土地增值收益此消彼长;不依成本定价,但必须制定最低保护价;呈上涨趋势,但上涨有限。

电类专业“四维融通”工程素质训练模式的探索与实践

文章从学校定位出发,围绕工程素质训练,全面实施以“专业融通、理实融通、软硬融通、校企融通”(简称“四维融通”)为特色的应用型人才培养模式,建立电子电气类专业相互融合、资源共享的工程素质训练平台；创造性地将实验室文化建设与工程素质训练模式有机融合,实现了知识技能、工程素质及职业素养同步培养的目标.该模式在我校电类专业培养计划试点中已实施,取得了明显的效果.     

Perceived risk and behavioural feedback: Strategies for reducing accidents and increasing efficiency

Abstract

There is overwhelming evidence that people will adapt to an increase in perceived risk by taking more care, and to a reduction in perceived risk by taking less care (behavioural feedback). This can reduce the effects of some safety measures and even, in some cases, produce the opposite effect to that which was intended or expected. Any safety programme should take account of this by seeking to minimize any change in perceived risk while maximizing the change in objective risk. It is, for example, probably counterproductive to ‘oversell’ the potential benefits of any safety measure.
