This article adds to Richard Wilk's work on the emergence of “global structures of common difference,” that organize diversity through objectification of culture. Using cases from an Aotearoa/New Zealand school in 1997–1998, this article reveals a limit to the hegemony of global structures of common difference in daily life. By focusing on the indigenous Māori culture and newly arrived Asian's culture, this article shows (1) how variously positioned individuals did not necessarily subscribe to global structures of common difference—defying, evading, critiquing, ignoring, and circumventing them—and (2) to what degrees people objectified cultural differences and with what effects when global structures of common difference shaped cultural differences.  相似文献

ABSTRACT

As part of a policy assemblage, the National Assessment Program – Literacy and Numeracy (NAPLAN) is representative of a new mode of governance for Australia's schooling systems, indicative of international trends in educational accountability based on testing. The policy assumption was that the introduction of a national performance measurement system would tightly couple school practices to national agendas targeted at improving learning outcomes. This paper presents a comparative case study of two primary schools within a single Queensland region to interrogate how coupling and decoupling strategies are enacted in respect of the policy usage of NAPLAN data. The granular analysis of the governance relationship between the school principals and their supervisors is set against the politics, policies and pressures of NAPLAN that recast the initiative as high stakes for systems, schools and their leadership. Specifically, we argue that Queensland's choice and enactment of policy instruments have produced a new mode of governance of principal conduct, but one mediated by the specific contexts of the two schools. The analysis shows how this mode has precipitated two types of decoupling.  相似文献

This article focuses on the school-to-work transitions of Spanish youth. Herein, we study the pathways followed during a 10-year period by young people who dropped out of school without achieving any qualifications and who did not achieve any at a later date. This is a population aged 26–28 years old with an educational level of ISCED 0–1. The study adopts a plurimethodological approach that includes an initial qualitative phase whose main instrument was the biographical interview and a second phase with a quantitative focus in which data were collected using a questionnaire. The results show the effect of dropping out of education without qualifications on the pathways of the youths as well as their greater vulnerability in the current period of economic crisis, which results in a high percentage of the population that has no employment, education or training. This effect is even greater among women. This study highlights the difficulties associated to returning to education, the reproduction of educational exclusion in the population that did not obtain the diploma corresponding to compulsory secondary education, and a lack of public policies to support this specific population.  相似文献

通过变异系数分析和结构相似系数的分析,可以在相当的程度上说明,我国目前在区域经济发展过程中存在的冲突主要体现在两个方面:区域间的发展差距问题和重复建设与区域间经济联系的不正常现象。为缓和并协调好区域发展中存在的这些冲突与矛盾,应做好如下工作:加快产业区际转移与积极发展地区产业集群,选准主导产业并推动区域间的协调发展,推进地区专业化分工并借此实现产业结构升级,加快技术进步与技术改造并借此合理地培育起区域的竞争优势。  相似文献
