十六届三中全会明确提出:以人为本,树立全面协调、可持续发展的发展观。对科学发展观的理论、背景形成和科学发展观的内涵进行分析,可得出现阶段实施科学发展观的具体步骤,即五个坚持和五个统筹。坚持以人为本,树立全面协调可持续发展的发展观,可促进经济、社会和人的全面发展。     

科学乌托邦主义的多维解构及其启示

从近代开始孕育的科学乌托邦主义思潮在几个世纪里蓬勃发展,但在20世纪遭遇到了乌托邦视域当中浪漫主义、科学敌托邦、反科学乌托邦和其他乌托邦的质疑,卢德主义和新卢德主义、法兰克福学派、现象学和存在主义等展开的科技社会批判,从精神分析学和文化心理学、科技理性与科技文化等角度展开的科技文明反思。从科学乌托邦主义几个世纪的多向建构到20世纪的多维解构,揭示了科学乌托邦主义在人类思想史中日趋从具有批判性、前瞻性、超越性的社会理想转变成保守性、利益维护性的意识形态,从革命性的激进社会先导力量退化成渐趋保守改良的技术应对。这为当今科技进步与社会发展提供了许多重要启示。     

科学构建高校毕业生就业工作长效机制

在当前市场经济快速发展、高校毕业生规模不断扩大、就业制度改革正在进行的大背景下,高校应该用科学发展观和系统方法来构建科学的毕业生就业长效机制,不断创新工作机制,完善服务体系,培育文化氛围,提高毕业生就业能力,引导毕业生树立科学的就业观念,努力实现充分就业、人职匹配、人尽其才。     

国际恐怖主义初论

国际恐怖主义问题是与人类社会历史同步发展的政治问题 ,它历经古代中世纪的政治恐怖手段、近代的恐怖主义和现当代的国际恐怖主义三个阶段 ;当代国际恐怖主义由于全球化中的贫富悬殊、冷战的后遗症以及世界政治格局转变诸因素 ,在组织上已经形成跨国网络 ,活动日益频繁、形式多种多样、动机错综复杂、对平民的伤害和对国际经济的破坏程度都在加剧 ;尽管国际社会已经初步形成反恐的大气候 ,但在界定恐怖主义问题上仍然是共识与分歧并存。为维护我国自身的战略利益 ,为在当前错综复杂的国际形势中保持战略主动地位 ,我国学术界应对国际恐怖主义作深入研究和准确界定     

The Ethical Challenges of Socially Responsible Science

Social responsibility is an essential part of the responsible conduct of research that presents difficult ethical questions for scientists. Recognizing one’s social responsibilities as a scientist is an important first step toward exercising social responsibility, but it is only the beginning, since scientists may confront difficult value questions when deciding how to act responsibly. Ethical dilemmas related to socially responsible science fall into at least three basic categories: 1) dilemmas related to problem selection, 2) dilemmas related to publication and data sharing, and 3) dilemmas related to engaging society. In responding to these dilemmas, scientists must decide how to balance their social responsibilities against other professional commitments and how to avoid compromising their objectivity. In this article, we will examine the philosophical and ethical basis of social responsibility in science, discuss some of the ethical dilemmas related to exercising social responsibility, and make five recommendations to help scientists deal with these issues.

The market for (Ir)reproducible econometrics

Context: As the volume and complexity of research have increased, the amount of time spent on Institutional Review Board (IRB) review has decreased. The complexity of research has expanded, requiring increasingly specialized knowledge to review it. Dilemma: Under the current system, increasing numbers of research studies requiring expertise in ethics, new technologies or diverse study designs place a substantial burden upon local IRBs and often result in substantial variability among their reviews. This lack of uniformity in the review process creates uneven human subjects’ protection thus undermining the intent of the Common Rule. Objectives: To outline a scenario for expert centralized IRB review via implementation of a national virtual IRB review system overseen by the Office for Human Research Protections (OHRP). Conclusions: The complicated ethical issues and science involved in much of current research warrant an expert review panel. Centralized review would enable expert review specific to the research at hand, ensure consistency in human subjects protection, reduce the burden on local IRBs, and may reduce time spent obtaining approval. A centralized virtual system would allow IRB members to remain at their institutions while providing unprecedented expert review through currently available technology, and make information regarding monitoring and adverse event reporting available online in real-time.     

A call for the development of “good research practices” (GRP) guidelines

It is proposed that the scientific community develop and implement “Good Research Practices”; (GRP) guidelines in order to improve the quality of research, reduce the incidence of scientific misconduct, and save large sums of monies from being wasted.

基于科学发展观的人类发展指标体系研究——以苏州市为例

科学发展观是统领我国社会经济发展的重要指导思想。而要将此重要理念付诸实施,贯彻落实到政府部门具体的行政工作中,建立科学的人类发展评价体系和正确的政府工作引导机制至关重要。本课题试图以苏州为例,以科学发展观为指导,通过对现有的人类发展指数及其相关指标的应用评估,提出新的基于科学发展的人类发展指标体系,并运用实际资料通过横向和纵向比较来评估新世纪以来苏州在人类发展中所取得的进展以及新的人类发展指标体系的应用状况。
