福建集体林业产权制度改革进入第二阶段后,随着广大林农自治能力的逐步提高,市场和政府不能涵盖的林业生产领域方面出现了"第三部门".本文对"第三部门"的出现、现状及其存在的问题进行了经济分析,并在此基础上,提出要加强对"第三部门"的制度支持与约束,完善提高"第三部门"自身参与能力的政策措施.     

论明清江南游船业的经营空间、服务方式及其变迁

船是江南水乡的重要交通工具,而游船则是明清江南旅游服务业发展的重要载体.在明清时代,江南游船的经营区域广泛,游船种类因时因地而异.随着时代的进步,游船的制作技术也不断改进,采用新材料、新式样,其目的就是为了吸引游人.游船业的发展除推动相关产业的发展、增加就业机会外,还可满足人们休闲娱乐的需要和商业贸易往来,从而提高人们特别是城市居民的生活质量.此外,明清江南地方政府游船业的正反两方面的政策、做法及其效果,使我们对旅游服务业应采取较为弹性的态度,深入挖掘江南传统旅游文化资源对推进今天江南乃至全国的旅游业的发展具有重要的参考价值.     

Making Sense of Organizational Change: Voices of Older Volunteers

The role of voluntary and community sector organizations in the delivery of public services is increasing and these changes bring new responsibilities and benefits to organizations that have the capacity to participate. There are concerns within the sector about the implications for citizenship and participation. The sector is highly dependent on volunteers yet little is known about how organizational change in response to new relationships with the statutory sector impact upon the commitment and well-being of people who volunteer. This paper addresses that gap in knowledge for older volunteers. Drawing upon collaborative research with a voluntary organization in the north of England, the authors explore the meanings and aspirations of volunteering for older people, and explain how and why changes associated with closer engagement with public service delivery and less grant dependency can be disempowering for them.

Improving and measuring transparency in NGOs: A disclosure index for activities and projects

Nongovernmental organizations (NGOs) are established not with the aim of making profits but rather to provide social values by implementing different projects and activities. Transmitting complete information about these projects to society is a key element of transparency, as they operate within an atmosphere of public trust. Although there is a large body of literature on transparency in NGOs from a global perspective, very little research has been conducted on transparency within the area of projects and activities. This study takes a deeper look at this line and contributes to the literature on transparency in NGOs by proposing an index to measure the information transparency of the projects implemented by these organizations. The index captures three dimensions of the information about the projects (technical, financial, and scope) and makes it possible to: analyze the level of transparency of the portfolio of projects, detect the specific aspects that could be improved in each organization, and carry out comparisons among organizations.     

Improving citizens’ online engagement via community managers: an explanatory study

The role of community manager is gaining importance as the proper usage of social media becomes a key factor for achieving more active involvement of citizens in social and political issues. Focused on Spanish local governments and in line with the literature of Excellence Theory, this paper aims to analyze whether some characteristics of the community manager function are determinant in their fostering of citizens’ online engagement via social media. In particular ‘independence’, ‘having access to the dominant coalition’, ‘gender diversity’, ‘continuous training’ and ‘culture of the organization’ are the characteristics considered in this paper. As to the main findings, this study confirms that community managers have not as yet achieved their goal of embedding the use of social media by citizens as a means of establishing more direct contact with their local governments. Moreover, in line with Excellence Theory, community managers of local governments should be aware of the importance of having direct access to key managers of the organization in order to better achieve the objectives of the organization and, more specifically, to increase citizens’ engagement. Furthermore, continuous training in issues related to social media truly helps develop the skills and potential of community managers. Likewise, an excellent communication department should rely on good professionals no matter their gender, and, in this sense, the gender of community managers is not a significant factor in their performance. However, the results of this study also reveal that in the case of public sector community managers, an authoritarian culture seems to be a determining factor for obtaining better results in enhancing citizens’ engagement.     

An examination of student and provider perceptions of voluntary sector social work placements in Northern Ireland

Practice based learning in Northern Ireland is a core element of social work education and comprising 50% of the degree programme for undergraduate and postgraduate students. This article presents evidence about the perceptions of practice learning from voluntary sector/non-government organisation (NGO) placement providers and final year social work students on social work degree programmes in Northern Ireland in 2011. It draws on data from 121 respondents from189 final year students and focus group interviews with voluntary sector providers offering 16% (85) of the total placements available to students. The agencies who participated in the research study provide a total of 55 PLOs to social work students, and are therefore fairly representative in terms of voluntary sector (NGO) provision. The article locates these data in the context of practice learning pedagogy and the changes introduced by the Regional Strategy for Practice Learning Provision in Northern Ireland 2010–2015. Several themes emerged including; induction, support and guidance, practice educator/student relationship, professional identity and confidence in risk assessment and decision-making. Social work educators, placement providers and employers must be cognisant of newly qualified social workers’ needs in terms of consolidating knowledge within the formative stages of their professional development.

构建社会主义和谐社会,从宏观上看,首先是社会的经济基础和上层建筑之间的和谐。而经济基础本身则依赖于各种不同经济成分之间的和谐。公有制为主体,多种所有制经济共同发展的社会主义基本经济制度就是强调经济基础的和谐,即公有制经济与非公有制经济的和谐发展。     

Paradox of public sector capacity building: Lessons from MATT2 UK–Bangladesh co‐operation

This study focuses on the Government of Bangladesh and the UK Department for International Development (DFID) public sector capacity‐building project under collaborative public governance. It examines the efficiency and effectiveness of a foreign‐funded and multistakeholder‐led public sector capacity‐development initiative dubbed Managing at the Top Stage 2 (MATT2) project, and how it contributed to the human resource capacity development in Bangladesh. A combination of data from Government sources, in‐depth interviews, focus group discussions, participant observation and author analysis was adopted. The results showed the project to have been largely successful, despite some challenges.     

What does Brunei teach us about using Human Development Index rankings as a policy tool?

The Bruneian Government has set an ambitious target to achieve a top 10 ranking on the United Nations Development Programme's (UNDP) Human Development Index (HDI) by 2035. To achieve its objective (described in a national strategy document called the Wawasan 2035), Brunei's economy needs to grow by 6% to 7%. Is setting an HDI target a good way to govern Brunei's policy‐making? Is it a good way to govern any country's policy‐making? In this article, we look at the role of HDI‐rank targets in economic and fiscal policy. We show that such a headline target (much like a profit target in a private company) automatically sets targets for growth in various economic sectors and fiscal policy targets. As such, HDI‐rank targeting may provide a useful mechanism for co‐ordinating development policies and for monitoring progress against a wide range of development goals using only one number.
