王俊豪通过对城市公用事业分类研究,发现整个城市公用事业存在许多竞争空间,而在竞争性领域,民营企业通常具有较高的效率。他认为,民营企业进入城市公用事业有巨大的潜在空间,中国城市公用事业改革可实行分类民营化政策。戚聿东、范合君认为,十二五时期要把竞争化改造作为深化垄断行业改革的主攻方向,形成有效竞争格局,同时需要把运营模式改革与竞争模式改革作为着力点。齐兰和郑少华认为,未来全球金融监管具有综合监管、无缝监管、系统性风险监管、国际金融监管合作等新态势,中国金融监管体制必须采取诸如调整金融监管模式、扩大金融监管范围、实施系统性风险监管、加强金融监管国际合作等方面的改革措施。胡亦琴认为,土地的可持续利用是农业可持续发展的基础,创新农地流转及其相关制度、机制,是提高土地要素配置效率、促进土地资源永续利用、进而实现农业可持续发展的重要突破口。  相似文献

服务业现代化程度的测评是目前研究涉及较少的领域。从分析陕西省服务业发展水平和结构入手,首次提出服务业现代化指数概念,并结合2005年经济普查的数据对陕西省服务业各行业的现代化水平及其经济效益进行了初步测评。在定量分析的基础上得出了陕西省服务业内部各行业经济效益参差不齐的结论。从整体上看,其经济效益还较低,因而提高服务业的经济效益应该成为陕西省发展服务业的主要努力方向。  相似文献

This paper presents the results of a survey aimed at gauging the potential acceptance of a collaborative and Web 2.0 inspired scholarly communication sector. While this sector has seen the birth of a multitude of innovative initiatives, there is still little empirical evidence of the acceptance of such initiatives by researchers. We received 349 completed questionnaires from researchers of many different disciplines. The results of the survey show that there is a strong positive attitude towards Web 2.0 and open publishing approaches. However, the major challenge still resides in combining free dissemination of results with robust and reliable quality control mechanisms.  相似文献

The study analysed views on poverty among Finnish frontline workers in three welfare sector institutions. Two different institutional logics, universal and selective, and two sectors, the public and the voluntary, were represented. A nationwide survey among social security officials, municipal social workers and diaconal workers was utilised (N = 2,124). The methods applied included factor analysis, the examination of means and multivariate analysis of variance. Frontline workers were found to support structural reasons for poverty regardless of institutional affiliation. Analyses, however, also revealed significant differences between the institutions, but not of the kind expected. Social security officials, working in a universal institution, were less likely to endorse structural factors and more likely to endorse individualistic poverty explanations than were social and diaconal workers. Type of education and personal political ideology, respectively, were also found to be of significant importance for poverty perceptions, independent of institutional logic.  相似文献

Public sector employees with responsibility for purchasing are under increasing pressure to implement small and medium enterprise (SME)-friendly policies. Such policies are intended to make it easier for SMEs to compete for and win public sector contracts. In spite of the socio-economic importance of this issue, there remains a dearth of evidence on what is happening in practice. Using primary survey data from 271 public buyers in Ireland, this paper examines the extent to which SME-friendly procurement policy is being implemented and the individual and organization factors that affect implementation. The findings reveal a gap between what government policy recommends public buyers and their organizations should do to facilitate SMEs versus what they are actually doing. Policy familiarity, procurement involvement, organization size and the maturity of the procurement function are shown to be positively associated with the implementation of SME-friendly policy. For managers and legislators, the findings underline the need to invest in the human capital dimension of public procurement if policy implementation rates are to improve.  相似文献

随着中国政治体制改革的不断深入,公共部门管理职能逐渐由传统“管理型”向现代“服务型”过渡,对这一过程中出现的部分公职人员行政伦理失范现象,如角色冲突、权力冲突、利益冲突及法理与情理冲突等进行研究。研究认为,部分公共部门行政伦理失范现象主要与传统行政伦理思想的价值追求、行政体制自身不足、多元化价值观念的诱导及监督约束机制的不足等成因相关,要解决公共部门公职人员行政伦理失范难题,需加强行政伦理法制化建设,有效处理伦理制度化和制度伦理化及其相互关系;倡导与践行高薪养廉与社会主义核心价值观常态化教育;加强公职人员自身伦理信念教育,提出自律要求;建立治理主体多元化参与和程序公开的阳光行政体系,在全方位动态监督与引入第三方绩效评估体系来规范和激励公共部门行政人员。  相似文献

This study proposes a theoretical explanation for the main causes of the third sector's strength. A Boolean comparative analysis based mainly on the theoretical frameworks of Rokkan and Esping-Andersen indicates that the combination of state-supported urban interests and Protestantism are necessary conditions. This result is very close to Max Weber's explanation of civil society which presupposes the facilitating role of the autonomous state. Thus, the empirical results are reinterpreted within the context of a Weberian explanatory framework. The implications of this endeavor within the historical context of developing countries are further explicated.  相似文献

Public responsibility in Finland has narrowed in the last 20 years while the sphere of the private sector has been increased. The economic crisis of the early 1990s was not the cause, but an accelerator of public sector/welfare state retrenchment in Finland. Based on which, it was easy for the advocates of neo‐liberal reforms to argue that the changes were a must. The welfare state programmes however, are popular among the Finnish population and therefore large one‐time cutbacks have not been possible beyond the immediate aftermath of the economic crisis. This article looks into three different methods through which the Finnish welfare state has been gradually cut since then: (1) by not raising income transfers along with the rising cost of living and wages; (2) by reducing funding of public services; and, on the other side of the coin (3) through regular tax cuts contracting the revenue side. Welfare state retrenchment in Finland has therefore been achieved in a subtle fashion through slow gradual weakening of social programmes on one hand, and through cuts in revenue on the other that have left proportionally more in the hands of the wealthier. These combined movements have resulted in a drastic reversal in the trend in income inequality in Finland.  相似文献

基于最新的全国42部门投入产出表,创新性地编制出2007年全国能源投入产出表、全国绿色能源投入产出表,并在此基础上通过分析比较两表间的影响力系数、感应度系数及能源部门环境成本弹性系数,结果表明:煤炭开采业、石油开采业、火电业和炼焦业对其他部门的制约程度更大;石油开采业、石油加工业、火电业和炼焦业对其他生产部门的“拉动”作用明显下降;天然气开采业的感应度系数和影响力系数有明显改善;煤炭开采业、石油开采业、火电业和石油加工业的生产成本受环境治理成本变化影响较大.鉴此,提出中国“十二五”期间能源产业结构调整的有关政策建议.  相似文献
