论救助款项的含义

对海上救助中有关救助款项的含义进行了分析和研究 ,同时分析了我国《海商法》中有关条文对救助款项的规定。     

古汉语专书词汇研究中同义关系的确定方法问题

古汉语专书同义词研究,要有一套科学而又切实可行的确定同义关系的方法。目前学术界所使用的“替换法”、“义素分析法”、“同形结合法”等,都不适应于古汉语专书同义词的研究。而以“系联法”为主,以“参照法”为辅,二者结合以确认同义关系的方法,具有合理性与可操作性,并以《论衡》“征兆”类同义词做了证明。     

基于OBE教育理念的土木工程专业英语教学改革实践

为提高土木工程专业学生的英语应用能力和《土木工程专业英语》课程的教学效果,本次教改实践以OBE（成果导向教育）教育理念为教改指导思想,以土木工程专业英语教学为教改对象,设计了土木工程专业英语教学的教学内容、教学组织和教学评价等教学环节,在河北工程大学土木工程专业学生中进行了教改实践。教改实践结果表明,基于OBE的土木工程专业英语教学模式在提升土木工程专业学生英语应用能力方面具有很好的效果。本次教改实践的成果值得本校其他工科专业和其他兄弟院校借鉴。

Abstract

Libraries face a crossroads when contemplating serials preservation issues. This paper will discuss the ideas presented during “Serials Preservation: at a Crossroads,” a one-day meeting held in March 2005, and sponsored by the North American Serials Interest Group. Binding, off-site storage, preserving e-journals, and vendor efforts, as well as looking at new developments, such as Google Book Search, offer strategies and challenges for preserving serials and expanding avenues of access for users. Many options exist for serials preservation, but libraries must ultimately consider their individual needs and environment to determine the best serials preservation strategy.     

Dementia Special Care Units

Abstract

Despite continued interest and growth in special care units in the United States, there is no uniform agreement on characteristics for these units, specific outcomes, or satisfaction with them. This study examined family satisfaction with Dementia Special Care Units (SCUs) using a modified standardized instrument and follow-up interviews. The study included five SCUs in one state, three participating in a dementia SCU demonstration project. Family outcomes were evaluated using surveys and interviews. The only significant difference between facilities in the demonstration project and the comparison facilities was one variable noting family with residents in the demonstration project had more positive perceptions regarding resident safety. The study illustrates a need for policy makers to more clearly identify and regulate special aspects of SCUs, taking family perceptions into consideration.     

On the Product of Inverse Wishart and Normal Distributions with Applications to Discriminant Analysis and Portfolio Theory

Abstract. In this article we analyse the product of the inverse Wishart matrix and a normal vector. We derive the explicit joint distribution of the components of the product. Furthermore, we suggest several exact tests of general linear hypothesis about the elements of the product. We illustrate the developed techniques on examples from discriminant analysis and from portfolio theory.     

Tax collection efficiency in OECD countries improves via decentralization,simplification, digitalization and education

This paper offers an assessment of tax administration performance and provides evidence of the relationship between fiscal decentralization (and tax structure) and the technical efficiency of tax collection. The initial stage of the investigation consists of a data envelopment analysis (DEA) to obtain technical efficiency estimates for a sample of 28 OECD countries over the period 2004–2017. In a second stage, we explore how technical efficiency is affected by fiscal decentralization and tax structure variables. The results show how the degree of fiscal decentralization has a positive and significant impact on the technical efficiency of tax collection. They also reveal a relevant role of tax structure choices and the ratio of indirect to direct taxes, which can significantly affect tax collection efficiency. Finally, we extract some policy implications.     

The impact of ‘being assessed’ by a disabled children's team: a personal reflective account

The body of ‘service user’ literature confirms the value of parental perceptions of child and family social work and the insight parents and others can offer. This paper lends my voice to the literature regarding parental perceptions, inspired by the work of Pamela Davies, who provided a personal account of the impact of a child protection investigation. This paper draws upon my experiences of being a father of two ‘disabled children’ and undergoing an assessment of need. This paper seeks to draw attention to issues of choice, power imbalances and the role of expertise. My personal experience of undergoing an assessment was that it was an emotionally fraught process, for the duration of the assessment, our family stress increased and we had a sense of having to ‘battle’ for the support we needed. As such, my personal experience fits well with the wider body of literature, which highlights the increased stress of caring for children with additional needs, the challenges of ‘fitting’ disabled children into the frameworks used to assess all children and the difficulty for parents and professionals in distinguishing between ‘normal’ parenting responsibilities and the additional responsibilities of caring for a disabled child.

本文从全球经济发展的历程出发,对知识经济与“硅谷”奇迹、知识决定企业剩余分配、创建“通用型知识经济”等问题进行了分析,同时在分析广东创建“通用型知识经济”的基础上,提出了要把中新合作的“广州知识城”项目创建成制度先行的全球第一个“知识经济特区”的建议。
