AbstractIn this article, we have considered the problem of estimation of population variance on current (second) occasion in two occasion successive (rotation) sampling. A class of estimators of population variance has been proposed and its asymptotic properties have been discussed. The proposed class of estimators is compared with the sample variance estimator when there is no matching from the previous occasion and the Singh et al. (2013) estimator. Optimum replacement policy is discussed. It has been shown that the suggested estimator is more efficient than the Singh et al. (2013) estimator and a usual unbiased estimator when there is no matching. An empirical study is carried out in support of the present study. 相似文献

Utilizing the readily available information on several auxiliary variables on both occasions and the information on the study variable from the previous occasion, an estimation procedure of the population mean on the current occasion has been proposed. Theoretical properties of the proposed estimator have been investigated. Optimum replacement policy to the proposed estimator has been discussed. The proposed estimator has been compared empirically with the sample mean estimator, when there is no matching and the optimum estimator which is a linear combination of the means of the matched and unmatched portions of the sample at the current occasion. This article intends to develop some effective rotation patterns with the aid of attractive imputation methods when the problems of non response occur in two-occasion successive sampling. Utilizing the information on p (p ??1) auxiliary variables regression methods of imputation have been considered and subsequently multiple linear regression type estimators are proposed to estimate the current population mean in two-occasion successive sampling. United States statistical agencies use data from administrative record systems to develop program statistics, to establish statistical data bases, and to enhance and evaluate census and survey data. Such uses of administrative records are likely to increase as efforts to control costs and respondent burden of statistical programs continue. This review article proposes six goals for enhanced statistical uses of administrative records in the next 10 years and describes elements of an activist strategy to achieve them. The final model describes the dynamic adjustment to short-run changes of the process, to deviations from long-run steady states, and to several political interventions. Security of infrastructure is a major concern. Traditional security schedules are unable to provide omnipresent coverage; consequently, adversaries can exploit predictable vulnerabilities to their advantage. Randomized security schedules, which randomly deploy security measures, overcome these limitations, but public perceptions of such schedules have not been examined. In this experiment, participants were asked to make a choice between attending a venue that employed a traditional (i.e., search everyone) or a random (i.e., a probability of being searched) security schedule. The absolute probability of detecting contraband was manipulated (i.e., 1/10, 1/4, 1/2) but equivalent between the two schedule types. In general, participants were indifferent to either security schedule, regardless of the probability of detection. The randomized schedule was deemed more convenient, but the traditional schedule was considered fairer and safer. There were no differences between traditional and random schedule in terms of perceived effectiveness or deterrence. Policy implications for the implementation and utilization of randomized schedules are discussed. 相似文献

ABSTRACTThe concept of “policy advisory systems” was introduced by Halligan in 1995 as a way to characterize and analyze the multiple sources of policy advice utilized by governments in policy-making processes. The concept has proved useful and has influenced thinking about both the nature of policy work in different advisory venues as well as how these systems change over time. However, to date this work has examined mainly cases of developed countries and its application to developing and transitional countries is less certain. This paper sets out existing models of policy advisory systems based on Halligan’s original thinking on the subject and assesses the findings of many existing studies into OECD countries that advisory systems have been changing as a result of the dual effects of increased use of external consultants and others sources of advice – “externalization” – and the increased use of partisan advice inside government itself – “politicization”. Determining whether or not such changes have also characterized the situations found in developing and transitional countries and at the international-domestic and state-sub-state levels is the subject of the papers in this Special Issue. 相似文献

ABSTRACTWe consider action research as a form of deliberative policy analysis. This analysis explores a “reconstruction clinic” in which stakeholders and public officials engaged memories, hopes and obligations as they sought to resolve controversies over details of policy implementation. We ask how institutional design shaped participants’ reflective and deliberative progress. Reflection in action can prompt not only changes in cognitive frames, but new behavioural capacities for action. Deliberative practices can shape new relationships between parties through the work of apology, recognition, appreciation, and emergent collaboration. 相似文献

ABSTRACTSocial workers can mobilize vulnerable populations to shape policy decisions about industrial practices that could have adverse impacts on their wellbeing. One such practice is hydraulic fracturing or “fracking” to extract oil and natural gas from shale rock deposits. There is scant social work literature on mobilizing opposition to fracking despite a proliferation of literature from other disciplines. This article documents the campaign in Maryland that led to the adoption of the first legislative ban on fracking in a U.S. state with shale gas reserves, using social movement theory to identify factors that led to this successful outcome. 相似文献
