地方政府文化管理职能与机构改革模式比较

我国以职能和机构整合为核心的地方政府文化管理体制改革已经由试点改革进入到全面推行阶段。本文主要通过结合典型调查法与比较研究法，对典型地方政府改革方案进行分析研究，探求在文化领域进行政府管理职能定位与组织设置改革的相关影响因素。调研结果表明，这些地方政府的改革实施方案存在较大差异，大致可以归纳为六种模式。根据各自职能与机构整合方式的不同，这些改革方案共同构成改革模式类型连续体，不同地方政府改革方案在这一连续体所占的具体位置由许多重要因素所决定。

针对山西高校在制度文化建设上的不足，要从实行高校校园文化目标管理、建立科学的高校集体领导决策体制、加强高校教师人事制度的改革、健全高校学生管理专业化的制度体系等方面加强山西高校校园文化的制度建设。     

从语篇功能看近代以来被字句的发展

近代以来,被字句的使用范围有所扩大,突破了遭受义的范围,不断向中性义和受益义发展。从语篇功能的角度出发,可以发现篇章连贯的需要是促使被字句发展的语言内部动因。而当下日新月异的网络社会下,传统被字句受到干扰,遭受义又重新被强化。     

Linking Elderly to Holistic Care Services through Integrated Communication Technology: The Personal Emergency Link Service Rendered by the Senior Citizen Home Safety Association in Hong Kong

Through a Personal Emergency Link system, the Senior Citizen Home Safety Association has rendered 24-hour care to more than 111,000 service users in Hong Kong who are mostly vulnerable seniors and chronic invalids living alone or living with their elderly spouses/caregivers only. This article will describe how the Personal Emergency Link system is used to link seniors living in the community. Measures taken to prevent failure of the system will be described. With the use of different technology applications, many human touches and warm caregiving are rendered to the elderly and needy.     

Mathematical forms of the distribution of the product of two normal variables

This paper finds the mathematical forms of the distribution of the product where x and x follow a bivariate normal distribution In this paper the distribution when PT0 is expressed as an integral, a new, fundamental result. From this general form, six different cases can be distinguished depending on what is known about the parameters and p. The special cases are Aroian $year:1959 and (6) Additionally, we prove that if and as the distribution of the product approaches the Type III distribution. When p=0# Aroian $year:1959 and Aroian and Meeker $year:1977, give tables for various values of 6., 6 . The results in this paper will be used to provide brief tables for p^O in a separate paper     

Computation of the poisson-inverse gaussian distribution

Recursion relations suitable for rapid computation are derived for the probabilities of the compound Poisson distribution when the compounder is the inverse-Gaussian distribution. Series representation of the probabilities are given. Asymptotic results as well as approximations for probabilities, compared with the exact values, are investigated.     

Estimation and Welfare Analysis With Large Demand Systems

We develop an approach for estimating individual or household level preferences for a large set of quality-differentiated goods and for constructing Hicksian welfare measures within the demand system framework. Our approach uses a maximum simulated likelihood procedure to recover estimates of the structural parameters and a multistage, Monte Carlo Markov chain algorithm for constructing Hicksian consumer surplus estimates. We illustrate our approach with a recreation dataset consisting of day trips to 62 Mid-Atlantic beaches.     

The weighted jackknife for ratio estimation

Using the idea of impirical influence function, Hinkley (1977), the weighted jackknife technique is extended to ratio estimation. A weighted jackknife variance estimator for the ratio estimator is developed. Using the prediction theory approach, the properties of the weighted jackknifed variance estimator are examined. The implications of the failures of regression model on the behaviour of the weighted jackknifed variance estimator, for ratio estimation, are also studied.     

Using multiple imputation to estimate cumulative distribution functions in longitudinal data analysis with data missing at random

In longitudinal clinical studies, after randomization at baseline, subjects are followed for a period of time for development of symptoms. The interested inference could be the mean change from baseline to a particular visit in some lab values, the proportion of responders to some threshold category at a particular visit post baseline, or the time to some important event. However, in some applications, the interest may be in estimating the cumulative distribution function (CDF) at a fixed time point post baseline. When the data are fully observed, the CDF can be estimated by the empirical CDF. When patients discontinue prematurely during the course of the study, the empirical CDF cannot be directly used. In this paper, we use multiple imputation as a way to estimate the CDF in longitudinal studies when data are missing at random. The validity of the method is assessed on the basis of the bias and the Kolmogorov–Smirnov distance. The results suggest that multiple imputation yields less bias and less variability than the often used last observation carried forward method. Copyright © 2013 John Wiley & Sons, Ltd.     

对高等学校会计制度改革的探讨

2009年8月,财政部会计司下发了《高等学校会计制度（征求意见稿）》的通知后,各高校财务工作都按照《高等学校会计制度（征求意见稿）》要求执行,但高校会计核算工作中还是出现不少新问题,焦点主要在高校固定资产管理、会计科目设置等方面。这主要是由于在高等学校的会计制度中引入权责发生制,而过去高等学校的会计核算采用的是收付实现制。高校会计核算体制虽然有很大改革,但还不够彻底。本文主要针对高等学校会计制度改革中出现的新问题进行了探讨。
