“自然辩证法”之中国传统文化别义

从中国传统文化角度认识＂自然辩证法＂之＂自＂、＂然＂、＂辩＂、＂证＂、＂法＂,有别一种含义。对自然辩证法而言,＂自＂所体现的是顺应自然、大道自然,进而实现天人合一的境界;＂然＂体现了务虚、无为的思想;＂辩＂体现的不仅是杨朱的无为、老庄的道法,更是佛家的参禅悟道,实际上,自然辩证法的根本不在于＂辩＂,而在于＂悟＂;＂证＂体现的是致良知;＂法＂所体现的应是固守世界伦理金规则。一言以蔽之,自然辩证法所追求的终极目标是大道自然、突破樊笼、法平如水。     

党政管理人才胜任特征模型的实证研究

采用问卷调查法对322名党政管理人才进行了问卷调查,通过因素分析得出党政管理人才胜任特征四因素模型,即党政管理人才胜任特征中品德要素水平较高,而身心要素、政治要素、能力要素水平相对较低,同时发现不同职级党政管理人才在胜任特征各因素水平上存在差异。

把握全局是领导者的一项战略任务,也是领导者的制胜法宝。领导者只有正确认识全局与局部的关系,牢牢盯住全局性目标,树立全局意识和全局观念,培养整体思维的习惯,学会从整体上观察和认识问题,不断分析全局所面临的形势,敏锐地抓住影响全局的主要问题,善于从整体上解决问题,才能有效把握组织的全局,在复杂形势和困难问题面前立于不败之地。     

辖区经济增长绩效与省长省委书记晋升

目的/意义检验地方环境治理绩效对省级党政领导政治晋升的影响,以期窥探环境保护绩效考核制度的激励效应,为进一步优化地方环境治理和干部管理制度提供经验证据和政策建议。设计/方法考虑多维度的治理绩效,包括经济发展、环境保护、社会治安和民生保障等,构建官员晋升的多重影响因素模型,并以1997～2017年发生职务变动的省级党政领导为样本进行回归检验。结论/发现任期内二氧化硫（SO₂）和工业化学需氧量（COD）的减排对省级党政领导的晋升均存在显著的正向影响,尤其是在2007年之后,SO₂减排的影响大于工业COD减排的影响。地方GDP增长率对官员的晋升几率始终呈现显著的正向影响,但这种影响在2007年以后大幅减弱,并且开始小于SO₂减排的影响。因此,以GDP为导向的地方官员考核机制已经发生显著转变。     

Preemptive or promotive: The differential impact of strategic leaders’ political connections on firm long-term investment in China

Research on corporate leaders' political connections has remained silent on the impact of heterogeneity of political resources on firm behaviors and of how strategic leaders differentially leverage these resources. We propose that a firm whose chair had ascribed bureaucratic connections as opposed to achieved political connections acquires different types of resources and chair differentially leverages the resources when making long-term investment. These effects are weaker when a firm is performing well. Our analyses of Chinese firms from 2003 to 2016 generally support these predictions. This study contributes to literature on political connections by providing greater specificity with respect to the heterogeneity of political resources and offering new insights into how strategic leaders leverage these resources. This study also contributes to the literature on board chairs and corporate governance by suggesting that when considering a firm's long-term plan, chair plays an important role and it is also important to monitor chair behaviors. Finally, it highlights the role of the interface between strategic leaders and state matters when considering the antecedents of long-term investment.

Vivian Stephenson directed information technology systems at numerous companies, including Target Corporation, as Executive Vice President and Chief Information Officer, and Williams-Sonoma, as Chief Operating Officer and Chief Information Officer. In 1994, Vivian was a recipient of the “Oscar” of information technology—the Smithsonian Institution and Computerworld Award—for developing the Planned Store Inventory System at Mervyn's Corporation. Vivian is a former chair of the Board of Trustees at Mills College, from which she received a Doctor of Humane Letters Honorary Degree in 2005 for her “ethical and compassionate leadership” and for serving as “an inspired, unwavering advocate for women and the power of education to transform women's lives and society as a whole.” Vivian survived two different types of breast cancer, diagnosed in 1980 and 1996. In 2009, she was diagnosed with stage IV ovarian cancer.     

Political battlefield: aggressive metaphors,gender, and power in news coverage of Canadian party leadership contests

Our study analyzed aggressive figures of speech used by the Globe and Mail to describe the personas, performances, and prospects of women and men leadership candidates for the (Progressive) Conservative Party of Canada in 1976, 1993, and 2004. We codified four distinct forms of power communicated by the aggressive metaphors—power over, power to, power with, and power as—to investigate what these battleground metaphors communicate about gender and political power. Our content analysis and discourse analysis of the phrases applied to each of the candidates revealed gendered assumptions about political leadership. All three women candidates in our study—Flora MacDonald (1976), Kim Campbell (1993), and Belinda Stronach (2004)—were discussed as formidable foes, capable of using considerable force in their efforts to win. Indeed, Campbell became Canada’s first and only woman prime minister. Yet, much of the aggressive mediation confirms the gendered mediation thesis that aggressive metaphors exclude women and reconstitute politics as masculine. Many of the combative phrases cast doubt on a woman candidate’s ability to successfully compete on the political battlefield.     

大学生村官应急管理体制构建方略

大学生村官作为村级特设岗位,是连接政府与村民、高校与社会的桥梁,同时也是培养新一代农村基层管理干部的重要途径。充分发挥大学生村官文化素质好和科技素养高的优势,在提升其组织决策水平和农村治理能力的同时,提升其应急管理能力,进而促进应急管理体制的构建不仅十分必要也尤为迫切。应急管理体制构建的中心环节是应急管理能力的提升。基于流程管理理论和案例分析,使大学生村官了解和掌握应急管理的基本知识和操作程序,应作为应急管理能力提升的重点。大学生村官应急管理能力提升的路径：一是明确应急管理行为规范,包括事前预防行为规范、事中处置行为规范和事后恢复行为规范;二是构建应急管理行为评估指标体系,诸如评估内容的确定、评估考核办法的制定以及评估结果的运用等。大学生村官应急管理能力应作为其工作业绩考核的一项重要内容,此项能力的提升对于实现农村管理的专业化、科学化以及村级治理能力的现代化将发挥积极的促进作用。
