Rurality is a complex and contested term, with multiple notions and gazes amid calls for theoretical pluralism. In Australia, the spatial categories of ‘remote’, ‘rural’, ‘regional’ and ‘urban’ are applied to places that vary in their distance from an economic and political core and have differing population densities. We argue that natural resources institutions in rural Australia demand an ‘authentic’ performance of Aboriginality that is framed within orthodox and stable constructions of an Indigeneity associated with the remote category. Dominant representations of remote Aboriginal people living on traditional homelands and engaged in ‘traditional’ environmental protection are assumed to hold for all places and transposed when natural resources institutions satisfy compulsory Indigenous engagement. Such institutional requirements for authenticity exclude alternative and multiple Indigenous voices in natural resources management. Rather, Aboriginal people seek engagement across a portfolio of natural resources activities typically found in rural areas (such as mining, grazing, forestry, water allocation planning, and natural resources service delivery and enterprise development), and not just isolated in natural and cultural heritage conservation. This broad participation would more completely match their expressed aspirations and the multiple lived realities of their fluid and networked rural worlds. Using the rural town of Eidsvold in Australia as a case study, we discuss the findings of participant observation and semi-structured interviews with Indigenous people at regional natural resources management meetings and at ‘home’ in Eidsvold. Rather than a generic institutional approach, a place-based approach to understanding the complex ruralities of Aboriginal people is needed. 相似文献

Urban biodiversity conservation needs a firm scientific foundation, one that draws upon active and regionally calibrated research

Debates in international forums and in mainstream media on the role, responsibility, liability, and response of ecclesiastical authorities of the Roman Catholic Church (RCC) toward clerical child sexual abuse (cCSA) fail to take into account the historical roots and awareness of the problem. Reports also fail to mention the historic organizational laws RCC developed over centuries. In contrast, RCC documents evidence that the Catholic Church not only carried century’s old history of cCSA, but also repeatedly condemned cCSA by successive papal authorities, organizational laws, and institutional management mechanisms. During the first millennium, however, church laws remained confined to the bookshelves and were not converted into appropriate management policies and infrastructural models. This was largely due to the absence of a central administrative organizational structure, which developed later in the 12th century, following the Second Council of Lateran (1139) when the Papacy asserted its authority to establish administrative control over the organizational church. It was only then that management policies started to be framed and institutional structures enacted to deal more appropriately with cCSA from the 14th to 20th centuries. Despite this, RCC developed a culture of secrecy using clandestine organizational management models and institutional laws prescribed in 1568, 1622, 1741, 1866, 1922, and 1962 which aimed to manage cCSA. The current study traces reported cCSA as far back as the first century and critically examines the organizational laws, and institutional policies developed by RCC to address clerical sexual misconduct up to the end of the 19th century. 相似文献

This article examines the emerging challenges and opportunities presented by self‐management options in Australia's National Disability Insurance Scheme (NDIS). We examine the three different ways in which NDIS participants can opt to self‐manage their funding and services, including direct employment and emerging Uber‐style online platforms, and explore the potential implications of these options for NDIS participants, service providers and the disability support workforce. In particular, we focus on these options in relation to the transition to a marketised services landscape being developed alongside the NDIS, and examine both the risks and opportunities for each stakeholder group. Through this analysis, we identify implications for policy and practice, in particular around regulatory mechanisms and the role of government within this emerging market economy and transforming service landscape. 相似文献

This research reports the results of the analysis of public benefit organization (PBO) websites as places for encouraging dialogic relationships with key members of the public. Using a modified Kent and Taylor's (1998) dialogic principle, we conducted a content analysis of 367 PBOs in Poland. The results suggest that analyzed organizations only marginally use the five principles of dialogic communication on their websites. The studies have identified only a few organizations, which have websites characterized as having a high level of dialogic potential. Websites usually contained only some elements, which gave them the appearance of a digital information brochure. In addition, the results indicate that website dialogic potential is significantly influenced by the amount of revenue and the extent of the organization. The higher the revenue and geographic service area, the greater the dialogic potential of websites is as well. 相似文献

In many Western welfare states, social work services that have traditionally been provided by paid employees are being replaced by family support, community support, informal networks, and volunteering. For the field of social work, it is relevant to know what it matters to beneficiaries whether services are provided by volunteers or by paid employees. The central question of this article is therefore as follows: What are the differences between unpaid and paid social services for beneficiaries? The article is based on literature review and focus groups. Our results suggest that beneficiaries do experience some differences regarding the advantages of volunteer services for beneficiaries that can be summarized in three propositions: (1) services provided by volunteers are more relational than are services provided by paid employees, and they are therefore perceived as more equal, flexible and sincere. (2) The effects of volunteer services for beneficiaries are not exclusively positive. (3) Although particular tasks may appear to be interchangeable to some extent, the relative advantages of a given task depend upon whether it is performed by a paid worker or by a volunteer. ABSTRACTIn 2013, after nearly two decades of operating in a distributed legacy Integrated Library System (ILS) environment on local servers, the Orbis Cascade Alliance, a consortium of public and private academic libraries in Washington, Oregon, and Idaho, began a two-year-long process to migrate its 37 members to a shared implementation of Ex Libris's cloud-based Alma library management system (LMS) and Primo discovery interface. Although much has been written on electronic resource management (ERM) functionality at an institution level, little has been written on serials and ERM functionality and workflows within a shared consortial environment. This article discusses the challenges and opportunities of implementing a consortial-based LMS, with particular emphasis on serials and ERM functionality. Key migration issues related to serials control, acquisitions, licensing, administration, cataloging, statistics, and interoperability are examined at the institutional and large-scale networked levels. Benefits and limitations of using a shared consortial cloud-based LMS are explored, and the overall capabilities of the Alma LMS for electronic resource management are reviewed. 相似文献

Case management services for low-income couples receiving relationship education have been required by federal funding agencies. Studies examining relationship education outcomes for low-income couples have yet to address participant characteristics of those who attend case management services (e.g., distressed vs. nondistressed). Thus, this study examined the influence of baseline relationship satisfaction and demographics on attendance at case management visits for 2,628 low-income, partnered participants who attended relationship education. Findings indicated that participants who reported higher baseline relationship distress attended more family services counselor (FSC) visits. However, when we added demographics to the model, relationship distress no longer predicted FSC visits, whereas income served as a predictor for men and women, with those reporting greater monthly income attending more FSC visits. 相似文献
