苏伊士运河危机不仅影响到美英整体外交关系,也对两国的核关系造成了不利影响。与此同时,苏联在核领域的重大进展对美国与欧洲盟友造成了不小的冲击。为此,美国正式将雷神导弹纳入美英谈判议程之中。在英部署雷神导弹不仅有助于安抚英国因苏伊士运河危机对美国产生的愤怒情绪,而且还有助于威慑苏联,这是美国北约核化计划的重要一环。英国支持美国在其本土部署导弹,但在使用导弹协商权问题上两国存在某些矛盾与摩擦。     

REVERSING A SPIRAL OF DEPRIVATION: WORKING TO AMELIORATE THE RELATIONSHIP OF STAFF AND BOYS IN A RESIDENTIAL HOME

This paper discusses the work of a consultation to a staff group at a residential home for adolescent boys. The work discovered that each encounter increased each group's sense of deprivation. This escalation is understood as their relationship being based upon a spiral of deprivation. In this situation the staff's capacity to think in terms of their training in Winnicott's ideas about residential care, and that behaviour has meaning, was lost. By using himself as the container of staff emotional states, through recognising their communications in terms of Bion's concept of normal projective identification, the consultant was better able to understand the nature of the difficulties in the boys' and staff relationship. Hence, the attempt to engage staff through the consultation was successful and their capacity to think was restored. The material discussed shows this development enabled staff to better contain their own and the boys' feelings, thus allowing the spiral to reverse.

Laying or delaying the groundwork? A critical framing analysis of Australia’s National Disability Strategy from an implementation planning perspective

National disability strategy implementation is challenging. Competing needs and interests of government and different stakeholders mean that implementation is rarely straightforward. This study undertakes a critical framing analysis of publically available responses to the draft implementation plan for Australia’s National Disability Strategy (2010–2014) provided by five peak disability organisations. We seek to understand the frames that peak bodies advocate in order to further the interests of people experiencing disability while mapping these against the broader Australian disability policy context and good policy practice more generally. Our research reveals that the peak bodies promote frames which focus on consistency, responsibility, resourcing, inclusivity, co-production, innovation, leadership, accountability and language. In relation to these frames, the final government implementation plan demonstrates a shift in which process-related frames of resourcing and innovation are incorporated into the plan while the other predominantly actor-oriented frames are excluded and thus represented as natural and incontestable.     

跨国界河流问题与中国周边关系

中国是跨国界河流数量比较丰富的国家,中国与周边国家之间出现的跨国界河流问题主要集中在水环境污染与保护、水资源分配与利用开发等方面。跨国界河流问题的产生与发展将对中国周边关系的良性发展构成消极影响,并为区域外国家插手中国周边事务创造机会。中国对跨国界河流问题的处理一贯持积极姿态,在主动与周边国家开展国际航道开发利用、水情预报与信息共享等合作的同时,坚决反对和抵制有关“中国水威胁论”的攻击。基于跨国界河流的特性和中国与周边国家共同发展的诉求,中国在未来应联合周边国家建立一套涉及管理、开发、预防、应急等内容在内的合作与协商机制,增进同周边国家的安全互信,推动跨国界河流问题的预防与解决,构建和谐的周边安全环境。     

Exploring routine hospital antenatal care consultations — An ethnographic study

Background

Listening to women as part of their antenatal care has been recognized as valuable in understanding the woman’s needs. Conversations as part of routine antenatal interactions offer ideal opportunities for women to express themselves and for midwives to learn about the woman’s issues and concerns. The antenatal visit and the convention of antenatal consultations for midwives have not been well explored or defined and much of what takes place replicate medical consultative processes. As a consequence, there is little to assist midwives construct woman-centred care consultations for their routine antenatal care practice. This study showed how some practices were better in promoting the woman’s voice and woman-centred care in the hospital setting.

科技扶贫过程中利益相关主体的博弈分析

建立由政府、驻村科技人员以及扶贫客体(贫困农户和村委会)组成的三方博弈模型分析科技扶贫过程中涉及的相关利益主体的行为动机。结果表明扶贫效果与贫困主体自身投入的要素资源量成反比,与政府投入的扶贫资源量以及驻村科技人员的努力程度成正比。     

论高校保障大学生心理健康的服务体系

高校大学生的心理健康问题日益受到关注,这是全面推进素质教育的需要。本文提出关键是要建设好三个相互联系又相互区别的服务体系,即:心理素质教育教学体系、心理咨询体系、心理疾病预防和危机干预体系。并就健全和完善这三大体系提出了自己的见解。
