针对我国现阶段制造企业计算机集成制造系统 (computerintegratedmanufacturingsystem,CIMS)工程项目的实施状况,选取了国内 72家已实施CIMS工程项目的样本企业,通过调研得出综合分析结果;对准备实施CIMS工程项目的企业做出管理咨询预评价。对已实施工程项目CIMS工程项目样本企业的有效的聚类分析后,对待评企业进行正确的归类和预评价,判断企业以现有条件是否该上CIMS工程项目,若以现有条件暂不适宜上CIMS工程项目,则在进行管理基础改善后再做评价。     

Connecting Parliament to the Public via the Internet

A number of scholars have argued that the Internet could strengthen representative democracy. This article presents two case studies of online consultations run on behalf of the UK Parliament and tests a series of hypotheses about online public deliberation. One consultation involved women survivors of domestic violence; the other was linked to the examination by a Parliamentary Committee of the draft Communications Bill. The article concludes by suggesting that the success of online parliamentary consultations is dependent upon two groups of actors, parliamentarians and citizens, each of which must acquire new types of communication skills and develop new practices of operating.

学术界对协商民主产生争论和分歧的一个主要原因是对“协商民主”概念的理解不一致。协商民主理论试图调和协商与民主两个内在矛盾的理念,事实上,在“协商”与“民主”之间,存在着至少四种不同的政治形态：一是既不协商,也不民主;二是协商,而不民主;三是民主,而不协商;四是既协商,又民主。协商民主理念的最大价值在于它是一种规范性的价值理想,它为审视和批判现实民主运行的缺陷提供一个可靠的价值基点。

Jury Selection in Child Sex Abuse Trials: A Case Analysis

Child sex abuse cases have been the target of considerable psycho-legal research. The present paper offers an analysis of psychological constructs for jury selection in child sex abuse cases from the defense perspective. The authors specifically delineate general and case-specific jury selection variables. General variables include authoritarianism, dogmatism, need for cognition, pretrial knowledge, and race/socioeconomic status. Case-specific variables include sexual attitudes, homonegativity, juror abuse history, and beliefs about children. The paper also provides a factual background of a representative case, incorporates relevant case law, identifies sources for voir dire and juror questionnaire items, and discusses lessons from the primary author's first experience as a trial consultant for the defense.     

Developing a Strategy to Meaningfully Engage Stakeholders in Program/Policy Planning: A Guide for Human Services Managers and Practitioners

Stakeholder participation can be a valuable component of program/policy development in the human services. However, service users and other stakeholders often experience it as tokenistic and having little effect. Although management literature recommends stakeholder participation and social work ethics promote it, agency leaders and practitioners are given little guidance on how to design participation initiatives that integrate stakeholders' input into agency decision making. This article focuses on creating a strategy that can foster meaningful stakeholder participation. We outline 7 principles of meaningful participation and present a 12-step process for formulating a participation strategy that applies these principles.

中国历代封建王朝政治协商的主要载体和制度性机构就是廷议制和谏议制。但这两种政治协商机制从运行目的、决策机制和法律制约机制来说都不属于真正的协商民主。不过,在两种协商机制运行过程中所表现出的善于和勇于协商、敢于诤谏的精神,值得我们学习;同时我们应该反省和避免其纠错机制所产生的暴力和社会动乱后果。借鉴和吸收古代政治协商的经验教训,促进当下有中国特色的协商民主建设,必须和选举民主、党的领导、党内民主、法制建设同步进行,避免重蹈古代政治协商的覆辙。
