利用网络分析工具和新经济地理理论对新古典区域经济增长模型进行修正，通过对交易费用的细分构建外部性和运输网络下的城市群经济增长模型，并利用1990-2008年中国部分城市数据和向量自回归模型（VAR）进行实证检验，得出以下结论。在运输网络影响下，中心城市依靠要素集聚获得增长，非中心城市快速接近中心城市。运输网络的改善，将加速中心城市的要素集聚。同时，在保留部分新增要素的情况下，增加节点集聚系数、降低非中心城市问的运输成本，利于非中心城市对外部性的应用，加速其经济增长，促进与中心城市的协同增长。因此，在建设交通运输基础设施时，不仅要重视非中心城市与中心城市的互联互通，更要重视非中心城市间的相互联结。     

Social Work and the Treatment of Substance Abuse in Israel

SUMMARY

This paper examines the role of the social worker within the field of substance abuse in Israel at the start of the 21st century, its implications for the profession, and the training of its practitioners. Addiction to psychoactive substances is viewed as a bio-psycho-social phenomenon caused by a wide variety of factors and the respective interactions between them, placing it within the realm of the expertise of the social worker. The social worker plays a central role in providing both administrative and clinical interventions with this population. Additional ways in which the education and training of social workers can prepare them to deal more efficiently and comprehensively with the problem of substance abuse in both practical and academic terms is discussed.     

The Role of Positive Psychology in Enhancing Satisfaction,Motivation, and Productivity in the Workplace

Abstract

Positive psychology offers scope for enhancing satisfaction, motivation, and productivity in the workplace. Wiegand and Geller (2004, this issue) point to a number of strategies to enhance individuals' success orientation and conclude their discussion with the actively caring model which appears to be a useful means of representing pivotal facets of a positive and supportive workplace climate. The discussion in this article extends some of the concepts presented in their paper, adapts a model of motivation to develop the Occupational Motivation and Engagement Wheel, and also further discusses some particularly key strategies alluded to by Wiegand and Geller. These include a discussion of workplace resilience, authoritarian versus authoritative leadership/management styles, motivating workplace climates, personal bests, staff morale, flow in work, the value individuals attach to tasks and outcomes, and the centrality of relationships in the performance context. The article concludes with a multi-level “broaden and build” framework for enhancing satisfaction, motivation, and productivity in the workplace.     

Community Partnerships

Abstract

Community challenges force human service agencies to collaborate in providing services. Such collaborations require practitioners to have skills not found in mainstream social work curricula. This paper explores how a new MSW program evolved through dialog with community leaders and resulted in a curriculum with a sole concentration of community partnerships.     

Spinal Cord Injury

ABSTRACT

This article provides an overview of spinal cord injury (SCI) that is useful and informative for social workers and other health care professionals who work with this population. Social workers new to the specialty of spinal cord injury must expand their knowledge base of this chronic injury. Social workers contribute to the rehabilitation process through assessment, education, and discharge planning. This article also may be used to inform persons with spinal cord injury and their families and to encourage them to engage in dialogue about SCI in the earliest stages of treatment and rehabilitation.     

Community-Based Research Strategies for Social Work Education

Teaching students to understand, appreciate, and utilize research based in the community is needed in social work education. This paper outlines five strategies for involving students in community- based research and discusses the advantages to this approach. Examples drawn from the authors' experiences are used to demonstrate application.     

Assessing the Integrity of Community Organization and Administration Content in Field Practice

The effort to ensure that students acquire knowledge and skills in macro social work practice requires considerable attention in the face of stronger interests in micro practice on the part of students and their field instructors. This study evaluates the effectiveness of the field component at the University of North Carolina at Chapel Hill to provide learning opportunities for the development of macro practice skills and knowledge. Over 85% of the student respondents had responsibility for at least one macro practice activity during their first field placement. Although a majority of the macro practice assignments were related to organizational interventions and very few to community interventions, the study provides guidance for improving the teamwork of faculty and field instructors in an articulated approach to field learning.     

Patron-Client Relation Reconsidered: Comparing Civil Defense Group in Kanto Earthquake and Jakarta Riots of May 1998

Abstract  Through comparative sociological analysis, this paper discusses the patron-client relation in urban locality groups. The civil defense groups as urban locality groups which emerged during the chaotic situation after the Kanto earthquake in September 1923, and during Jakarta riots in May 1998, are the subjects of comparison. Even though the social background and historical context of the societies in question are different, both incidents share some similarities, in the rumors which accelerated the formation of civil defense group in almost every neighborhood. Further analysis on the formation, membership, and activities of the group reveals that the patron-client relation is not a mere power (vertical) relation, but also a life-cooperation relation.

近年来,各高校会计工作不断加强,会计工作质量有所提高。但由于多方面因素的影响和制约,高校会计工作还存在不少问题,亟需加强治理。针对财政部发布2011年63号公告所发现的高校会计工作中存在的问题,分析问题产生的原因,提出改进高校会计工作的政策建议。
