Methodological challenges in the implementation and evaluation of social welfare policies

As social reality is quite elusive, even regarding seemingly well-recognized everyday concepts and objects, there are always methodological challenges underlying assessments and evaluations of implementation policies. The present article addresses this area of concern by presenting the results of a rereading of an empirical study of elderly home care services. Our results reveal the emergence of a dissolution of common and professional key concepts and objects in these welfare services to a degree that challenges both the implementation policy and the evaluation of policy. We claim that this has methodological implications for evaluation of implementation policies in general.

新疆生产建设兵团棉花购销体制通过阶段性改革,不断完善和创新。但是随着棉花市场全球化的发展,兵团棉花购销体制存在的问题日趋明显,已经威胁到了兵团棉花产业(兵团棉花产量占我国总产的1/4)的安全。该文运用相关制度经济学理论,对兵团棉花购销体制改革过程中的政策演变进行分析,重点对各购销主体间的委托代理关系进行博弈论证,最后提出:兵团农业经营制度改革和购销市场竞争结构完善,是兵团棉花购销体制改革的关键所在。

Warum werden Arbeiterkinder vom Studium an Universitäten abgelenkt? Eine empirische Überprüfung der „Ablenkungsthese“ von Müller und Pollak (2007) und ihrer Erweiterung durch Hillmert und Jacob (2003)

Why are the working- class children diverted from universities? In spite of the educational expansion, the decline of inequalities of educational opportunities in schools, and the institutional reforms in vocational training and university education, the access to tertiary education at university remains still remarkably unequal across social classes. In accordance with the ?diversion thesis‘ suggested by Müller and Pollak and extended by Hillmert and Jacob working class children are lead away from the direct path to university to non-academic education institutions because of both the impact of institutional structures of the educational systems on individuals‘ educational choices and the attractiveness of alternative education and training in non-academic areas. In order to investigate how does the diversion work the mechanisms of socially selective educational choices have to be analyzed from the perspective of rational action theory. For the empirical test of the theoretical approach data about school-leaves with the ?Abitur‘ (high school degree) in the East Germany federal state Saxony are employed. Subjective evaluation of the former educational performance, the expectation to be successful at university and the subjectively expected costs are the mechanisms mainly responsible that working class children more likely choose the vocational training than education at university. In particular, the subjectively expected success at university has the greatest impact on working class children‘s educational choices leading them away from the university.     

精神分析情境的相互性——关系精神分析的临床观点

在精神分析运动史上,关于临床精神分析情境的相互性问题经历了一个从压制到强调的过程。古典精神分析几乎不承认精神分析情境的相互性,而其后的关系模型理论则越来越重视相互性在精神分析情境中的体现。在综合了各关系模型理论的基础上,关系精神分析认为相互性是精神分析情境的一个主要特征。但是,对相互性的强调并不否定自主性,实现相互性与自主性的辩证协调是分析的一个目标,相互性也不意味着对称性或相等性。     

在重生中泯灭,在泯灭中重生——论新世纪乡土文学浪漫主义的裂变

新世纪乡土文学继承了中国传统乡土文学的浪漫主义特质,并在新世纪呈现出百花齐放的态势。然而,在新的语境下,乡土浪漫主义并没有完全走出传统浪漫主义超脱的乌托邦之境,而又与传统浪漫主义的田园牧歌有别。当下作家的浪漫主义语境表现为既与世俗格格不入,又与乡土若即若离。知识分子游离在自我心境的虚无性与世俗的真切性之间,没有找到超越既往的突破口,他们或是以乡土浪漫主义为面具上演着功利主义的大戏,或是公式化地批判现代性并以怜悯的姿态来抚慰乡土,分裂的人文立场造成了新世纪乡土浪漫主义的裂变。     

Guest Editors' Introduction

This discourse analysis explores traditional and feminist articulations of rape in online mediated discourse regarding the sexual attack on CBS journalist Lara Logan in Egypt in February 2011. Examination of 175 stories and links in the top ten news blogs in the United States showed that the blogosphere contested traditional rape narratives that blamed Logan for the attack and conceptualized rape through a more varied means. In doing so, bloggers engaged in a struggle for meaning, and mainstreamed feminist understandings of sexual violence within the online public space.     

Frontline workers' competency in activation work

Frontline workers play a crucial role in implementing activation policies. Nevertheless, research on what competencies are required for activation work is limited. We explored activation competency based on a survey of 1,735 frontline workers in the Norwegian labour and welfare administration. Factor analysis revealed two distinct underlying dimensions in activation competency: market competency and user‐oriented competency. We found that the social workers in the study viewed themselves as having significantly less market competency and slightly more user‐oriented competency than non‐social workers have, but the differences were small. The results also indicate that these effects are partially mediated by attitudes towards conditionality. The results give reason to treat activation competencies as twofold and raise the question of whether social work education improves frontline workers' competency in activation work compared with frontline workers with other educational backgrounds.
