行政改革中的价值重塑与制度重塑

新中国成立以来,中央政府进行了多次行政改革,然而都始终跳不出"精简--膨胀--再精简--再膨胀"的怪圈.不合理的行政价值取向和无效的制度安排从根本上制约着政府行政改革的进程,这亦是行政改革的难点所在.因此,只有进行行政价值重塑和制度重塑,政府行政改革才能真正取得实效.     

科学体与艺术体定中结构的语义比较

本文仅从科学体和艺术体定中结构的语义的限制和修饰、语义的同一与矛盾和重复、辞格的语义比较、繁复定语的排列顺序的语义比较四个方面进行语义的比较。科学体定中结构的定语多为限制性定语,艺术体定中结构的定语多为修饰性定语;科学体定中结构的定语和中心语之间的语义具有同一性,艺术体定中结构的定语和中心语之间的语义具有矛盾性和重复性;科学体定中结构中常见的只有比喻式辞格,艺术体定中结构中包含多种辞格;艺术体或科学体定中结构繁复定语排列时所遵循的规律不同。     

Peach Trees Grow in the Spaces Between People: Counselling Practices in the Territory of Violence

In this paper the authors reflect on how therapeutic practices wove a community of care and concern with a young man in South Africa who was at risk of anger ruling his life. A counselor and outsider witnesses participated in responding to the problems the young man and his family faced. The authors discuss the steps they took in the therapeutic journey and describe how their personal and professional lives were shaped by this collaboration. This work inspires and sustains their enthusiasm in seeking to understand how to best respond when positioned to counsel.     

L'économie des plateformes sous l'angle de la géographie ouvrière: comprendre les stratégies d'organisation collective dans le contexte du travail intermédié par les plateformes numériques

L'auteure analyse sous un angle géographique la lutte collective des travailleurs de plateforme. Distinguant deux formes de travail de plateforme (l'offre de services locaux et le microtravail), elle examine leurs caractéristiques spatiales respectives et les stratégies d'organisation collective spécifiques à chacune. À partir de trois démarches de dialogue social (comités d'entreprise, négociation collective et accords multientreprises), elle cherche à comprendre pourquoi chaque catégorie de travailleurs de plateforme choisit telle stratégie plutôt que telle autre. Elle analyse les cadres réglementaires dans lesquels s'inscrivent les luttes collectives de ces travailleurs et les chances de voir cette mobilisation améliorer leurs conditions de travail.     

“拈花惹草”补释

对成语“拈花惹草”，几部常见常用、影响很大的辞书，将其词义释为“指男子乱搞男女关系或狎妓”“比喻(男子)挑逗、勾引异性”。这些释义是有问题的，至少是不够准确的；它与一些典范的作品的用例是不相符的。这样的释义会误导人们对“拈花惹草”的正确运用。“拈花惹草”的词义可补释为：拈，用手指夹、捏取物，引申为“习弄、摆弄、玩弄”；惹，招引、挑逗；花、草，借指异性。比喻挑逗、玩弄异性；今多比喻男子挑逗、勾引、玩弄异性。     

适当放宽年龄限制 充分发掘人力资源——对人才招聘年轻化的再思考

知识经济的初见端倪使得终生教育成为 2 1世纪社会发展的必然趋势。许多在职人员为了适应社会发展的需要重返校园 ,继续深造。但传统的人事制度对人才年轻化的要求日益影响着这些人的重新就业 ,从而直接影响了在职人员对终生教育的热情。本文拟从教育部最近取消高考年龄及婚否限制的政策分析入手 ,通过剖析现行人事制度中年轻化要求的历史背景及其在现实中的局限性 ,阐明适当放宽大龄毕业生重新就业年龄限制的必要性及其现实意义     

金融危机视域中的农民工再就业及其法律应对——从“被动返乡”农民工谈起

金融危机的冲击使得我国沿海地区外贸依存度很高的劳动密集型企业关停并转，导致大批农民工“被动返乡”，从而使得农民工再就业问题凸显。解决农民工再就业问题需要从多方面入手，其重要途径是依靠法律。强化农民工就业的法律保障，是要求树立以人为本的法律理念、完善农民工就业的法律规定、严格施行农民工就业的法律规定。     

Increasing the sample size at interim for a two‐sample experiment without Type I error inflation

For the case of a one‐sample experiment with known variance σ²=1, it has been shown that at interim analysis the sample size (SS) may be increased by any arbitrary amount provided: (1) The conditional power (CP) at interim is ?50% and (2) there can be no decision to decrease the SS (stop the trial early). In this paper we verify this result for the case of a two‐sample experiment with proportional SS in the treatment groups and an arbitrary common variance. Numerous authors have presented the formula for the CP at interim for a two‐sample test with equal SS in the treatment groups and an arbitrary common variance, for both the one‐ and two‐sided hypothesis tests. In this paper we derive the corresponding formula for the case of unequal, but proportional SS in the treatment groups for both one‐sided superiority and two‐sided hypothesis tests. Finally, we present an SAS macro for doing this calculation and provide a worked out hypothetical example. In discussion we note that this type of trial design trades the ability to stop early (for lack of efficacy) for the elimination of the Type I error penalty. The loss of early stopping requires that such a design employs a data monitoring committee, blinding of the sponsor to the interim calculations, and pre‐planning of how much and under what conditions to increase the SS and that this all be formally written into an interim analysis plan before the start of the study. 论尼采的政治哲学

弗里德里希·威廉·尼采 ( Friedrich Wilhelm Nietzsche,公元 1 844— 1 90 0年 )是德国由自由资本主义向帝国主义过渡时期最敏锐地反映资产阶级要求的哲学家和政治思想家。他的政治哲学形成于 1 9世纪 70— 80年代。他从当时德国资产阶级实际发展的状况出发 ,宣称要摧毁“一切旧的价值体系”,并重新估价一切价值 ,创立以“权力意志”论为基础 ,以“超人”学说为核心的强者的价值体系。尼采的政治哲学就是建立在这种价值体系之上的 ,具有浓重时代气息的社会政治思潮 ,对当时德国资本主义的发展产生了重要影响
