中国期货市场价格发现功能的不对称性实证研究

选取中国期铜数据，借助向量误差修正模型、协整检验、误差修正模型、方差分解、脉冲响应函数等方法，研究了期货市场的价格发现功能。研究发现，铜的期货市场和现货市场存在长期均衡关系，期货市场在价格发现功能中起到主要作用。实证结果还发现市场在上涨和下跌时，价格发现功能的不对称性：铜期货价格与现货价格在上涨时存在相互引导关系，但在下跌过程中期货对现货价格没有引导关系，在市场下跌过程中，现货价格对信息反映很弱。结果表明，在中国的铜期货市场，价格发现功能表现为不对称性，在下跌时，市场有效性降低。     

From the Theory of Aid Effectiveness to the Practice: The European Commission's Governance Incentive Tranche

Around the turn of the millennium a growing consensus emerged on the dos and don'ts of development assistance, based on lessons drawn from failed aid. Donors now increasingly see aid as a leverage to induce or support governance reforms in recipient countries. The EC, which considers itself to be a forerunner of the new aid approach, has recently launched a new instrument to incentivise such reforms: the ‘Governance Incentive Tranche’. However, the evidence presented in this article suggests that, in design and practice, the incentive tranche is surprisingly similar to some of the unsuccessful aid modalities of the past.

Efficiency and effectiveness in railway performance using a multi-activity network DEA model

This paper provides a multi-activity network data envelopment analysis model that represents both production and consumption technologies in a unified framework. The model is applied to simultaneously estimate passenger and freight technical efficiency, service effectiveness, and technical effectiveness for 20 selected railways for the year 2002. The results show that these measures differ significantly. Since the multi-activity network data envelopment analysis models the reality of railways’ operations, one can gain further insights from the estimated results and thus propose strategies for improving operational performance.     

从基层信访看利益表达的途径——以Z县的基层信访状况为例

对信访的研究多从制度主义的角度出发，探讨信访制度的利弊，但对信访行为的分析还不够成熟，因此本文主要采用行为主义的研究方法对基层信访进行分析，由实例出发，在利益表达途径理论研究的基础上，分析了基层信访在利益表达途径方面的作用与问题，探索了问题的根源，提出了畅通利益表达渠道以增强基层信访有效性的途径和方法。     

History effaced: the International Defence and Aid Letters

The International Defence and Aid Letters, now in the Mayibuye Archives at the University of the Western Cape, South Africa, contain the responses of many South Africans, mainly women, who during the apartheid period and immediately afterwards received funds from the International Defence and Aid Fund via a large number of intermediaries in Europe and Canada. The letters were written to these intermediaries as receipts for funds sent to them. Partly for security reasons and partly because the recipients were often lonely as well as poor, they tended to send news of themselves and their families as well as thanks for the money which they needed. The letters now function as pieces of history of the private and domestic sufferings of families whose breadwinners were imprisoned or exiled, and who had been forced to leave wives and children without support. They are unique in that the writers would not under any other circumstances have written to describe their plight, and there is no other collection of letters which offers such an authentic picture of domestic heroism.     

Group Work Practice with Australia's Asylum Seekers

Abstract

Australia's asylum seekers have been rendered voiceless by the circumstances in which they find themselves, circumstances that include being subjected to punitive government policies, denial of basic rights and needs, economic impoverishment and social disadvantage. The Asylum Seekers Centre (ASC) in Sydney provides an individualised casework service to asylum seekers. The ASC also provides opportunities for asylum seekers to improve their circumstances through attending English classes and participating in other educational and social group programmes. The present paper is concerned with small group facilitation of mutual aid processes at the ASC. It focuses on one group programme, ‘Open Forum’, to illustrate a strengths-based empowerment practice. The paper concludes with some suggestions for extending group work practice with and on behalf of asylum seekers.     

Fuzzy Overall Equipment Effectiveness (FOEE): capturing performance fluctuations through LR Fuzzy numbers

The paper focuses on the Overall Equipment Effectiveness (OEE), a performance indicator that is extensively used in the industry. The aim is to extend the capabilities of the OEE, so as to capture the day-to-day fluctuations to which manufacturing performances are subjected. To this aim, manufacturing losses are decomposed into elementary causes and modelled as LR fuzzy numbers. Next, in order to compute the Fuzzy Overall Equipment Effectiveness (FOEE), single losses are aggregated using the ‘fuzzy transformation model’. This approach limits the fuzzy overestimation phenomenon and assures both results’ accuracy and robustness. An industrial application, part of a lean project carried on by an important Italian manufacturing firm, is finally presented. Results are encouraging, since the FOEE made it possible to trace back the share of the overall fluctuations that is ascribable to each cause of loss. In this way, it provided the basis for setting improvement priorities and directed the lean team toward the selection of appropriate corrective actions.

有效政府并非是政府与生俱来的角色,而是自由主义与干预主义思潮由争辩走向融合的衍生物.理论逻辑上,有效政府是公权之域、市场之域、社会之域相互构建实现动态均衡的理性选择;现实逻辑上,有效政府迎合了转型期我国政府角色发展的客观趋势.现实中的有效政府并非简单地冠以应然的角色期待即可实现,从应然到实然必将有待于一个根植于本土化特质基础上的角色塑造过程.     

A Model for Enhancing Individual and Organisational Learning of ‘Emotional Intelligence’: The Drama and Winner's Triangles

The author describes a model that can enhance professional learning and awareness, assisting appropriate responsibility‐taking in interactions. It has been effectively applied over 10 years with managers and practitioners in public sector settings across social work, health, education and housing, and more recently also in the private sector. The model is first explained in the context of family relationships to facilitate generalisability. Applications in social work management and practice roles are described. They are seen to demonstrate greater effectiveness, personally and professionally, within the context of day to day challenges. The result is to assist collaborative and organisational learning in behaviours similar to those associated with the language of emotional intelligence.
