State implementation of TANF: where do we stand in 2001?

To provide a context for understanding the evaluations discussed in this volume, this paper gives an overview of the federal TANF legislation and describes features of state TANF programs that are particularly relevant for appreciating the need for evaluation and for interpreting evaluations. These features include the states’ policies regarding work by applicants and recipients, policies to divert applicants from welfare, and rules designed to change individuals’ behavior regarding childbearing, childrearing, and marriage. Because the implementation of state policies depends on practices at the front lines of the welfare system, some features of the ‘culture’ of local welfare offices are also examined.

国际发展援助的新兴力量——以印度对外援助模式为分析视角

在过去的十年间,印度通过自身的规划与努力逐步建立起符合自身利益诉求的国际发展援助体系,并在国际发展援助实践中形成了独特的印度模式。本文以印度国际发展援助理念为切入点,分析了印度以南亚为核心,非洲、亚洲为两翼的国际发展援助特点,在运用实证数据分析印度对外援助区域特点和战略诉求的基础上,比较了印度与中国在非洲发展援助的差异点,并对印度现有的国际发展援助组织的特点和对外援助模式进行总结与归纳。

高校困难群体心理状况调查

贫困生作为高校中普遍存在的一个群体,已经成为高校工作的一个重要方面。但实践中存在着片面地注重对贫困生的经济帮助,较少关注其真实的心理境况的问题。研究试图从心理学、社会学、教育学等多角度入手,分析研究高校贫困生的心理状况,从深层次上挖掘内因,比如,大学生群体中,男生和女生谁更在意经济状况？谁更敏感？遇到问题时谁更容易选择极端的方案？来自于城市、郊区和乡村这三类不同生源地的大学生存在哪些差异与特性？经济困难学生有哪些健康的特质或潜在的危机？目前的经济状况会不会影响大学生的人生选择？经济困难的学生愿意选择什么样的资助方式？以期通过将高校的帮困助学和人文关怀以及心理干预相结合的方式．有针对性地帮助他们,使贫困群体渡过经济和心理的多重难关,健康成长。     

构建大学生资助工作队伍的路径分析

大学生资助工作是高校学生工作中的一项重要组成部分,是关系到高校和社会安全稳定的重要工作,但因工作队伍建设一直未引起重视,大学生资助工作举步维艰,很难得以顺利开展。本文试从分析大学生资助工作队伍现状分析入手,指出加强大学生资助工作队伍建设的重要意义,并提出构建大学生资助工作队伍建设的新途径。

Abstract

The human and finacial costs of stress in the workplace have been extensively documented in the literature. The present study used a two-round Delphi methodology with 17 human resource managers from 17 medium-sized and large Canadian organizations. The main purposes of the study were to predict future policy and programme directions as well as expected benefits and constraints on organizations during the 1990s. This panel of experts predicated even greater stress in the workplace in large part due to greater (global) competition and greater resource constraints on organizations for programmes and services for their employees as well as management resistance to such directions. Organization will be challenged to identify cost effective means to prevent or, at least, to amelorate stress. Several practical ideas were generated by the panel for organizations to consider.

美国对外经济援助始于马歇尔计划,在不同时期,美国对外经济援助按照其不同的原则体现出不同的特点。美国对韩国的经济援助也是在这一原则的指导下进行的。从结果上看美国对外经济援助对韩国经济的崛起曾经起到过十分积极的作用,尽管这与美国的外援主旨存在很大的背离。
